23 CBRN CoE Project 06 CBRN CoE Project 06 Fondazione FORMIT Awareness and Knowledge development Knowledge transfer Project Title: CB Waste Management Knowledge development and transfer of best practice on chemical and biological waste management Key Tasks: Raise awareness on the security concerns associated with toxic chemical and biohazardous waste materials. Improve regional cooperation and harmonization with international standards on the safe and secure management chemical and biological waste. Promote safe and secure management procedures for waste materials (toxic chemicals, sensitive biological materials) and associated equipment. Reinforce the sharing and transfer of best practices on chemical and biological waste management. Develop a training system on the identification of categories of chemical or biological waste that could pose specific dual use concerns in the region.

Strengthen and enhance national legal systems through the provision of legal support in particular in the fields of border, export, and transit/transshipping controls; the protection of CBRN materials/facilities; denying support for CBRN terrorism/misuse; investigation/prosecution, and the management of CBRN waste 2. Contribute to the compliance with international obligations and the fostering of international consistency in the formulation and application of national law related to CBRN concerns PROJECT ACTIVITIES Provide comprehensive analysis of the States CBRN national legal frameworks through legislation surveys Identify gaps in national legal frameworks Co operate with national officials to develop tailored solutions through Action Plans Provide legislative support and drafting assistance Inform and liaise with the BWC Implementation Support Unit (ISU) on project activities concerning BWC national implementation

29 CBRN CoE Project 12 Justification: The IHR are legally binding for all countries, their implementation implies compliance with internationally recognized regulations and procedures, particularly in the laboratory area Among the 20 indicators selected for reporting to the annual World Health Assembly, 3 are related to EU CBRN CoE project 12: 1. Legislation, laws, regulations, administrative requirements, policies or other government instruments in place are sufficient for implementation of IHR. 12. Laboratory services are available to test for priority health threats. 13. Laboratory biosafety and laboratory biosecurity (Biorisk management) practices are in place. Project in 3 phases: 1.
