3 The PEPPOL Vision The PEPPOL vision is: To enable businesses to communicate electronically with any European government institution in the procurement process, increasing efficiencies and reducing costs. The PEPPOL project ( ) was launched to address the key eprocurement challenges in Europe. It has been jointly funded by the EC and a consortium of 18 government agencies from 11 Member States and Associated Countries
4 Statutory scope of activities OpenPEPPOL will meet its main purpose by: 1.Striving to promote usage of widely accepted technology standards and specifications from established standards setting organisations (hereinafter referred to as PEPPOL specifications ) for dealing electronically with any European public sector buyers in their procurement processes. 2.Providing the authoritative point of reference for networks of interoperable, PEPPOL-compliant infrastructure and the organisations that use it. 3.Ensuring the Long term sustainability of the PEPPOL-infrastructure networks and user communities. 4.Ensuring the Long term sustainability of the PEPPOL specifications, building blocks and services. 5.Promoting and supporting the ever-wider use of the PEPPOL specifications, building blocks and services. 5 Statutory scope of activities cont. Business to business use of the PEPPOL-compliant infrastructure and use of PEPPOL-components and services in other areas than procurement is also recognised as important and will be encouraged and supported by the Association. Use of these items outside of Europe should also be encouraged and supported. OpenPEPPOL is a not-for-profit Association, and any margin of profit generated will be re-invested in activities to further support the purposes of the Association. As an organisation, OpenPEPPOL will be allowed to become a Member, a partner, or otherwise participate to other organisations, associations and/or consortia, provided that the objectives of such initiatives are in line with its own Mission and Purposes as set forth in the present Article. OpenPEPPOL will be allowed to initiate or participate in any other type of lawful activity that can support the fulfilment of its Mission, provided that the objectives of such initiatives are in line with its own Purposes as set forth in Article 4 of the Statutes. 12 Backdrop and expected results The adoption of e-invoicing in public procurement alone across the EU could generate savings of up to 2.3 billion So we need to: - Eliminate barriers to cross-border public procurement by: - ensuring interoperability between national e-invoicing systems and by enforcing an: - European standard on e-invoicing in public procurement The directive is expected to: greatly simplify the processing of e-invoices for both governments and businesses including SMEs contribute to the fight against fraud eliminate legal uncertainty, excessive complexity, and additional operating costs for economic operators who currently have to use different electronic invoices across the Member States boost the uptake of e-invoicing in Europe which remains very low, accounting for only 4-15% of all invoices exchanged Page 12
13 The Directive states that: The European standard for the semantic data model of the core electronic invoice should build on existing specifications, including in particular those developed by European or international organisations such as CEN (CWA and CWA 16562), ISO (Financial Invoice based on the ISO methodology), and UN/CEFACT (CII v. 2.0). It should not require electronic signatures. define semantic data elements referring to, in particular, complementary seller and buyer data, process identifiers, invoice attributes, invoice item details, delivery information, payment details and terms. be compatible with the existing standards for payments in order to allow for automatic processing of payments. 15 OpenPEPPOL s opinions - The implementation time should be reduced - The # of syntaxes supported should be limited in order to reduce cost for supporting different e-invoice formats - But this might in fact be lesser problem given the requirements stated (UBL seems to be the only valid candidate ) - CEN BII should be used as the basis for a reference model - PEPPOL BIS should be used as the basis for an implementation model - Recommends a two step approach for adoption where legislation is a required Page 15
