Responses to Bidders questions: A. Regarding the IP Controlled Remote Terminal Units (RTU) Q1. Must the bidder provide a centralized telemetry/alarm management software and server hardware as part of this bid? A1. The bidder shall provide for and price any and all required components to fully implement the proposed telemetry system, including hardware and peripherals which will communicate to an SNMP management program provided by vingn. Q2. Can vingn provide additional specifications on the access control portion of the RTU requirements? A2. See below: This unit is an example of the access control requirements. Page 1 of 3

2 Q3. How many doors need to be controlled? A3. Approximately 30 building entry doors will need to be controlled. Q4. What type of reader or actuator is required for each door? A4. Each door requires a key pad or card reader. Q5. Does the system need to be Wiegand compatible? A5. The system need not be Wiegand compatible. Q6. Does the bidder need to provide magnetic locks for the doors? A6. The bidder must provide magnetic locks for the doors Page 2 of 3

3 Q7. Will vingn provide electrical circuits and outlets to the place of the controller installation? A7. Yes, there are electrical outlets in the FAP for the controller installation. Q8. How many users? A8. There will be a minimum of 25 Users Q9. Does the bidder have to provide a centralized access control management software? A9. Yes, the bid must include a centralized access control management software. Q10. Does the bidder have to provide a badge creation software and hardware? A10. Yes, the bid must include a badge creation software and hardware. Q11. The IFB specifies installation by others. Does vingn have any concerns for warranty requirements if installation contractor is not certified by manufacturer? A11. All hardware offered must be warranted against defect, per the IFB paragraph 5.3. Q12. Will there be a follow-up installation services IFB? A12. There are no plans for an installation services IFB. B. In regards to the Indoor / Outdoor Surveillance Cameras Q13. Does the bidder have to provide Video Management System (VMS) and Video Recording servers and disk arrays? A13. Yes, the bid price must include VMS and video recording servers and disk arrays. Q14. Is a centralized management and recording solution required? What are the requirements for this software? A14. Yes, see Appendix II of the IFB for the details and requirements. Page 3 of 3

4 Q15. At what resolution, frame rate and transmission bandwidth will the system need to be recording for 14 days? A15. The camera system provided must be recording at a minimum of 720p (resolution), 15-30fps (frame rate) with a 4-10MB transmission bandwidth. Q16. Is vingn providing POE switches with the necessary ports to integrate the surveillance cameras? A16. Yes, vingn will be providing POE+ switches with RJ-45 ports. Q17. Is redundancy required in any component? A17. No, redundancy is not required. Q18. What are the video monitoring requirements? A18. The video monitoring system must allow technicians and security teams to view multiple streams simultaneously with the ability to switch between views from the centralized NOC location. It must accommodate at least six (6) users. See A15 for more information. Q19. How many monitoring stations will be implemented? A19. Two monitoring stations. Q20. Is the bidder providing this hardware and software, as well? A20. Yes, the bidder must provide and price the hardware and software for the monitoring systems. C. Questions regarding PoE VoIP Phones: Q21. Does vingn already operate a FreePBX system? If yes, can you provide specifications for the system? A21. vingn has not t implemented the FreePBX system. Please provide additional specifications for the IP phones features, such as quantity of buttons, programmable buttons, display type and quantity of lines, speakerphone, headset connection, speed of switch, POE or external power supply, SIP protocol? A22. Phones must be POE+ compatible with on a 1GB switch, have at least 8 programmable buttons, speaker phone and simple directory display. END Page 5 of 3
