2 Border control System We are pleased to have the opportunity to present a border control system special designed for Libya. It is from the beginning designed to fully comply with the Libyan demands, constraints and situations. Contrary to other border control systems it is not a system developed for a different country with a total different environment and adopted to a Libyan version. Therefore the system offers a excellent price / performance compared to other systems. The system uses high quality, field proven equipment, designed around leading edge technologies and it excels in simplicity to use. The system has the following advantages above many other systems: It is extreme flexible in use. It can work on any terrain found in Libya It is scalable. It is robust and reliable even under extreme conditions found in Libya. Like sand storms, dune forming, etc. It can adopt easily new technologies when they emerge. Additional options can be easy implemented in the system when the need therefore emerges. The system is basically a terrestrial system to guard the terrestrial borders and the sea borders from the coast/beaches. Optional an airborne system can add to the surveillance capabilities especially for the sea border. It is our belief that the best value of the system come alight when it is used optimal therefore it includes training in the package. Not only for the technical use of the equipment but also in tactical and operational use of the entire system in Libya. Our trainers have experience in desert, mountain environments, etc. The have special forces background (SAS) and are experienced in drugs traffic and terror fighting.

3 The System. The system is based on patrols. A patrol consist of: A surveillance car. o Containing a Optronic subsystem allowing visualization day and night of any event. o A Powerful Information subsystem. o A recording system on video recorder and hard disk. o Communication equipment to send data (images + sound) to the Command and Control car. A Command and Control car. o Communication equipment to command the patrol. o Communication equipment to receive information from the surveillance car (images + sound) o Satellite communication equipment to transfer data (images + sound) to and from and communicate with the Platoon commander and / or to the Regional Headquarters. An action car. o Intended to carry personnel for action when needed. o Communication equipment to communicate with the Commander. A Digital trunking system to allow communication among personnel. Personal safety equipment. o A Bullet proof vest is available for every person manning the patrol. o For every vest a ballistic plate is available. o A first aid kit on every car. The patrol acts as a mobile surveillance station which range is of visualization is 15Km (approx.). This means a circle with a diameter of 30 Km (approx.) is under cover. It includes the interception force that also acts as a guard (protection) for the surveillance station (car) and the communication system (command and control car). As the communication is manned it means that the commander acts as a filter to avoid transmission of fully uninteresting images. Thereby avoiding an overflow of

4 information at the regional headquarters. In this way the headquarters can act with less personnel and work much more efficient. The Structure of the System The patrols are organized in platoons under command of the platoon commander. Eight to ten patrols form a platoon. Platoon command Patrol Patrol Patrol Patrol Information, images, verbal communication, consulting Commands, consulting Platoons and thereby patrols operate in a geographical zone, a region, and are under the command of the Regional Headquarters. The number of platoons under command of the regional commander depend on the size of the region.

This structure gives a high degree of flexibility. Patrols can take immediately action when needed without long lines of communications. In case of more complex situations they can consult their platoon commander who is able through the received images to make decisions or even consult the regional headquarter.

6 The Border Control Patrol The Swiss Army Knife for Border Control The patrol is a complete entity and has all elements for full border control in a restricted area. If needed it can operate independent and can be self supporting for a longer period of time. The patrol has the three main elements needed for full self supporting local border control: Surveillance. Detection and identifying of suspected objects. Personnel for policing tasks. Interception and detaining suspects, guarding the surveillance and command units as well guarding their own transport. Local Command and Control including communication equipment for local use as well for use in conjunction with higher regions of command and control. Putting these four elements together creates locally a rapid response force. It can react faster then with separate surveillance stations, analysts in headquarters and separate deployable action force. It can estimate the situation faster and better and can directly take the appropriate actions. In complex situations the commander can consult the platoon commander, which can on his term consult the headquarters. Due to the strong communication facilities platoon commander or the headquarter can follow the situation on their screens. Communications between patrols and or /headquarter uses satellite communication. In this way the patrol can communicate from any location within Libya. It is also independent from bandwidth limitations of the local telecom infra structure.

7 The patrol consist out of three or four cars: The Surveillance car The Command and Control and Communication car The Action car ( 1 or 2)

8 The Surveillance Car The mobile reconnaissance vehicle with thermal camera is complex, heavy-duty equipment, built with he most up-to-date elements and developed first of all for night observation. The essential element of he vehicle is the thermal camera that senses the heat radiance emitted by the objects and does not need any lighting for its operations. The camera can observe objects to thousands of meters depending on the size of the radiating body and the weather conditions. The picture of the observed target is displayed on a screen mounted into the observing compartment of the vehicle. The resolution is better than on TV sets. The thermal image received from the thermal camera can be recorded by a VCR (Video Cassette Tape Recorder) or on DVD's used it either in standard or in time laps mode on VHS cassettes/ DVD's. The cassettes or dvd also can be played back on an ordinary home video tape player /dvd player.

9 PURPOSE OF THE DEVICE, GENERAL DESCRIPTION MOBILE GROUND SURVEILLANCE unit (MGSS) will be used for: 1.1 area surveillance, 1.2 detection and identification of targets (human, vehicle) night-time or daytime, 1.3 recording the results of surveillance on a VHS cassette, 1.4 determination of the actual co-ordinates of the observed targets and showing their positions on the map, installed into the vehicle s controlling computer, 1.5 following automatically the movement of the exposed targets The MGSS will be used for observation night-time and daytime, under weather conditions typical for the temperate climate zone in various seasons of the year, using passive IR (Infra Red) EO (Electro Optical) surveillance equipment and an active range finding device. Two operators including a trained vehicle driver will operate it. GENERAL DESCRIPTION OF THE EQUIPMENT: The main units built into the vehicle are as follows: IR (thermal) camera, color CCD (daylight) camera, laser rangefinder (LRF), GPS navigation system, electronic (digital) compass (north-finder), Pan & Tilt head, extendable mounting rod (mast), monitors, Video Cassette Recorder (VCR), operating, controlling and display unit

10 The Sensors The thermal (IR) camera, the CCD camera, the laser range finder and the digital compass are equipped on a pan and tilt unit mounted at the topmost end of an electro mechanically extendable rod rising 80 cm above the roof of the vehicle. The extendable rod is mounted into the rear part of the vehicle as a part of a lifting device. The lifting device located in a shaft is isolated from the internal space (observation room). The camera shaft is constructed in such a way that it prevents water and sand from entering the inside of the vehicle. No light can leave the vehicle through this shaft. When the camera is retracted, a sealed cover closes the opening on the top. With the camera retracted, no alterations are visible on the vehicle, thus making it unrecognizable as a monitoring vehicle. Extending the rod takes about 50 seconds. The extending and retracting mechanism can be operated in temperature range from 20 o C to + 55 o C. The thermal camera system includes an electronic compass for determining in which direction the camera is pointed (this information is necessary to the proper operation of the navigation system). All functions of the thermal camera system can be controlled from the inside of the vehicle, from the observation compartment. The operator does not even have to leave the vehicle to operate the thermal camera since there is passage between the driver s cabin and the observation room. The Observation Compartment The vehicle s observation room contains two operator stations, each of them equipped with a movable rotating seat. Each seat can be oriented in the direction the

11 vehicle is heading towards. The thermal camera, the P/T head, and the navigation equipment are controlled from one of the operating stations (the observation post), while the other operating station is arranged so, that the video recorder and the radio equipment can be used from there without disturbing the first operating station. When necessary, both operation stations can be used to control the thermal camera, the P/T head, the operating, controlling and display unit, and the radio transmitterreceiver. Two 17 TFT touch monitors are installed in the observation compartment. One of them displays the picture received from the thermal camera or the CCD camera, while the other, which is the display unit of the computer, also displays the map for the navigation system (it is also possible to control the navigation system, the laser range finder, the cameras and the rotating/tilting support by using the touch monitor

12 as well). A Time Laps Video Cassette Recorder is installed into the vehicle for recording the observed events. The vehicle s floor has been provided with an anti-slip safety covering, which goes up to a certain height on the sidewalls, making the cleaning of the car much easier. The sidewalls and the roof lining have insulation against heat, cold, noise and moisture condensation. The insulating material is a multilayer mineral wood compound, which as an auxiliary feature forms a vapor-control layer. The edges of the control panel are covered with artificial leather (for additional comfort and protection). The built-in materials are of an ergonomic and shatter proof design to minimize the risk of injury for the crew. Other structural elements Two aerials attached to the radio sets ensure voice communication as well as data communication between the parts of the patrol (Command & Control Unit).

14 The system also includes a laser rangefinder to measure the distance between the vehicle and the observed target. A built-in GPS receiver continuously determines the current location of the vehicle. The measured data is displayed on the monitor. Digital maps of the territories are available up to the 1: scale with the sign of the position of vehicle. A blue line indicates the direction of the cameras on the map displayed on the screen. A built-in north finder determines the direction of the vehicle relative to the north. The actual direction will be seen on the screen continuously. The software installed in the controlling computer performs the control of the devices basically, but it is possible to control the devices manually as well. The Electro-Optical sensor-head containing the thermal imager, the daylight camera, the laser rangefinder and the north finder are stored inside the vehicle while not operating when the vehicle is on the way.

15 During the observation an electro-mechanical elevator lifts up the sensor-head 80 cm above the roof of the vehicle. The panoramic movement of the electro-optical head are limited within ±217.5 o and the tilt movement are limited within -30 o and +30 respectively. The operator can rotate or tilt the camera system by joystick or from the surface of the screen of the system s touch monitors (touch-control). There is a possibility for the automatic following of the observed target, by using one of the modules of the program-system. Features of the surveillance vehicle s navigation and positioning system to indicate the position of the vehicle on the adequate map section, to show the camera s direction on the screen by using a direction line (without this line the crew would not know in which direction the camera is pointed), to indicate the position of the observed targets easily and accurately thanks to the integrated GPS system and graphical map, to indicate the exact location of the observed target on the graphical map, and the actual distance after firing the laser range finder, to indicate the position of the front guard forces, to control the thermal camera by using the computer, to rotate/tilt the EO-head using the computer, to control and fire the laser range finder, to control all the function of the equipment from the touch-screen of the navigation system. Computer-based Control Unit The surveillance system incorporates a microcomputer with minimum requirements for XVGA (or direct functional equivalent) video card. The specification of the computer is adequate in every respect for the normal functioning of the surveillance system. The computer-based electronic unit provides total control of the system equipment operation.

16 The computer-based electronic unit provides use of the computer keyboard, monitor and position controls as a terminal for system operation control. The computer-based electronic unit provides terrain display on one of the monitors by means of a digital map that shows the position of both MGSS system and a detected target. The computer-based electronic unit provides the display of all the system operation control commands on the monitor: the commands are selected by using a keyboard, alternatively touch pad or touch screen. A digital map of the area of interest where the system is intended to use required to be installed in the computer. Communication An appropriate radio communication system is allocated in the vehicle included a voice communication and a data communication as well. The system uses VHF / UHF radios communication channel to send the coordinates of the observed targets, short text massages and pictures to the Command and Control Car.

17 The Command and Control Car The mobile command and control vehicle with satellite communications is complex, heavy-duty equipment, built with he most up-to-date elements and developed first of all to command a patrol in coordination with platoon commander and / or head quarters. The essential element of he vehicle is the complete set of communications equipment combined with the computer system. Pictures of the observed targets ca be displayed on the screens mounted into the command compartment of the vehicle. The resolution is better than on TV sets. The received images received can be recorded by a VCR (Video Cassette Tape Recorder) or on the hard disk so the can be transmitted on request to headquarters

18 PURPOSE OF THE DEVICE, GENERAL DESCRIPTION THE MOBILE COMMAND and CONTROL and COMMUNICATION unit (MCCC) will be used for: 1. commanding a patrol or patrols in case of the platoon commander, 2. the communication center of the patrol, 3. platform for distributing the pictures of the target to platoon commander or headquarters, 4. coordination center between personnel and the information from the surveillance car Two operators including a trained vehicle driver will operate it. If needed there is place for a signals man (communications equipment operator). The Command Compartment The vehicle s command room contains two operator stations, each of them equipped with a movable rotating seat. Each seat can be oriented in the direction the vehicle is heading towards. Two 17 TFT touch monitors are installed in the command compartment. One of them displays the picture received surveillance car, while the other, which is the display unit of the computer can also be used, in case the commander is the platoon commander, for displaying pictures from other patrols.

19 When necessary, both operation stations can be used to control the communications equipment. On the roof a dome is mounted containing the satellite aerial. Communication The vehicle is equipped with communication equipment that allows for: Communication between individual cars and the commander and visa versa Communication between individuals (when they are out of the car), between individuals and their car and between the commander and individuals Communication between commander and platoon commander, area commander and HQ Data communication between detection equipment and commander, platoon commander, area commander and HQ All this communication will be secure and encrypted to avoid counter intelligence. Satellite communication. Satellite communication is intended to facilitate communications on longer distances e.q. communication between patrols an platoon commander and / or to headquarters. The bandwidth is adequate for simultaneous receiving and transmitting of voice and pictures. Four high result ion pictures per second can be transmitted and received. The vehicle has a special satellite receiver and transmitter which are connected to the aerial in the dome on the roof of the car. The antenna is controlled by an intelligent device that put the aerial always in the direction of the satellite. So transmissions and receiving of data ( voice /pictures} is guaranteed even when the vehicle is driving.

21 UHF / VHF radio equipment The purpose of the UHF /VHF equipment is to provide the patrol with short haul communication facilities. It can be divide in to sections: Data communication. For receiving pictures from the surveillance car. Tactical radio. o Communication between individual cars and the commander and visa versa o Communication between individuals (when they are out of the car), between individuals and their car and between the commander and individuals

22 The Action Car The action car is intended to carry personnel. It is a open vehicle., so the men can go out fast.
