PURPOSE To outline operational procedures for the proper management and handling of Universal and Electronic waste as defined by federal and state waste regulations. To ensure that all personnel involved with the generation of waste from Research and Development, Quality Assurance, Pilot, and Production activities are trained and have a working knowledge of the site's waste management procedures to properly manage these wastes. 2. SCOPE These procedures apply to those units and their personnel that are involved in the management of Universal and Electronic Wastes. 3. DEFINITIONS 3.1. Universal Waste means any of the following hazardous wastes: Batteries Pesticides Mercury-containing equipment such as switches, thermometers Lamps and Fluorescent Tubes (containing mercury) 3.2. Electronic Waste or E-waste Obsolete Electronic equipment, obsolete computers, consumer and industrial electronics and other related electrical equipment (containing printed circuit board or microprocessors) is usually made up of three basic components: metals (some toxic), glass (in cathode ray tubes found in computer monitors and mercury bulbs that are used in liquid crystal display screens), and plastics.
2 No.: WYN32.64 Page: 2 of 6 4. GENERAL REQUIREMENTS FOR UNIVERSAL WASTES 4.1. Each unit coordinator will designate specific areas within the unit where universal waste shall be accumulated. Containers will be selected in a manner that is appropriate for the stream being managed. Such as, original containers for spent light bulbs, five-gallon plastic DOT specification containers for spent batteries. Attachment 1 provides an example of a Universal Waste Label Only spent batteries such as nickel cadmium rechargeables, zinc/copper /alkaline (Duracell, Rayovac) and lithium batteries should be placed in these containers. Under no circumstances should lead acid or other liquid acid batteries be placed in these containers Units will also be required to provide initial employee training regarding the proper types of universal wastes to be accumulated in these containers, how to ship them to the CWASA, what to do in case of a spill, and any other unit specific requirements Specifically for spent batteries, they shall be labelled: Universal Waste Batteries 4.5. Specifically for Spent Electric Lamps, they shall be labeled in one of the following manners: Universal Waste Lamps 4.6. Promptly report any spill, release or breakage of Universal waste 5. CONTAINER REQUIREMENTS: Each universal waste container will be a DOT approved container for the shipment of hazardous materials. EHS recommends the use of a DOT 1H2 plastic five-gallon pail for batteries and the original containers (cardboard boxes) for light bulbs Once the container is put in service it must be labeled and dated with the accumulation start date.
3 No.: WYN32.64 Page: 3 of The container can only be stored on-site for one year and must then be moved to the CWASA prior to that time The container must be placed at or near the point of generation and be under direct control of the generating unit. For example if a laboratory needs to accumulate batteries for recycle, a universal waste accumulation container should be set up within the confines of the lab. If the lab needs to combine this storage capacity with offices located adjacent to the lab this may be done only if the lab and offices are in the same building on the same floor Lead Acid and Other Large Battery Types - Batteries such as lead acid batteries from fork trucks, emergency lighting and alarm equipment will be disposed on an as needed basis. Those units principally maintenance groups should notify SESD when such batteries will be changed out and are in need of proper disposition. Many of these batteries can be recycled or reused. If the batteries cannot be recycled, SESD will provide the unit with the proper labels and make arrangements with an approved disposal contractor for disposition of the spent batteries. 6. MANAGEMENT OF ELECTRONIC WASTES (E-WASTES) 6.1. Container Management Requirements Electronic Wastes will be placed in proper containers, including boxes, pails, fiber drums, Gaylord Boxes, secured pallets and roll off boxes Pallets used to accumulate Electronic Waste must loaded and wrapped in a manner that protects the wastes stored on the pallet and secures it in a manner that prevent the wastes from falling off during shipment A Universal Waste Electronics Label must be affixed to the pallet on a least two sides or for containers on one side Electronic Wastes must not be placed in general refuse containers or roll-off boxes Promptly report any spill, release or breakage of E-Waste

TRAINING All Electronic Waste (E-Waste) must be labeled as Univeral Waste Electronics Labels must be placed on the container and be visible for inspection New employee and annual documented training must be given to all employees who have responsibility for the management of electronic wastes. The training must be pertinent to the employee's responsibilities with regard to the management of hazardous or nonhazardous wastes in his/her work area New employee and initial training for Universal Wastes must be provided to each employee responsible for the handling and management of Universal Waste New employees or employees receiving a new position involving the management of chemical waste materials must be trained within six months These employees must not work in unsupervised activities involving hazardous or nonhazardous waste unless they have completed the necessary training requirements Training records must be maintained by the units for personnel involved in hazardous waste management until closure of all Hazardous Waste Storage Area(s) in the employee's work area. Personnel training records must accompany employees who are transferred to another unit. Upon termination of employment training records must be forwarded to the Human Resources Department where they will be retained for a minimum of three years. 8. CONTRACTORS MANAGING UNIVERSAL AND ELECTRONIC WASTES 8.1. Contractors delegated the responsibility for the management of Universal Wastes such as the replacement of lamps and other related equipment
5 No.: WYN32.64 Page: 5 of 6 must receive initial training regarding the proper management of Universal Waste prior to managing the wastes. This training must include the following: 8.2. Proper labeling of the containers 8.3. How to properly store the wastes in approved containers and or boxes How to properly report spills, breakage and or release of hazardous materials associated with Universal Wastes. 9.
