2 Welsh Assembly Government, All Wales Nursing Dashboard Introduction The development and delivery of an All Wales Nursing Dashboard (AWND) will require the collaboration of all Local Health Board (LHB) and Trust Nurse Directors and their supporting teams. Therefore, on behalf of the Chief Nursing Officer for Wales, to ensure that all existing good practice was considered in terms of the collection of nursing key performance measures and dashboard development work, meetings were arranged with each organisation. The following highlight report gives a brief account of the outcome, findings and recommendations of those discussions. Purpose of the Review A number of key questions were developed to support the initial discussions with each organisation. These were: 1. What developments had already been implemented in organisations across Wales that could support the development of an AWND? 2. How much of the required information was available on existing All Wales information systems such as the Electronic Staff Record, Datix, etc? 3. What corporate departments would also need to be involved in the discussions and ongoing development work? 4. How would we align this work with National Developments and Strategies? 5. What are the project timescales and key deliverables? Outcome of the Review What developments had already been implemented in organisations across Wales that could support the development of an AWND? Initial discussions with Abertawe Bro Morgannwg University (ABMU) LHB demonstrated that significant work was already in place that could support the rapid development of the necessary nursing performance measure specifications. The visit also provided the opportunity to review their in-house developed solution for the collection of point of care audit and nursing activity information. The solution Page 2
3 Welsh Assembly Government, All Wales Nursing Dashboard developed by ABMU LHB clearly demonstrated the benefits of a simple to use solution that provides instant feedback to nursing staff in the form of graphical trend information opposed to similar paper based systems with no direct reporting capabilities. The other key observation made was the close cooperation between the nursing management team that had led the development and input from the information, and information technology departments at ABMU LHB, essential in the development, and deployment of any frontline clinical system. A number of organisations including, Cardiff and the Vale University LHB, Powys Teaching LHB and Cwm Taf LHB had made tremendous progress in the development of local nursing dashboards. This will provide the potential to develop a core of expertise within nursing that can be nurtured across organisations in Wales to support the ongoing development of the AWND. Betsi Cadwaladar University LHB have also been working closely with NLIAH to develop an online dashboard system using NLIAH s performance monitoring system. This will be reviewed at a meeting with their Nursing team on the 27 May. How much of the required information was available on existing All Wales information systems such as the Electronic Staff Record, Datix, etc? Although many organisations had established local processes and systems for the collection of clinical information, only information systems that had been deployed on an All Wales basis were considered as potential sources of information to feed the AWND. This would ensure that all organisations could comply with agreed delivery timescales, ensure a consistency in the information collected and to allow best practice to be shared. The key systems identified that could feed the AWND were: Electronic Staff Record (ESR) Training Systems linked to ESR (2 system types) Patient Administration System (3 system types) Datix (incident reporting) Work is ongoing to establish the full extend to which information can be extracted automatically, on a monthly basis, to feed the AWND. After an initial assessment it is believed that approximately 30% of the required information can be obtained from national systems, 20% is currently or could be handled manually as the volume of information is relatively small and the remaining 50% will require a point of care system development for nursing. Discussions held with the Director of Nursing for Velindre NHS Trust and a representative of the Trust present from NWIS identified a potential development opportunity. It is thought that a development similar to that produced for the Page 3
4 Welsh Assembly Government, All Wales Nursing Dashboard Fundamentals of Care (FOC) Audit initiative could be developed to enable the capture of the remaining nursing performance measure information and could be delivered within the project timescales. What corporate departments would also need to be involved in the discussions and ongoing development work? It was agreed early in the discussion that it would be necessary to establish an All Wales Nursing Dashboard Steering Group (AWNDSG) to lead the development of the AWND on behalf of the Chief Nursing Officer for Wales and LHB/Trust Directors of Nursing. The first meeting of the steering group will take place on the 10 June 2010, in ABMU LHB Headquarters, Baglan (Terms of Reference attached). At the discussions with Hywel Dda LHB they decided to establish a local group that would be responsible for reviewing any actions from the AWNDSG. The membership of the group includes; nurse leads; performance and information representatives; information technology; and workforce representatives. It is recommended that each organisation should establish a similar local working group. How would we align this work with National Developments and Strategies? A meeting has been arranged with Bev Thomas the Lead Nurse for Informing Healthcare to ensure that full engagement with the National Programme for IM&T is maintained. Links with NLIAH, NWIS and the ESR National Programme are currently being established and where necessary representatives from these organisations will be co-opted onto the steering group. What are the project timescales and key deliverables? 1. Nursing Dashboard for Wales specification document; 2. A reporting mechanism and timetable for information submissions; 3. Timetable for the staged rollout of the nursing performance measures agreed by The Chief Nursing Officer for Wales and the LHB/Trust Nurse Directors; 4. Development of a point of care web based clinical information system for the collection of nursing performance indicator information. 5. A Nursing Web Portal for Wales (and LHB/Trusts); and 6. A documented development process for the production of future nursing performance measures post 2010/2011 The suggested project timescales are defined in the attached project Gantt chart. Page 4
