1 WWF South Pacific Programme Office (SPPO) JOB DESCRIPTION Position title: Reports to: Supervises: Conservation Director Representative 7 staff Grade: 2 Position Location: Suva, WWF SPPO Head Office Date: I. Organisational background : The WWF-SPPO leads the implementation of WWF s priority marine programme activities for South West Pacific as well as a coordination hub for relevant Pacific wide regional issues. Field programmes are implemented in Fiji and Cook Islands, along with regional policy work and engagement with key regional level organizations, donors and stakeholders in the Pacific. Priority conservation issues for WWF SPPO are (i) ) Coastal Management / Fisheries and Marine Managed Areas (MMAs 1 ); (ii) Marine Species Conservation; (iii)climate Change; and (iv) Offshore Fisheries. Fundraising with Governments and Aid Agencies (GAAs), and increasingly with the corporate sector are important activities for the Conservation Programme. WWFSPPO aims to ensure that the desired messages and ensuing policy and behavioral changes are communicated and supported towards wider sustainable management of Pacific Islands Region resources. This is undertaken in line with and in support of Pacific Island Government priorities in an inclusive and harmonized manner. Under the FY five year strategic plan, the WWF-SPPO will continue to focus its efforts in achieving healthy, recovering and resilient marine ecosystems that provide improved biodiversity, food security, livelihoods and well-being for dependent communities. 1 Also taken to include Marine Protected Areas (MPAs), No-Take Zones (NTZs), Locally Marine Managed Areas (LMMAs)

2 WWF-SPPO s approach is therefore one of empowering key stakeholders and conservation practitioners, working at community, national, regional and international levels to strengthen, where necessary establish and implement effective regional and national policies, governance processes, capacities and knowledge sharing mechanisms which support sustainable resource management and biodiversity conservation. II. Mission of the Programme : The overarching purpose of the five year strategy is to seek the adoption of Ecosystem- Based Management (EBM) approaches to natural resource management across key sectors in targeted countries. This will mean seeking a greater balance between environment, social and economic priorities. From the overarching perspective of addressing EBM, WWF will focus its efforts on the delivery of EBM in marine and coastal environments, specifically tackling the key marine sector threats such as overfishing, over harvesting of non-fish products, coastal development, and poor land management around large watersheds, as well as the impacts of climate change. The WWF-SPPO aims to further scale up its regional policy engagement through formal partnerships in order to harness opportunities and magnify impact across the region. In doing so, WWF will use its global outreach, credibility and expertise to mobilize decisionmakers, opinion-formers, supporters, natural resource users and local communities. III Major Functions: The SPPO Conservation Director leads the effective implementation, management, monitoring and evaluation of the SPPO Conservation Programme. He/She is responsible for ensuring adequate financing of the Conservation Programme and a strong team of staff to deliver outcomes. He/She will lead representation for WWF SPPO on all relevant national, regional and international dialogue to ensure a strong profile of the South Pacific Office conservation programme. IV Major Duties and Responsibilities : Ensure the delivery of the overall South Pacific Programme conservation plan targets and outcomes as specified in the FY Strategic Plan, in line with WWF s Global Programme Framework (GPF) and key WWF Network Initiatives (NIs). Secure funding for the delivery of the SPPO Conservation Plan consistent with targets in the Plan, lead the development and monitoring of the fundraising plan, as well as the engagement and relationship management of current and potential donors of the SPPO.

3 Represent the SPPO programme in high level advocacy needs at national (Fiji and other priority countries as appropriate) and regional levels based on WWF-SPPO and WWF network positions, as appropriate. Pro-actively promote the activities, plans and programmes of the South Pacific Programme both internally and externally. Specifically responsible for ensuring WWF network outreach is effective, and that SPPO priorities and resource needs are incorporated into the objectives and budgets of key WWF donor offices and initiatives. Manage the conservation programme team and continue to build the capacity of the SPPO staff in programme development, management and implementation, as indicated in the HR staff needs assessment. Empower the Programme Coordinators to implement their programmes nationally and regionally by creating the appropriate internal enabling environment and providing overall technical support, direction and leadership. Work closely with the M&E and Fund Raising Support Officer to undertake and coordinate targeted donor liaison, partnership building and proposal development towards increasing the overall programme resourcing. Maintain close strategic working relationships within the network, and in particular with the Western Melanesia Programme Office (WMPO), WWF-UK, WWF-Australia, WWF-New Zealand and WWF-International. Further build close working relationships with new potential donor offices around the network. Support the Representative in delivering a professional, effective and impact-driven organisation valued by the WWF network and its partners in the Pacific. IV Profile : Minimum Required Qualifications: Bachelors degree in natural resource management or an environmental related subject and Masters degree in relevant sciences, social sciences or business administration. At least ten years experience in a Regional or National policy advocacy-based organisation, preferably within the Pacific Island region, with a background in sustainable natural resources management or conservation. Required Skills and Competencies: Demonstrated ability in development, management and delivery of large-scale programmes, in particular, in effective management of large budgets, strategic plans and programme teams.

4 Demonstrated ability to raise large funding for programmes with diverse funding partners. Excellent knowledge of the global and/or Pacific Islands region conservation arena, key players, and policy processes. Demonstrated ability in leading both field and office-based team(s). Demonstrated ability to enter into complex policy, programme and funding partnerships with a range of stakeholders and actors. Demonstrated ability in policy advocacy on sustainable resource management or conservation issues at national and preferably at a regional level. Excellent communication skills, fluency in both written and spoken English. An understanding of Fijian, Hindi or other Pacific languages would be advantageous but not essential. Experience in staff capacity building and/or business management would be advantageous. Strong commitment to conservation and development issues and ability to cope with varied workloads. Working Relationships: Internal - Engage with and build on existing relationships within the WWF network. In particular work closely with the SPPO partners in Oceania countries particularly Fiji, Cook Islands, Papua New Guinea, Solomon Islands and Australia. Coordinate with relevant WWF Network Initiative leaders and teams, with regional and international teams, as well as with partner NGOs and their affiliates. Work closely and effectively with the Representative and Senior Management Team, with the conservation programme Coordinators and their teams. External - Establish and maintain relationships with relevant government departments, as well as environmental and development oriented Civil Society Organizations (CSOs), as appropriate. Responsible for developing and maintaining regular contact with regional CROP Agencies (e.g. SPREP and SPC), the media, and experts on target issues. The Conservation Director is the gatekeeper for the Government Aid Agencies within a regional and Fiji national context. Relationships must also be built and maintained with international organizations of relevance. This job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff.
