1 Shelbyville Youth Soccer League League Guidelines Rules of Competition Rules of play for the Shelbyville Parks & Recreation Department and its affiliated members shall be the FIFA Laws of the Game as modified below. LAWS OF THE GAME MODIFIED 1. Law: Field of Play a. Under 6 (K League) 1) Dimensions: 90 long by 60 wide 2) Markings a. Distinctive lines not more than five inches wide b. A halfway line shall be marked out across the field c. A center circle with a three yard radius d. Four corner arcs with a two foot radius e. Goal area: none 3) Goals: 6 long by 4 high b. Under 8: 1) Dimensions: 50 yards long by 30 yards wide 2) Markings: a. Distinctive lines not more than five inches wide b. A halfway line shall be marked out across the field c. A center circle with a five yard radius

2 d. Four corner arcs each with a foot radius e. Goal area: three yards from each goal post and three yards into the field joined by a line drawn parallel with the goal line. 3) Goals: 12 long by 6 high c. Under 10 1) Dimensions 70 yards long by 45 yards wide 2) Markings a. Distinctive lines not more than five inches wide b. A halfway line shall be marked out across the field c. A center circle with an eight yard radius d. Four corner arcs with a two foot radius e. Goal area: six yards from each goal post and six yards into the field of play, joined by a line drawn parallel with the goal line. 3) Goals: 21 long by 7 high d. Under 13 1) Conform to FIFA rules 2. 3 3) Playing time: Each player shall play a minimum of 25% of the total playing time. b. Under 8 1) Maximum number of players on the field at any one time shall not exceed five; includes 6v6; includes a goalkeeper 2) Substitutions a. After an injury, by either team, when the referee stops the play b. Between periods and at half time or anytime with the permission of the referee 3) Playing time: Each played shall play a minimum of 50% of the total playing time c. Under 10 1) Maximum number of players on the field at any one time shall not exceed ten. i.e. 10v10 includes a goalkeeper 2) Substitutions a. After an injury, by either team, when the referee stops the play b. Prior to throw-in, by the team having possession of the ball c. Prior to a goal kick, by either team d. After a goal, by either team e. At half time f. Following a caution, for the cautioned player only g. All substitutions will be made from the halfway or center line. Substitutes will remain standing at the halfway or center line until referee signals for them to enter. d. Under 13 1) Conform to FIFA Rules i.e. 11v11 includes a goalkeeper 2) Substitutions a. After an injury, by either team, when the referee stops the play b. Prior to throw-in, by the team having possession of the ball c. Prior to a goal kick, by either team d. After a goal, by either team e. At half time f. Following a caution, for the cautioned player only g. All substitutions will be made from the halfway or center line. Substitutes will remain standing at the halfway or center line until referee signals for them to enter. Law: a. Under 6 (K League): 1. The referee/coach/parent/ must briefly explain ALL infractions to the offending player.

4 b. Under 8: 2. The only fouls called shall be hand balls and balls going out of play. For all fouls, the referee will place the ball back into play. Throw in from nearest side line. Conform to FIFA, with the following exceptions: 1. All fouls shall result in an indirect free kick with the opponents five yards away 2. As time permits, the referee/coach/parent must explain ALL infarctions to the offending player c. Under 10-Under 14: Conform to FIFA. SPECIAL NOTE: Charging the goalkeeper in possession of the ball shall not be allowed in any age division. Possession shall be defined as having one or two hands on the ball, holding it, bouncing it, tossing it up and then catching it, etc. Charging the goalkeeper as per FIFA laws shall be left to the decision of the referee. Law: Free Kicks a. Under 6 (K League) Conform to FIFA, with the following exceptions: 1. Shall be classified under one heading: INDIRECT 2. A goal may not be scored until the ball has been played or touched by the second player of either team 3. No kicks shall be taken by the attacking team within the defending team s goal box. b. Under 8: Conform to the FIFA, except opponents must be eight yards away before kick is allowed. c. Under 10: Conform to the FIFA, except opponents must be eight yards away before kick is allowed. d. Under 12-Under 14: Conform to FIFA Law: Penalty Kicks a. Under 6 (K League) No Penalty kicks are to be taken during these games. b. Under 8: Conform with FIFA except that the kick must be 8 yards away before kick is allowed c. Under 10: Conform with FIFA except that the kick must be 10 yards away before kick is allowed d. Under 12- Under 14: Conform to FIFA Law: Throw-In

5 a. Under 6 (K League) 1. Throw-in shall be by the player (2 attempts) 2. The receiving team and the opponent shall be five yards or more away from the ball. 3. If the ball goes out of bounds by the goal, the ball shall be brought back into play on the side of the field. b. Under 8: Conform to the FIFA, except when a throw-in is used a second throw will be allowed if the player commits a foul on the initial attempt. The referee shall explain the proper method before allowing player to re-throw. c. Under 10- Under 14: Conform to FIFA Law: Goal Kick: a. Under 6 (K League): Conform to FIFA, except that opponents must be three yards away from the ball. b. Under 8: Conform to FIFA with the following exceptions: 1. Goal kick may be taken anywhere within the goal box 2. Opponents must be five yards away from the ball c. Under 10-Under 14: Conform to FIFA Law: Corner Kick: a. Under 6 (K League): No corner kicks. Throw-in will be taken in place of corner kick b. Under 8: Conform to FIFA with the exception that opponents must be five yards away from the ball. c. Under 10: Conform to FIFA with the exception that opponents must be ten yards away from the ball. d. Under 12-Under 14: Conform to FIFA Specific USYSA, TSSSA, AND BCSA Participation rules: 1. Coaches and Players substitutes shall remain on the bench. 2. Coaches shall not use mechanical devices such as, bullhorns, amplifiers, or megaphones during game. 3. Teams that cannot field the required number of players at game time may play short two players. If a team is short more than two players, it shall forfeit the game. If one team plays short, the other team shall continue to play the required number of players. 4. Under 6 (K League) age division shall not record final score nor record league standings.

6 Player Equipment: Footwear Appropriate athletic shoes or soft cleated soccer shoes (Baseball or Football cleats can be worn if front cleat is filed down smooth) Shinguards Mandatory for all age groups. Socks must be pulled up and over the shinguards at the start of play. A player who does not wear shinguards shall not be allowed to play Shirts Shall be tucked in. Shall be one basic color with one color screen and number printed on the back. All players on the same team must wear the same color shirt, except for the goalie. Sponsors name will be placed on the back of the shirt, Sponsor must be a local business (Shelbyville Parks and Recreation Department holds the right to accept or deny anyone s request to sponsor) Shorts All players on the same team shall wear the same color shorts. Socks All players on the same team shall wear the same color socks covering the players shinguards Duration of the Games: K league The game shall be divided into 4 equal, 8 minute quarters There shall be at least a 2 minute break between periods. U8 The game shall be divided into 4 equal, 12 minute quarters There shall be at least a 2 minute break between periods. U10 The game shall be divided into 2 equal halves of twenty-five minutes each 10 minute halftime break U13 The game shall be divided into 2 equal halves of thirty minutes each 10 minute halftime break

7 Start of Play: K league Opponents must be 3 yards from the center mark while kick-offs are in progress U8 Opponents must be 5 yards from the center mark while kick-offs are in progress U10 Opponents must be 8 yards from the center mark while kick-offs are in progress U13 Conform to FIFA Method of Scoring: K league: Scoring not kept U8 U13: Conform to FIFA Off-Sides: K league U8: No Off-Sides U10 U13: Conform to FIFA Misconduct: Class 1 a. Use of Profanity by word or sign b. Inciting disruptive behavior c. Making insulting or derogatory remarks or gestures

8 Class 2 b. Making threats c. Making threating gestures d. A second Class 1 offence Class 3 a. Physically striking or fighting with a player, coach, Spectator or official b. Vandalism or destruction of property c. A second Class 2 offence or third Class 1 Offence Ruling of Misconduct: Anyone found guilty of misconduct as classified above shall be subject to minimum disciplinary actions as follows. Class 1 2 game suspension Class 2 3 game suspension Class 3 Indefinite suspension as determined by the Shelbyville Parks & Recreation Department REPORTING INCIDENTS OF MISCONDUCT 1. Referees shall report all incidents of misconduct associated with game play. a. A preliminary verbal report of misconduct must be made to the Referee Administrator before the referee departs the playing area. A detail written report must be submitted to the Referee Administrator within 48 hours of the end of the game. b. Referee reports must include: 1) Team Names 2) Names of coach, assistant coach, and/or team manager involved 3) Name of offender, including the number of player 4) Location of game and time of incident

9 5) A brief factual description of the incident with reasons for each caution, ejection, or action taken by the referee. Jamboree One with One is the combination of two different formats that, put together, will provide the best possible introduction to soccer for our youngest players. In AYSO soccer, a jamboree means that teams are formed on a weekly basis depending on how many players attend a given session. One with one refers to the concept that each player will have a parent (or other adult) working with them on the field. A "Master Coach" will lead each session. The "master coach" will introduce a game/activity that will practice a certain skill or part of the game using explanation and demonstration. Each pair (player/parent) will then attempt the activity while the master coach circulates between pairs providing specific help or suggestions so that the activities are performed as intended. After a suitable amount of time, the "master coach" will bring the players and parents back together as a group and recap what they have done, introducing the next game/activity. Each Jamboree One with One session will end with a 20 minute short-sided game (3 v 3). Details regarding the game are explained later in this document. Most importantly allow the players to play without coaching or teaching them as this experience is designed to expose them to soccer, not to begin developing them. The two goals of the program are to allow the players to enjoy the activities and to let the game be the teacher. Master Coach The master coach should be certified (at a minimum) as an AYSO Advanced Coach and Advanced Coach Instructor. The Regional Coach Administrator shall work with the Regional Commissioner to determine the most qualified (and willing) instructor. The master coach is, "in charge" at the field! He/she will introduce and demonstrate each game/activity, then circulate to help the parents as they help the kids, providing all with a positive learning experience. 3 v 3 Game Set-Up and Guidelines Each player in the U-5 division can receive a uniform, since it is part of the fun to get dressed up for "the big game". Having fun will make the kids want to come back. The uniforms should be identical for all players. Each week before the game portion of the day begins, players will be divided into groups of 4 (3 on the field with 1 substitute/reserve). Based on how many players arrive, pinnies (different colored "vests") to differentiate the "teams" for games for a particular weekend will be used.

10 Session Schedule Sessions should last one hour and fifteen minutes including organizing time and breaks NO MORE. 10 minutes - Group Warm-Up and Activities 5 minutes - Water Break 20 minutes - Training Activities and Games 10 minutes - Team organizing and water break Assigning players to teams Assigning field locations 20 minutes 3 vs 3 Game (played in two halves of 10 minutes each with a short break at the quarter to make substitutions and get a quick drink) 5 minute - Half-time 5 minutes to help make changes between quarters During the game, one parent from each team should be selected to act as the game supervisors for the week. These parents should only be required to keep the game going. All other parents should be encouraged to cheer positively and refrain from "coaching" (giving directions) from the sideline. This is the time for the kids to play LET THEM! The following guidelines include the only elements of the Laws of the Game that apply to the AYSO Short Sided Game Program for U-5: The Field: The recommended field size for U-5 games is 30 x 15 yards marked with lines or cones. See diagram. The Goals: The goals in U-5 games should be a maximum of 4 feet high and 6 feet wide or 2 tall cones set 6 feet apart. The Ball: A size 3 ball is used for U-5 games. The Teams: Each U-5 team should have a maximum of 5 on the roster. Games are played with 3 players per team on the field (3v3) and no goalkeepers. Substitutions are made at quarters, halftime and for injuries. A minimum of 2 quarters is required for each player and it is recommended that no one play 4 quarters until everyone has played 3 quarters. Separate boys and girls teams are recommended at all levels.

11 Player Equipment: Shoes and shinguards, covered by the socks are mandatory at all practice and game activities. Soccer shoes, tennis shoes, or similar type athletic shoes are recommended. The type and condition of cleated shoes must be inspected for safety before use. The Start of Play: To start the first and second halves, and following each goal in all age group games, play is started or restarted with a kick-off in the center of the field. A coin toss is used to determine which team kicks off to start the game and the other team kicks off to start the second half. Following a goal, the team scored upon kicks off. The Kick-off: The kick-off is taken from the center of the field with each team in their own half and the team not kicking off at least 5 yards from the ball. Do not insist the opponent be a minimum of precisely 5 yards from the ball as this is just a guide to give the kicker room to kick the ball without it immediately hitting an opponent. Remember, let them play and do not interfere for technicalities. Ball In and Out of Play: The ball is out of play in all age group games when it completely crosses the touch line (side line) or goal line (end line) either on the ground or in the air. In U-5 games, the game supervisors for the week will determine when the ball is out of play and should guide the restart, interfering as little as possible. It s the player s game, let them play and work on technique later. Method of Scoring: A goal in all age group games is awarded when the ball completely crosses the goal line into the goal. Goals should be enthusiastically celebrated by everyone. In U-5 games, goals are not recorded to determine who wins as everyone is a winner. Fouls and Other Stoppages: Deliberate fouling should be rare in U-5 games. Kicking, tripping, handling the ball and dangerous play may occur. There should be few, if any additional reasons to stop play in U-5 games. If a player is "not playing well with others", or if play must be stopped for any other reason (injury, substitution, confusion, or to watch a passing train, butterfly or frog), refocus the players and begin again with a free kick or as may be appropriate. Award the restart to whichever team deserves it. Stoppages must not become a lengthy ceremony. Free Kick: Play may have to be stopped occasionally to "sort things out" in U-5 games. When this is necessary, correct the situation then restart with a free kick for a deserving team. The opposing team should be at least 5 yards from the ball in U-5 games. All free kicks in U- 5 games are direct free kicks which means, if you re lucky, a goal can be scored directly from the kick.without the ball having to be touched or played by another player on the field (in-direct kick).

12 Throw in: When the ball goes out of play in U-5 games across the touch line (side lines) or the goal lines (end lines) without a goal being scored, a throw in is awarded at the point it crossed the line. The throw in is awarded to the team that didn t touch the ball last. In U-5 games, whether the throw-in is properly taken or not, let it go teach proper technique later. Again, let them play with minimum interruption. Keep the game moving and fun. Policies
