Selection of emission factors (EFs) based on 1996 IPCC Guidelines + Appropriate EF developed for the livestock sector. Carbon stock approach for the LULUCF! 10 Constraints and Challenges Institutional: Absence of a dedicated coordination team, absence of institutional arrangement within institutions to deal with subject matter, inadequate capacity in some sectors (senior staff moved on retirement or transferred or promoted) Financial: Limited financial means to sustain inventory process (INC and SNC were project based implemented thro UNEP with GEF support) GHG Inventories and Data System: Inadequate Personnel, lack of detailed activity data and corresponding emissions factors (difficult sectors remain LULUCF, transport, energy industries), Lack of Research for developing EFs Cross cutting Issues: Limited trained personnel (no capacity development plan), Limited awareness on importance of GHG inventories, at sectoral level + within development agenda Major Challenge: Being a SIDS (with limited resources, funding, adapted technologies and know how) + operating in the context of globalisation and other crisis.
11 Capacity Building! Regional Project: Capacity Building for the Sustainable National GHG Inventory Management Systems in Eastern and Southern Africa! Collaborating Institutions: USEPA, US AID, CSU, GEO, GIZ (Germany)! Funding Institutions: Canada, EU, Switzerland, USA, UNFCCC, UNEP, GEO, GIZ and Participating Countries (in kind)! Participating Countries: Botswana, Malawi, Mauritius, Namibia, Rwanda, South Africa, Tanzania and Zambia! Duration: 3 years (kick off workshop: March Mauritius)! Focus: Agriculture and LULUCF! Purpose: Enhance capacity of countries within this region to prepare/ improve their national inventories, establish a regional information exchange network and a sustainable inventory system.
12 Key lessons learnt and best Practices! Creation of a Climate Change within the Ministry of Environment and SD (MOESD)! Setting up of a formal implementation arrangement for NC and NIR (Cabinet approval being sought + in the medium term: integration in the Environment Protection Act 2002 which is presently under review)! Establishment of a Climate Change Observatory (in process)! Ongoing data compilation, processing and publication (by CSO Desk at MOESD)
13 Conclusions! Need for a formal dedicated team to work GHG inventory and NC! Need for Research on EFs! Need for ongoing capacity building/ training! Need for comprehensive program for data collection and Data base (hardware and software)! Need for awareness raising on the importance of GHG inventories and its relevance to development agenda.! Dissemination of GHG thro existing websites + local language etc! Last but not least, Need financial support
