2 The purpse f this Request fr Prpsals (RFP) is t annunce a funding pprtunity fr the ten (10) Early Learning Reginal Calitins (ELRCs) in Washingtn State, utline the requirements and pririties assciated with the funding pprtunity, and t invite the submissin f prpsals. Each ELRC interested in pursuing this funding pprtunity can have the fiscal agent fr their ELRC submit a prpsal n the ELRC s behalf thrugh the nline applicatin. Thrive by Five Washingtn has mved exclusively t an nline applicatin prcess. All answers prvided in the nline applicatin shuld be in cmpliance with the instructins utlined in the RFP. 3 I. Cmmunity Mmentum Strategy Overview A. Backgrund: The Washingtn State Early Learning Plan Washingtn has an unparalleled pprtunity t create a crdinated, statewide, systems-based apprach t early learning in Washingtn. In late 2010, Thrive, the Department f Early Learning (DEL), and the Office f Superintendent f Public Instructin (OSPI) Early Learning Partnership members released the Early Learning Plan (ELP), a radmap fr building an early learning system that identifies 36 clear, crdinated strategies t ensure every child starts life with a fundatin fr success. The Early Learning Partnership wrks t bring ur state s ELP visin t reality. This visin states that: In Washingtn, we wrk tgether s that all children start life with a slid fundatin fr success, based n strng families and a wrld-class early learning system fr all children prenatal thrugh third grade. Accessible, accuntable, and develpmentally and culturally apprpriate, ur system partners with families t ensure that every child is healthy, capable and cnfident in schl and in life. T mve frward this wrk, the Early Learning Partnership priritizes strategies f the ELP and releases an annual wrk plan t utline hw the three rganizatins will crdinate and advance implementatin f the strategies and actins within the ELP. Fr 2013, the pririty strategies fr are: Make hme visiting available t at-risk families (Strategy #5) Ensure develpmental screening (Strategy #6) Increase use f early literacy services and prgrams (Strategy #10) Expand and enhance ECEAP (Strategies #12 and #13) Deepen parenting, caregiver and early learning prfessinal knwledge and learning pprtunities (Strategies #14, 15, 16) Implement cmprehensive prfessinal develpment and cmpensatin system (Strategy #23) Implement quality rating and imprvement system (Strategy #24) Align prekindergarten and K-3 instructinal and prgrammatic practices (Strategy #27) Implement kindergarten readiness assessment (Strategy #28) Cntinue implementatin f phased-in full-day kindergarten (Strategy #29) Prmte use f Early Learning and Develpment Guidelines (Strategy #31) Build statewide infrastructure fr partnerships and mbilizatin (Strategy #34) Expand P-20 lngitudinal data system (Strategy #36) B. Cmmunity Mmentum Strategy Attending t Strategy #34 build statewide infrastructure Thrive established the Cmmunity Mmentum strategy in 2010 t wrk with state and lcal partners t develp the capacity, leadership, and expertise acrss the state t create a crdinated system f services and supprts that address the needs f yung children and their families, especially in cmmunities f clr that, histrically, have been furthest away frm pprtunity. An essential ingredient fr an early learning system that serves the strengths and challenges f the diverse cmmunities in Washingtn is t have effective and crdinated reginal platfrms t represent their lcal cmmunities t better infrm and advance key plicies and implementatin strategies f the ELP. This reginal apprach fr implementing the ELP will ensure that statewide and lcal rganizatins wrk tgether, tap int each ther s wisdm, have the capacity t understand the changing demgraphics and needs f children and families, and set strategy t take actin cllectively s that ALL children have a greater pprtunity t be successful in schl and in life. Over time, the gal f the Cmmunity Mmentum strategy is t establish a sustainable statewide netwrk f Early Learning Reginal Calitins that serve as implementatin and crdinatin hubs f the cmprehensive and cmplex cmpnents that make up the early learning system. 3 ThrivebyFiveWA.rg

4 C. Gals and Objectives T align and guide this wrk, Thrive in partnership with regins have develped gals and bjectives that will help drive a crdinated cmmunity mmentum strategy, r cmmn agenda. Fr FY13 and beynd, the Gals and Objectives listed belw will be used t infrm the wrk f the ELRCs. These Gals and Objectives shuld be specifically used in the develpment f yur Cmmunity Mmentum prpsal, including the Actin Plans described belw in Special Instructins. Gal 1 Early Learning Reginal Calitins have the capacity and infrastructure necessary t crdinate the early learning system in their regin Objective - Functinal and effective decisin-making and cmmunicatin prtcls are established and regularly utilized Objective Specific attentin is given t understanding and reducing racial inequities in the early learning system and pprtunity gaps in their regin Objective Diverse grups f stakehlders are rutinely invlved in planning, decisin-making and implementatin Gal 2 Early Learning Reginal Calitins functin effectively and cnsistently acrss regins as key partners in the implementatin f the Washingtn Early Learning Plan and State and Lcal Crdinatin Prject Recmmendatins Objective State and lcal data and experiences rutinely infrm plicy, funding and resurce allcatin decisins at bth the state and reginal level Objective Frmalized reginal crdinatin/gvernance structures are aligned and cnnected t the statelevel Washingtn Early Learning Partnership and Early Learning Advisry Cuncil as utlined in the State and Lcal Crdinatin Prject Recmmendatins Objective Standard and cnsistent prcess fr leading and crdinating the priritized strategies f the ELP within their regin is established Objective Standard and cnsistent prcess fr selecting and supprting a Reginal Advisr t the Early Learning Advisry Cuncil is established Gal 3 Early Learning Reginal Calitins are effective platfrms fr implementing priritized strategies f the Early Learning Plan Objective Thrugh the Lve. Talk. Play. campaign, parents and caregivers living in vulnerable situatins gain the cnfidence, infrmatin and skills needed t give their children a great start in life. Objective Parents and childcare prviders are aware f Early Achievers and knw hw t use it t supprt their decisins Objective Families and caregivers are aware f WaKIDS and are actively engaged in the Early Learning Cllabratin Cmpnent t imprve the kindergarten readiness f children in their regin Objective Engaging, crdinating and planning hme visiting services that are infrmed by reginal need, fit and capacity, and the crdinatin and availability f ther prgrams and services in the regin Gal 4 Early Learning Reginal Calitins are building public awareness f the imprtance f and increased investment in early learning prgrams and services Objective Legislatrs are knwledgeable abut the rles f the reginal calitins; state and reginal early learning needs; and state and lcal early learning pririties, specifically legislative actins necessary fr the implementatin f the State and Lcal Crdinatin Prject Recmmendatins Objective Brad, diverse cadre f early learning stakehlders and champins are engaged in building increased investment in and access t high quality early learning prgrams and services, specifically thse that serve the mst vulnerable children and families t reduce the racialized disparities in cmmunities f clr Objective Partnership with the Early Learning Advisry Cuncil increases cnsistent messaging t raise the prfile f early learning acrss the state with brad and diverse stakehlders. 4 ThrivebyFiveWA.rg

5 II. Cmmunity Mmentum Funding Opprtunity Descriptin A. Eligibility The current funding pprtunity is pen exclusively t the ten (10) Early Learning Reginal Calitins. Each ELRC must select a fiscal agent t represent the entire calitin. The fiscal agent is respnsible fr crdinating calitin planning and implementatin and receiving and managing grant funds. In rder t serve as the fiscal agent, an rganizatin must meet each f the financial management requirements specified by the Internal Revenue Service and at least 3 f 5 f the peratinal requirements specified by Thrive. These are listed belw: Financial Management Requirements The fiscal agent is legally bligated t: 1) Have a DUNS # in rder t receive, distribute, and track federal funds 2) Maintain separate recrds f disbursements related t the grant 3) Keep receipts fr at least three years fllwing receipt f the grant 4) Make financial recrds available t Thrive upn request 5) Disburse funds in accrdance with the purpse f the grant applicatin Operatinal Requirements An effective fiscal agent: 1) Has deep and brad infrastructure including infrmatin management system and staffing capacity, staff expertise in prgram design, and experience in capacity-building at lcal and state levels 2) Displays leadership and experience leading calitins effectively 3) Has expertise serving diverse ppulatins 4) Is regarded as credible, reputable, and having integrity in early learning and K-12 cmmunities 5) Partners well by delegating respnsibility, cnnecting peple and rganizatins, and clearly and effectively cmmunicating B. Funding Request Range Fr this grant pprtunity, requests within each area f wrk shuld nt exceed the ceilings listed belw: Capacity and Infrastructure: Applicants can request a maximum f $60,000. WaKIDs: Applicants will receive $20,000. Hme Visiting: Applicants will receive $15,000. Lve. Talk. Play. : Applicants can apply fr ne f three tiers f funding. Funding will be distributed acrss the tiers. Tier 1: $5,000-$7,499 The calitin must cntinue t keep a Lve. Talk. Play. lead wh is respnsible fr participating in evaluatin effrts and attending meetings as applicable. The calitin must als chse priritized ppulatins fr their engagement and have a clear strategy. At this level, a calitin wuld als be expected t maintain and grw partnerships by making Lve. Talk. Play. materials and resurces available. Fr example, making a large rder f materials and distributing t partners, r staffing a bth at a lcal event. Tier 2: $7,500-$9,999 At this level, a calitin wuld be expected t d everything at the Tier 1 level, PLUS: a deeper 5 ThrivebyFiveWA.rg

6 partnership with at least ne rganizatin r grup that leads t mre quality interactins with families. Fr example, guest-starring at an existing play-and-learn grup t share the Lve. Talk. Play. message, r putting n an event r fair that draws in families with yung children. Tier 3: $10,000-$13,000 At this level, a calitin wuld be expected t d everything in Tiers 1 and 2, PLUS: engagement that cmplements and expands upn existing wrk. That shuld be creatin, spnsrship r innvatin f a partnership r prgram that facilitates repeat and/r high-quality Lve. Talk. Play. interactins with families. Fr example, creating a play-and-learn grup in an area that previusly was withut services, r building a large-scale partnership regin-wide that allwed fr interactin with a priritized audience. At this level, a calitin culd als cnsider mini-grants t clse partners wh are bearing a large piece f the wrk. LTP Ntes: Unlike last year, budgets shuld NOT include travel t LTP Advisry Cuncil meetings r Family Engagement Cmmittee Meetings, if the calitin participates. Thrive will calculate travel fr these meetings and add t final grant awards. N funding will be awarded t calitins that have nt clearly identified the ppulatin(s) f parents they are trying t reach/engage. N mre than a third f an LTP budget can be spent n mass media, marketing and/r technlgy. We reserve the right t adjust a calitin up r dwn in the funding tiers. NOTE: Grantees will be required t participate in all statewide meetings, technical assistance, and evaluatin effrts regardless f the level f funding they request r are awarded. C. Funding Perid The funding perid fr this pprtunity will be January 1, 2014 thrugh December 31, Cmmunity Mmentum grants are awarded fr ne year, with the intentin t fund ELRCs in subsequent years based n funding availability, cmpliance, and perfrmance. III. Applicatin Submissin Instructins A. Online Applicatin Submissin Thrive has mved frm a paper applicatin prcess t an nline applicatin prcess. All applicants are nw required t cmplete and submit the applicatin nline. The nline applicatin can be accessed here. We recmmend that applicants review the RFP guidelines prir t develping yur submissin. A brad verview f the nline applicatin prcess is prvided belw: 1) Lgging In T access the applicatin in the nline system: Click n the FY13 Cmmunity Mmentum Applicatin Link. After clicking, yu will be directed t a lg-in page. 6 ThrivebyFiveWA.rg

7 On the lg-in page, enter the address and passwrd assciated with yur grantee accunt. If yu d nt remember yur lg-in, please cntact GrantsManager@thrivebyfivewa.rg t request yur lg-in. After lgging-in, yu will be directed t the Tax ID # Page. Enter yur Tax ID#. If yur Tax ID # is invalid, yu will receive the fllwing message: The Tax ID that yu entered was nt fund in the IRS database. Please check yur entry. If it is crrect, click OK t begin filling ut yur applicatin frm. If yur Tax ID # is valid, yu will be mved frward int the applicatin. 2) Cmpletin T ppulate yur applicatin: Prvide the requested data in all sectins f the applicatin data fields within the specified wrd limits (dented in the applicatin). We recmmend develping the narrative in a Micrsft Wrd dcument and pasting final respnses t each questin in the apprpriate sectins in the nline applicatin. Uplad all required attachments. Users can save their wrk and exit at anytime by selecting Save & Finish Later, lcated at the bttm f each page. 3) Returning T return t a saved draft: In rder t return t a saved draft, click the Grantee Accunt Link. This link was prvided t yu in yur riginal registratin . The Grantee Accunt Link will take yu t yur rganizatin s specific grantee prtal. It includes all f the applicatins and reprts that yur rganizatin has submitted. Click n the crrect applicatin and yu will be returned t yur riginal draft. (NOTE: If 7 ThrivebyFiveWA.rg

8 returning t a saved draft, DO NOT use the applicatin link prvided earlier in this dcument. A new applicatin will be created each time that link is used.) 4) Submissin T submit yur applicatin: After cmpleting all required sectins f the applicatin, prceed t the Review My Applicatin tab. This tab will indicate if there are any required fields that were nt cmpleted. If yu have nt cmpleted required fields, return t thse fields, cmplete them, and again review yur Applicatin. When yur applicatin is eligible fr submissin, a Submit buttn will be available fr viewing. Click n Submit. If yur submissin is successful, yu will receive an acknwledgment within a few minutes. B. Applicatin Deadline The nline applicatin is due n later than Friday, Nvember 8, 2013 at 5pm. Please nte that the nline applicatin system will clse immediately after the deadline. 9 IV.Applicatin Overview and Special Instructins A. Overview The nline applicatin cnsists f five sectins. Each sectin cntains a set f questins r requested infrmatin fr the applicant t prvide. The sectins f the applicatin are: 1) Applicant Infrmatin: Basic identifying infrmatin abut the fiscal agent applying fr the Cmmunity Mmentum funding pprtunity. 2) Prject Overview: Summary f key infrmatin fr the prject prpsed fr the Cmmunity Mmentum funding pprtunity. 3) Reginal Prfile: Infrmatin n ELRC structure and the reginal landscape. 4) Actin Plans: Outcmes, Activities, Resurces, and Indicatrs fr the prpsed prject (aligned with the Gals and Objectives in sectin I. C), and related narrative questins. 5) Budget & Attachments: Budget and required attachments fr the prject prpsed fr the Cmmunity Mmentum funding pprtunity. B. Special Instructins The sectin belw prvides additinal instructins that will help infrm yur answers fr the applicatin. 1) Actin Plans Overview: All applicants are required t cmplete tw Actin Plans fr the Cmmunity Mmentum prpsal. The Actin Plan, directly aligned with the Gals and Objectives utlined in Sectin I.C f this Request fr Prpsals (p. 4), is a radmap t articulate the relatinship between the results hped t be achieved and the implementatin f specific Activities as ELRCs wrk tgether tward a Cmmn Agenda. The Actin Plan prpsed in the applicatin shuld have a ne-year timeframe. Actin Plans will vary by each regin. The Actin Plan cnsists f the fllwing cmpnents: Gals: High-level end results ELRCs are wrking t achieve. (See Sectin I. C fr the Gals.) Objectives: Tangible, quantifiable milestnes t prgress tward reaching Gals. (See Sectin I. C fr the Objectives.) Outcmes: The result, change, and/r impact that will ccur thrugh the achievement f the activities and bjectives, and use f resurces. Activities: Actins that are executed in rder t prduce desired prgress tward the results. Resurces: The human, financial, rganizatinal, and cmmunity inputs available fr implementatin f activities. Indicatrs: Measures f evidence that results have been achieved. Develpment f a well-infrmed, reasnable, and hnest Actin Plan is critical t successful prject implementatin and t yur Cmmunity Mmentum grant applicatin. If awarded, it will be used t: Develp the Scpe f Wrk fr Awarded Funding: The actin plan supplied in yur applicatin will be used t develp the scpe f wrk fr yur respective grant agreement. 10 Maintain Implementatin Fcus: The actin plan will help ELRCs maintain fcus n cre activities and resist thse temptatins t add r take away frm the cre activities described t achieve desired results. Reprt n Perfrmance: Yur actin plan will be used as a template fr a prtin f the Cmmunity Mmentum Mid-Year and Year-End reprting. Guide Cntinuus Quality Imprvement Activities: The actin plan prvides a methd fr charting prgress, allwing each grantee t track what is happening and what is nt, and where expectatins are being met, nt met, r exceeded. The technical assistance supprt frm Thrive, will be infrmed by the actin plan prgress, and targeted help yu think thrugh strategic adjustments t imprve intended results. Instructins fr Cmpletin f the Actin Plan: Each applicant will submit a Cmmunity Mmentum Actin Plan in the Actin Plan sectin f the nline applicatin. The Actin Plan sectin f the applicatin has tw required cmpnents: the Cmmunity Mmentum Actin Plan and the WaKIDS Actin Plan. NOTE: Lve. Talk. Play infrmatin will be included in the Cmmunity Mmentum Actin Plan. Cmmunity Mmentum Actin Plan Uplad Dwnlad the Cmmunity Mmentum Actin Plan template frm the nline applicatin. Sectin f yur Actin Plan, please take int cnsideratin the fllwing expectatins fr yur wrk: Refine and build n an existing reginal strategy t reach priritized ppulatin(s) f families with children birth t age 3. 11 n ther ppulatins. In fact, we dn t want all calitins fcused n teen parents. Calitins shuld be primarily lking fr pprtunities t reach the same parents multiple times. Demnstrate an understanding f the rle f Lve. Talk. Play. in helping partners deepen engagement with parents they serve. Cntinue t increase knwledge abut family demgraphics in regin Participate in a crdinated media/engagement/activity push between Mther s Day and Father s Day, including identifying calitin stries that Thrive can help prmte via traditinal media and scial media. Include and prmte Lve. Talk. Play. n calitin website (if available) and n existing and apprpriate scial media channels Participate in up t tw in-persn Lve. Talk. Play. crdinatin and planning meetings (attached t statewide calitin meetings) and ccasinal webinars Track activities fr reprting Wrk with Thrive t grw the campaign in Washingtn state, especially amng partners. Share activities and ideas fr incrprating LTP messages and materials with ther calitin members Participate in the evaluatin f the campaign Special Instructins fr Hme Visiting Washingtn State has increasingly priritized hme visiting t meet the needs f ur mst vulnerable children and families evidenced by the majr expansin in infrastructure and services in the past several years. In rder t build a sustainable and effective hme visiting system that meets the needs and requirements f ur children and families, and cnnects int the larger early learning system t ensure accessible and crdinated services and supprts fr families, Washingtn understands, values, and priritizes the partnership with reginal and lcal cmmunities. T intentinally build ut a crdinated system f hme visiting, Washingtn has created a State Plan fr Hme Visiting which prvides high-level gals and a set f clearly priritized, feasible, and actinable bjectives that are necessary t fster a hme visiting system in Washingtn. These gals and bjectives are the critical next steps ur system must take t cntinue building a cmprehensive hme visiting system, as well as cntribute t the develpment f Washingtn's cmprehensive early learning system. The success f this plan relies n the essential partnership and crdinatin f state, reginal, and lcal partners. Each regin shall chse between 1 and 3 highlighted bjectives within the Washingtn State Plan fr Hme Visiting (lcated in Sectin VIII. Resurces) t fcus n this year. Regins have brad flexibility t define the actins assciated with meeting the bjective(s) chsen based upn reginal experience, variances, needs, and pririties. Applicants shuld chse between 1 and 3 f the fllwing gals and bjectives frm the Washingtn State Plan fr Hme Visiting: Gal 4: Ensure high-quality services and effective implementatin f hme visiting mdels and prgrams. Objective F: Identify pprtunities t share infrmatin and cllabrate acrss hme visiting prgrams and with partners in health, educatin and human service systems. 11 ThrivebyFiveWA.rg

12 Gal 5: Build cmmunity and public will fr a hme visiting system that prvides highquality services t families in lcal cmmunities Objective A: Educate the public abut hme visiting services and prvide infrmatin abut hme visiting services ffered in Washingtn. Objective B: Cultivate champins t supprt lcal hme visiting services and prgrams, and prvide infrmatin abut ways t get invlved. Objective C: Build ff f existing public awareness campaigns that fcus n early childhd health, develpment and learning, in rder t infrm parents, families and cmmunities abut hme visiting. Objective D: Ensure that public engagement effrts are infrmed and influenced by families, cnsumers and stakehlders, and aim t reflect the diversity f cmmunities served at the lcal, reginal and state levels. In develping the WaKIDs Actin Plan and crrespnding answers, please nte the fllwing WaKIDS infrmatin: WaKIDS Actin Plan and assciated budget items shuld be cllabratively develped and lead by the Educatinal Service District WaKIDS Early Learning Cllabratin Lead and the ELRC WaKIDS Early Learning Cllabratin Lead. 13 Fr each Gal in the Actin Plan Template, ppulate the Request Amunt clumn with yur prpsed expenses fr the Cmmunity Mmentum funding request. In the Other Prgram Funding clumn, indicate any additinal funds yur ELRC has t cntribute t each funding area, then identify the surce f thse funds. In the Cmments and Justificatin clumn, prvide detailed infrmatin abut each line item. Once cmpleted, uplad the template int the nline applicatin.
