3 ANTI-DOPING NORWAY ANTI-DOPING NORWAY, ESTABLISHED IN OUR MISSION IS TO PROTECT THE CLEAN ATHLETES AND DETECT THE CHEATERS. WE ALSO AIM TO CONTRIBUTE TO A SOCIETY FREE FROM DOPING. The Norwegian Confederation of Sports (NIF) and the Norwegian Ministry of Culture established Anti-Doping Norway as an independent foundation, to ensure independence from sports and the Government in matters relating to doping control and prosecution of possible rule violation. NIF had previously been the organizer of doping controls. The Norwegian Ministry of Culture finance Anti-Doping Norway s activities targeting the organized sports using the profit from the state lottery, while the Norwegian Health Authorities financially support the increasing work outside organized sports. The public grants amount to in excess of 30 mill NOK. The Organization itself also generates income by offering services to industries and stakeholders outside NIF, such as the fitness sector and the Norwegian Armed Forces. Anti-Doping Norway aims towards excellence in quality and have certified it s Quality System in accordance with ISO 9001 and the World Anti-Doping Code. FACTS: The Board The Board in Anti-Doping Norway consist of six persons. The Founders (NIF and the Government) appoint three members each. The Chairperson of the Board is Valgerd Svarstad Haugland. Employees In excess of 20 persons are employed at the main office at Ullevaal Stadium in Oslo. Anders Solheim is the CEO. Approximately 100 persons are part time employed as county staff, lecturers and doping control personnel.

4 THE DOPING CONTROL ANTI-DOPING NORWAY AIMS TO HAVE ONE OF THE BEST DOPING CONTROL PROGRAMS IN THE WORLD. WE SHALL ALWAYS GIVE OUR BEST EFFORTS TO GET THE REAL WINNERS. Doping control is an important measure to achieve a clean sport. The first sample collection in the Norwegian organized sport was carried out in the mid-seventies. Anti-Doping Norway is now collecting approximately 3000 samples annually, distributed between urine and blood samples. Doping control sampling shall have a preventive effect, in addition to deter and detect the use of prohibited substances. The use of the three different approaches depends on what is intended achieved and the level of the athlete. The best athletes in endurance and in power sports are those tested most frequently. Because doping controls are considered to have a preventive effect, it is common in Norway to test athletes at all levels, even lower level athletes. Target testing is used to detect cheaters in the top level of the athlete segment, with more focus on blood sampling and an increased attention of biological profiles. Anti-Doping Norway s biological programs include blood profiles, testosterone profiles and growth hormones markers profiles. Anti-Doping Norway established a Nordic Athlete Management Passport Unit (NAPMU) in 2013, in cooperation with the Nordic countries and the Norwegian Laboratory for Doping Analysis. Gathering intelligence and using investigation, as a means of detection, has become an important part of the doping control program in the later years. Cooperation with the Customs and the National Police Directorate is an important part in our efforts of using new methods to detect the use of prohibited substances.

5 Whereabouts Efficient doping control sampling depends on unannounced testing, and thus requires the knowledge of the athlete s whereabouts. About 130 Norwegian athletes are required to provide their whereabouts and must make themselves available for doping control testing at a minimum of one hour every day. The Anti-Doping Norway s Whereabouts Committee is authorized to decide on filing whereabouts failure. An anti-doping rule violation is considered following three whereabouts failure within a period of twelve months. Therapeutic use exemption Athletes requiring medical attention should be able to carry on with their sports, if possible. A therapeutic use exemption (TUE) arrangement is established for athletes requiring medication containing prohibited substance. See for details of the requirements. The Therapeutic Use Exemption Committee review and issue TUE s. The Committee is also an advisory body for medical related issues. The doping control All members of a club affiliated with NIF is subject to testing. Anti-Doping Norway also has jurisdiction to test athletes participating in events or competitions arranged by an organization affiliated with NIF, athletes residing in Norway or by authorization of an International Federation. An athlete has particular rights and responsibilities during a doping control sampling. See for details.

6 PROSECUTING POSSIBLE RULE VIOLATIONS AN ANTI-DOPING RULE VIOLATION CAN BE DETRIMENTAL TO BOTH THE ATHLETE AND THE SPORT. HOWEVER, A RULE VIOLATION IS ALSO A CONFIRMATION THAT THE ANTI-DOPING EFFORTS WORK. Anti-Doping Norway has established an independent Prosecution Authority reviewing possible rule violations. They decide of dismissal or file a petition of prosecution to the Hearing Body in NIF. The Prosecution Authority also file petitions of appeal. The Hearing Body of NIF, appointed by the NIF General Assembly, judge anti-doping rule violations within organized sports in Norway. The Hearing Body make their rulings as per the NIF Rules, harmonized with the World Anti-Doping Code. The Appeal Body, also appointed by the NIF General Assembly, judge the appeals. Top-level athletes may also appeal their case to the Court of Arbitration (CAS). The members of the Prosecution Authority, although appointed by the Board of Anti-Doping Norway, make their decisions independent of the Board or administration of Anti-Doping Norway. The members of the Prosecution Authority possess legal, medical and pharmacological competence. Additional competence is obtained when required. The number of prosecuted rule violations varies each year, but has a general average of ten to fifteen per annum. Drug-related prohibited substances and the use of supplements have caused several rule violations in recent years. Rulings based on other evidence than positive samples are increasing. Revised rules as of 1 January 2015 The World Anti-Doping Agency (WADA) institute global anti-doping rules applicable to all athletes. The revised World Anti-Doping Code came into force 1 January The Board in NIF, having endorsed the Code, has consequently approved the revised NIF Rules. Important changes to the revised rules: The period of ineligibility is extended from two to four years, with the possibility of reduction in some circumstances. The anti-doping rules are also applicable to support personnel. Association with support personnel having committed a rule violation is prohibited. Three whereabouts failures within a period of twelve months may result in a rule violation. Statute of limitation is increased from eigth to ten years. Whereabouts regulations and TUE rules are adopted in addition to the revised anti-doping rules. See for updated rules.

7 CASE PROCEEDINGS Possible rule violation (eg. Positive A-sample) Anti-Doping Norway is given the authority to carry out expedited hearings as per NIFs Rules as of 1 January The Prosecution Authority in Anti-Doping Norway will handle the case in its entirety and without the NIFs Hearing Body s involvement. The period of ineligibility may start from the time of sampling if the rule violation is admitted. Information and request for statement by the athlete The national federation is informed The Anti-Doping Norway administration collates relevant and available information, including the athlete statement and request B-analysis if relevant. Case dismissed File presentation to Prosecution Authority Anti-Doping Norway s independent Prosecution Authority review against NIFs anti-doping rules Case dismissed Petition of prosecution NIFs Hearing Body review the file against NIFs anti-doping rules Acquittal Verdict Verdict/Acquittal can be appealed NIFs Appeal Body review the file against NIFs anti-doping rules Acquittal Verdict WADA may appeal a verdict directly to CAS. A verdict may equally be appealed directly to CAS, by all those entitled, if the verdict is addressing an international top-level athlete as identified by the International Federation, or the decision is linked to an international event.

8 INFORMATION AND ETHICAL VALUES SOUND VALUES ARE MORE THAN JUST FOLLOWING RULES MADE BY OTHERS. SOUND VALUES ARE ALSO ABOUT RIGHT AND WRONG AND DETERMINING YOUR OWN OPINION. Rules may be eluded and sample collection is never the only and ultimate solution. Only when all athletes act as their own judges, can the anti-doping work succeed. Norwegian sports have been dynamic in their efforts of promoting preventive and value-based anti-doping measures. The intention being to ensure adequate knowledge of the anti-doping rules and at the same time highlight a distinct zero tolerance to doping. Developing up-to-date, attractive and relevant programs and activities are important for Anti-Doping Norway. The Sport itself must participate as part of the team, in order to succeed with the preventive anti-doping work. Anti-Doping Norway offers comprehensive anti-doping programs, customized to different target groups and in cooperation with the national federations and other organizations. It is essential that sound attitudes are demonstrated through action. The Sports fundamental values must never be taken for granted. They must be nurtured and protected, and forwarded to future generations of athletes. 10 INTERNATIONAL COOPERATION AN EFFICIENT FIGHT AGAINST DOPING MUST BE GLOBAL TO PROMOTE CLEAN ATHLETES AND ENSURE THAT THEY GET WHAT THEY DESERVE. FOR THIS REASON, ANTI-DOPING NORWAY WILL CONTINUE TO BE A DRIVING FORCE ON THE INTERNATIONAL ANTI-DOPING ARENA. The anti-doping work is still a long way from sound systems in several countries and in international federations. Anti-Doping Norway believe in international cooperation and development. We know we can learn from others and our experience can equally be valuable to others. We want to prioritize our efforts towards significant sports nations and sports where Norwegian athletes compete at a high level. Norwegian sport has long traditions contributing in the anti-doping work beyond our boundaries. We have had long cooperations with the Chinese ever since the nineties. Anti-Doping Norway has also had a trilateral cooperation with the Russian Anti-Doping Agency (RUSADA) and the World Anti-Doping Agency (WADA) in the past years. We will continue to develop and establish new international connections. A formal agreement secures Nordic cooperation. A unit handling biological profiles was established in 2013 as a part of the Nordic cooperation. A good cooperation exists between Anti-Doping Norway, the Norwegian sports and WADA, with Norwegian representation in different working groups and committees. Together with WADA, Anti-Doping Norway has assisted in arranging international seminars. The Norwegian Minister of Culture, Thorhild Widvey, was elected as WADA Board Member, representing the European governments in Anti-Doping Norway s CEO, Anders Solheim, was elected as the leader of the Supervisory Body for the European Councils anti-doping convention, the same year. Anti-Doping Norway played an important part in establishing an association of national anti-doping agencies, the inado.

11 Russia: Anti-Doping Norway assisted the Russian Anti-Doping Agency with advice and guidance towards the Olympic Games in Sochi. ANTI-DOPING NORWAY AIMS TO CONTINUE BEING A DRIVING FORCE IN THE INTERNATIONAL ANTI-DOPING WORK. Strasbourg: Anders Solheim was elected as the leader of the Supervisory Body for the European Councils Anti- Doping convention, in Montreal: WADA is based in Montreal, Canada. Thorhild Widvey was elected as WADA Executive Committee Member, in Turkey: Anti-Doping Norway assists in the development of an anti-doping organization in Turkey. Brazil: IOC asked Anti-Doping Norway to assist towards the Olympic Games in Rio de Janeiro in Kenya: In cooperation with CHINADA (the China Anti-Doping Agency) Anti-Doping Norway assists in building the anti-doping work in Kenya. China: Anti-Doping Norway has had a long cooperation with the Chinese ever since the nineties. < DCOs from Anti-Doping Norway in a joint mission with representatives from ADAK and the RADO.

12 CENTRE FOR PREVENTION AND PUBLIC HEALTH A NEW DRUG REPORT INCLUDING DOPING, A NEW LEGISLATION PROHIBITING THE USE AND POSSESSION COVERING ALL NORWEGIAN CITIZENS AND ADDITIONAL FINANCIAL SOURCES. ANTI-DOPING NORWAY IS STRONGER THAN EVER IN THE WORK AGAINST DOPING. Anti-Doping Norway has gradually increased the anti-doping efforts beyond the organized sport. The new drug report has a separate section covering doping and a new legal prohibition of doping use came into force 1. July Followed by increased financial support from the Health Authorities, this makes us better equipped than ever in the preventive anti-doping efforts towards the Norwegian youth cultures. Anti-Doping Norway established a Centre for Prevention and Public Health in the fall of 2014, with the aim of being the leading capacity of communicating anti-doping awareness towards youth, relatives, teachers, police, correctional institutions, health personnel and managers of fitness centres. Anti-Doping Norway experiences an increasing concern from many sources. Problems are often observed, particularly amongst young men, but also amongst young women and adults in all parts of the society. The Centre for Prevention and Public Health established an Expert Panel consisting of resources in exercise and training, health, medicine and legal issues. The Experts answer questions free of charge on the net. Anti-Doping Norway has skilled personnel distributing knowledge all over the country of health consequences from using doping and spreading information material particularly adapted to schools, fitness centres and health personnel. The Centre for Prevention and Public Health also participate in developing projects initiated by others or by Anti-Doping Norway. Anti-Doping Norway partners with county municipalities and local authorities developing comprehensive solutions across social sectors. We are convinced that a joint mobilization is the right solution in working towards a doping-free society.

13 CLEAN CENTRE Clean Centre the anti-doping program for fitness centres is an important part of our focus towards the society. Four hundred Norwegian centres have committed to the program. The fitness centres themselves finance the work, and further development of the program is carried out in cooperation with the trade organization Virke Trening. The program focuses on educating the employees mainly through e-learning programs. Information material is offered to those training at the centre.
