2 Health Inequalities & the SDGs Health inequalities are persistent & rooted in unfair and unequal socio-economic circumstances. Determinants have a cumulative impact across the life-course..

4 Examples of health promotion in the NRPs United Kingdom: Northern Ireland - creating opportunities, tackling disadvantage and improving health and well-being is Included in Executive s Programme for government Wales - both the Tackling Poverty Action Plan and the Child Poverty Strategy aim to reduce the inequalities which exist in health, education and economic outcomes Lithuania: the development of the children health monitoring information system, strengthening of the capacities to identify & reduce health inequalities and youthfriendly health services model Germany: The Act to Strengthen Health Promotion and Prevention in all domains of life, particularly in childcare facilities, schools, businesses or nursing homes.

5 Examples of health promotion in the NRPs Finland: To extend working careers, health promotion; enhancing the treatment and prevention of mental health; the development of occupational health care, rehabilitation and working life are used to reduce the number of people retiring on disability pensions. Malta: Strategy for the Prevention and Control of NCDs Hungary: To improve and strengthen efficiency, Health Promoting Offices (HPOs) have been established. 61 HPOs have been established (20 of them in the most deprived sub-regions) Health Systems Strategy and the Food and Nutrition Policy and Action Plan

6 The European Semester - CSRs In 2015, EuroHealthNet analysed the Country-Specific Recommendations from a health equity and wellbeing perspective: HEALTH Strong focus on financial sustainability and cost-effectiveness Primary care strengthening, accessibility and quality in few CSRs (5) No CSRs on investing in preventative services or in health promotion SOCIAL Only 6 CSRs on poverty. 7 countries received CSRs to increase retirement age, even though healthy life expectancy in that country is lower ENVIRONMENT Environmental sustainability CSRs are lacking

8 EU social policy developments 2016 The EU semester process 14 CSRs include health system related recommendations a stronger focus on employment and social performance, with the inclusion of three new employment indictors Institutional and civil society demand for: A potential EU Pillar of Social Rights

9 What is the European Pillar of Social Rights? Reference framework document of legal nature which takes account of the changing realities of the world of work and which can serve as a compass for the renewed convergence within the Euro area. Preliminary outline: Equal opportunities and access to the labour market Fair working conditions Adequate and sustainable social protection (including references to health promotion and disease prevention) EuroHealthNet will respond to the Consultation and provide tools for all our members and partners to fully engage in this process.

12 Purpose of INHERIT Identify, implement and assess the impacts of policies and interventions that : address environmental stressors (i.e. air pollution, chemicals, climate change, lack of green space, environmental degradation) change unsustainable & unhealthy lifestyles promote health and wellbeing protect the environment across the socio-economic gradient (in a socially inclusive way)

15 A call for action by the EU Call on President Juncker and other institutional presidents to make clear statement on the implementation of the SDGs and achieving EU Treaty objectives This should include clarity that economic governance objectives (e.g. REFIT, EU Semester, EU 2020, Strategic Investment Plan, Social Pillar, MFF etc) will fully take into account all SDGs
