1 JOB DESCRIPTION CHIEF OPERATIONS OFFICER MISSION: Goodwill s mission is to provide work opportunities and skills development to people with barriers to employment. VALUES: Accountability Integrity Dignity Diversity Entrepreneurial Spirit Ecellence Opportunity Responsibility PURPOSE OF POSITION: Responsible to the President and CEO for the management of the Mission Services, Retail Services, and Facilities Services Departments, as well as all marketing, communications, and IT services. Provide leadership, vision, and oversight for the organization s overall business development and to achieve organizational, team and personal goals in alignment with GISCC s Strategic Vision Priorities and Organizational Values. SUPERVISION RECEIVED: President and CEO SUPERVISION EXERCISED: Director of Mission Services, Director of Retail Services, Director of Facilities Services CLASSIFICATION: Eempt DUTIES AND RESPONSIBILITIES: (Position may perform some or all of the duties described below): 1. Serve as the organization s Corporate Compliance Officer, ensuring that the policies and procedures of Goodwill Industries of South Central California are compliant with

2 Page 2 standards established within the organization s Corporate Compliance Program. 2. Serve as second in command to the CEO/President, providing overall supervision and management responsibilities in the absence of the CEO/President as designated. 3. Coordinate the agency s overall strategic planning process. 4. Develop, implement, and monitor operating plans for the Mission Services, Retail Services, and Facilities Services Departments with clear and quantifiable objectives. 5. Develop and implement agency s overall marketing campaign. 6. Provide in-depth Return-On-Investment analysis for all epenses rendered by all departments of the agency. 7. Lead business development efforts through strategic planning and research. 8. Develop, implement, and manage annual budget for the Mission Services, Retail Services, and Facilities Services; ensure direct reports understand their fiscal responsibilities; work with the Finance Department to ensure accurate and timely billing and reporting. 9. Maintain and increase the variety of eternal and internal funding sources in order to enhance the quality and fiscal integrity of the Mission Services, Retail Services, and Facilities Services Departments, assuming direct responsibility for identifying sources of funds and developing grant requests and funding proposals. 10. Develop, maintain, and ensure a continuing positive corporate relationship with representatives of funding entities, the business community, community groups, advocacy groups, consumer groups, service partners, project evaluators and participants to ensure the effectiveness of our services. 11. Actively facilitate the public relations program of Goodwill Industries by marketing mission services within the community, making speeches, media appearances, submitting to media interviews, or the writing/distribution of press releases. 12. Oversee the receiving and processing of donated goods, maimizing the value of such goods. 13. Provide general direction and training services to the above stated supervised directors and management-level staff. 14. Understand and negotiate all lease agreements. 15. Ensure proper maintenance, repair, and renovation of eisting facilities and equipment. 16. Implement and maintain systems of record keeping and report generation required by GII, federal, state, private agencies, and internal needs. 17. Supervise all areas as to provide maimum security and protection of company assets. 18. Coordinate with the Mission Services Department regarding the assignment and training of trainees and etended employees at the retail facilities. 19. Supervise, with the Director of Mission Services, all necessary personnel functions of supervised personnel as determined by company policy and procedure including: training, scheduling, disciplinary functions, evaluations, and record keeping. 20. Effectively communicate and enforce company policies and procedures to supervised personnel. 21. Coordinate all IT related needs including planning, infrastructure, and functions. 22. Ensure that the Mission Services department conforms to applicable laws and codes of ethics including compliance with CARF, GII, and other state and national standards. 23. Provide the leadership necessary to revise current programs/mission services and add new programs/mission services based on research and a thorough knowledge of service gaps in the community. 24. Coordinate corporate-wide preparation for the periodic CARF Accreditation process. 25. Ensure integration/coordination of Mission Services with Retail Services Department. 26. Ensure adherence to all requirements related to funding sources. This includes maintaining necessary records, submitting reports as required, and meeting with individuals from all funding sources for the purpose of public relations. 27. Negotiate, administer, etend, terminate, and renegotiate contracts with CEO s approval. Revised 03/2012

3 Page Maintain a high level of confidentiality. 29. Perform other duties as assigned and as necessary to carry out the mission of the organization. MINIMUM JOB REQUIRMENTS: 1. Understanding of the basic philosophy of Goodwill and a willingness to participate fully in carrying out its mission. 2. Minimum requirement of a Bachelor s Degree and three years eperience in a senior management position. Advanced degree preferred. 3. Ecellent interpersonal skills and ability work with outside agencies while projecting a professional, positive image. Ability to work effectively with a wide variety of individuals. 4. Ability to work independently, accurately, and efficiently in environment that has frequent short deadlines and is often hectic with continual periods of high stress 5. Ability to work in a multi-agency collaborative. 6. Must be able to delegate, set priorities, build effective teams and manage through systems. 7. Demonstrated commitment to hiring, managing, and supporting a culturally competent staff. 8. Possess ecellent computer skills and superior oral and written communication skills. 9. Provide own transportation.
