2 The Minnesota Office of Justice Programs (OJP) funds approximately 150 agencies statewide to provide direct services to victims of crime. Grantees receive funding under at least one of the eight program areas: Abused Children Domestic Violence Community Advocacy Program (CAP) Domestic Violence Criminal Justice Intervention (CJI) (CJI programs focus on legal advocacy and systems change) Domestic Violence Hotel/Motel/Safehome (H/M/SH) Domestic Violence Shelter General Crime Parenting Time Center Sexual Assault Agencies submit quarterly statistical reports during the fiscal year documenting demographic and service information for each of the program areas in which they are funded. The current set of quarterly statistical report forms have been in use by grantees since FY03. This report presents two sections of summary data for each of the 8 program areas: a) comprehensive FY09 demographic and service data, and b) FY03 to FY09 demographic data on primary victims served (CJI not included). Comprehensive FY09 Demographic and Service Data These data are broken down into Judicial Districts (). Some Judicial Districts do not have certain types of programming funded by OJP within the district, and therefore the district may not be listed in a particular set of tables or have zeros for data. If an agency has programming based in multiple districts, ALL of that agency s data is recorded in the district of the agency s main office (exception: the data for each of the 27 shelters is included in the judicial district in which it is physically located). The definitions section of this report and the actual quarterly statistical report forms in the appendix should help readers interpret the data tables. FY03 to FY09 Demographic Data on Primary Victims Served These data will show statewide trends in who has been served by OJP-funded programs over the past five years. It should be noted that while the demographic categories of Unknown and Other are included in the totals served for each program area, they are not considered in figuring the percentages for sex, age or racial/ethnic background. Please feel free to use these data as needed (e.g. newsletters, grant proposals, presentations, etc.). If you do choose to disseminate this information, please consider that although grantees are given guidelines on collecting these data, there are hundreds of individual staff interpreting these guidelines and implementing data collection practices within their own agencies before submitting to OJP. 4 Summary Comprehensive FY09 Demographic and Service Data Below are some quick facts on the demographic and service data for FY09: 63.3% of children served by Abused Children programs statewide were female. Only programs in Judicial District 9 reported serving more males (50.3%) than females. Of the victims served by Domestic Violence Community Advocacy Programs, 90.5% were female, 31.1% were age and 61.0% were Caucasian. Shelter programs in Judicial Districts 1, 2, 4 & 10 (those containing Twin Cities metro shelters): o Served 58.8% of the adults/children served statewide o Account for 66.6% of the licensed beds statewide o Reported 63.4% of intakes statewide o Reported 64.8% of bed days statewide *Note Approximately 62.0% of the state s population comes from Judicial Districts 1, 2, 4 & % of victims served by General Crime programs were victims of domestic abuse (13.7%) or theft/larceny (13.5%). Of the victims served by Sexual Assault programs, 89.6% were female, 35.5% were age and 64.5% were Caucasian. I

5 Summary FY03 to FY09 Demographic Data on Primary Victims Served The most notable trend over the past 7 years of data continues to be the overall consistency in each demographic category. Whether examining sex, age or racial/ethnic background, the numbers differ minimally within each program type from year to year. Below are some quick facts on the primary victims served over the past seven years: Abused Children The number of children served in FY09 was the lowest since FY04. The number of immigrant children served in FY09 was 104% higher than in FY04. Domestic Violence Community Advocacy Programs The number of males served has increased 117% from FY03 to FY09. The number of adults served in FY09 was the lowest since FY04. Hotel/Motel/Safehome FY09 intakes and bed days were both the highest reported since FY03. Shelter 25% fewer intakes for 8% more bed days were reported in FY09 than in FY03 means the average stay has increased 44% (18.3 to 26.3 days) during the last 7 years. African American adults and children made up 38% of all victims served (34% of the adults and 43% of the children statewide) from FY03 to FY09. Caucasian adults and children made up 34% of all victims served (44% of the adults and 24% of the children statewide). General Crime 54% of the primary victims served between FY03 and FY09 were female. 99% more African Americans were served in FY09, than in FY03. Parenting Time Center 52% of the primary victims served from FY03 to FY09 were ages 5-12 (37% were younger and 11% were older). Sexual Assault More primary victims were served in FY09 than any of the 6 years prior. 89% of the primary victims served from FY03 to FY09 were female. II

15 Minnesota Office of Justice Programs Crime Victim Services Quarterly Statistical Form Definitions FY09 Data category explanations may be found, for the most part, on each specific quarterly statistical form (see appendix). Below are broad definitions that apply to all quarterly statistical forms but do not appear on the forms. Primary Victims Served A primary victim served is a person who is directly victimized by a crime and receives at least one of the services as defined below. In domestic violence cases, children of primary victims served are also counted as primary victims served if they receive at least one of the services defined below. In homicide cases, family and friends of the deceased should be counted as primary in most instances. Secondary Victim Served A secondary victim served is a person who is indirectly victimized by a crime and receives at least one of the services as defined below. In domestic violence cases, a secondary victim would include any other victim served by the program, such as an abused woman s sister or friend, who receives at least one of the services defined below. Services A service is counted each and every time (volume count) program staff provides a service listed below. Multiple services can be performed and recorded during each contact with a victim. A service is not defined by length of time but rather each instance in which a victim is provided assistance under a category below. Crisis Counseling/Intervention Refers to (in-person or telephone) crisis intervention, emotional support, safety planning and guidance provided at the scene of a crime, immediately after a crime, or on a crisis hotline call. Counseling/Intervention Refers to ongoing or follow-up contact with victim after initial services were provided to offer support, safety planning, guidance, check on the victim s progress, provide additional information or to evaluate services provided. Information & Referral Refers to contact to or from the victim in which you either 1) offer or notify the victim of your available services, or 2) refer him or her to other agencies for assistance/shelter. Personal Advocacy Refers to physically assisting victims (including non-emergency transportation) in securing rights, remedies, and services from other agencies; locating emergency financial assistance; intervening with employers, creditors, and others on behalf of the victim; assisting in filing for losses covered by public and private insurance programs including workman s compensation, unemployment benefits, welfare, etc.; accompanying the victim to the hospital, etc. Information and referral assistance should be recorded under Information & Referral. 16 Quarterly Statistical Form Definitions - Continued Support during Evidentiary Exam Refers to any type of advocacy/support for a victim of sexual assault during an evidentiary exam. Criminal Justice Support/Advocacy Refers to any support, assistance, or advocacy provided to victims at any stage of the criminal justice process, to include post-sentencing services and restitution. Emergency Legal Advocacy Refers to civil assistance such as orders for protection, restraining orders, injunctions, elder abuse petitions, and child abuse petitions. This does not include criminal prosecution or the employment of attorneys for custody disputes, civil suits, etc. Emergency Financial Assistance Refers to financial assistance (money or in-kind) provided by your program for emergency needs such as transportation, food, clothing, lock replacement, etc. does not include referrals to or information about other organizations for those needs. Assistance in Filing Reparations Claims Includes making the victim aware of the availability of crime victim compensation, assisting the victim in completing the required forms, gathering the needed documentation, etc. It also may include follow-up contact with the victim compensation agency on behalf of the victim. Group Treatment/Support Refers to the coordination and provision of supportive group activities and includes self-help, peer, social support, etc. Only group treatment and support services that are conducted by your agency should be counted under this category. Therapy Refers to intensive professional psychological and/or psychiatric treatment for individuals, couples, and family members related to counseling to provide emotional support in crisis arising from the occurrence of crime.
