1 RIVERSIDE TOWNSHIP BOARD OF EDUCATION REGULAR MEETING August 13, 2015 The Regular Meeting of the Riverside Township Board of Education was held on Thursday, August 13, 2015 at 7:00 p.m., in the Board Conference room. Present were: Absent were: J. D Agostino, D. Graf, M. Holak, P. Jenkins, A. Lobley, T. McElroy, S. Parker, R. Russell, J. Lennon and R. Ehrich D. Potts (LOA) and D. Reale Mr. D Agostino led the flag salute. Mrs. Lennon announced that adequate notice of the meeting had been given to the public by notifying the Burlington County Times and the Courier Post on January 8, 2015 and posted at the Riverside Town Hall. CORRESPONDENCE NJSBA School Board Notes dated July 23, 2015 Thank you from Amber Reeves Thank you from Joseph Yunga On the motion by Mrs. Lobley, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the acceptance and filing of the above correspondence. APPROVAL OF MINUTES On the motion by Mr. D Agostino, seconded by Mr. Holak, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the minutes of a full Board Workshop Meeting and Regular Board Meeting held on July 9, VOTE- Aye: J. D Agostino, D. Graf, M. Holak, P. Jenkins, A. Lobley, T. McElroy, S. Parker, and R. Russell APPROVAL OF FINANCIAL REPORTS On the motion by Mrs. Lobley, seconded by Mr. D Agostino, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the Board Secretary's Report (June 30, 2015), the Treasurer's Report (June 30, 2015), the Cafeteria Financial Report (June 30, 2015), the Student Activity Financial Report (June 30, 2015), the Athletic Council Report (June 30, 2015), and the Budget Status Report (June 30, 2015), as presented.
2 Page 2 APPROVAL OF BILLS On the motion by Mr. Holak, seconded by Mr. D Agostino, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves payment of August, 2015 bills as presented. BUSINESS & FINANCIAL Transfers On the motion by Mr. D Agostino, seconded by Dr. Parker, and carried unanimously, Whereas, the State Department of Education permits transfers among the school district s budgetary line item accounts, And Whereas, it is the desire of the Riverside Township Board of Education to make such transfers, Therefore, Be It Resolved, by the Riverside Township Board of Education that the Board Secretary is hereby authorized to make the following budgetary account line item transfers. June 30, 2015 FROM TO AMOUNT $1, August 1, 2015 FROM TO AMOUNT $ , , Fire Drill and Security Report On the motion by Mr. D Agostino, seconded by Dr. Parker, and carried unanimously, Be It Resolved that Riverside Township Board of Education hereby approves the July Fire Drill Report, submitted by Scott Shumway, Elementary School Principal and the Security Drill Report, submitted by Robin A. Ehrich, Superintendent, as attached. Riverside Township District and Board Goals and Action Plan On the motion by Mr. D Agostino, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the District and Board Goals as listed and accepts the District Action Plan and the Board of Education Professional Development Action Plan as presented. Riverside Township District Goals The Superintendent of Schools will work with the school administration and ESL instructional staff to develop and implement parent involvement activities which will result in 10% of all parents, of English language learners in grades k-12, participating in at least one school hosted parent evening.
3 Page 3 2. Through the creation of a high school attendance committee we will seek to improve high school tardiness by 15% over final numbers (1,798). Goal <1, By June 2016, effectively utilize the Genesis parent portal, the district website and Blackboard Connect to communicate and seek feedback from parents and community stakeholders, with an overall target of a minimum of one (1) technological communication per month per school. Riverside Township Board of Education Goals % of board members will be in attendance at board meetings and each individual board member will attend 10 of 12 board meetings in the school year. 2. The Board of Education will improve public perception of its work by increasing communication and advocating for our public schools within the Riverside community. 3. Achieve Master Board Certification by March 2016 (achieve an additional 5 credits). Schools Health Insurance Fund On the motion by Mrs. Lobley, seconded by Mrs. Graf, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby agrees to become a member of the SHIF for the period outlined in the SCHOOL BOARD's Indemnity and Trust Agreement as per attached resolution. Bid Threshold Increase On the motion by Mrs. Lobley, seconded by Mrs. Graf, and carried unanimously, WHEREAS, Jodi Lennon, School Business Administrator/Board Secretary possesses a qualified purchasing agent (QPA) certificate; WHEREAS, the Governor, in consultation with the State Treasurer and pursuant to N.J.S.A. 18A:18A-3 (b), on July 1, 2015 has increased the bid threshold amount for school districts with purchasing agents who possess qualified purchasing agent certificates, from $36,000 to $40,000; NOW, THEREFORE BE IT RESOLVED that the Riverside Township Board of Education, pursuant to N.J.S.A. 18A:18A-3 (a) and N.J.A.C. 5:34-5.4, establishes and sets the bid threshold amount of $40,000 for the board of education, and further authorizes Jodi Lennon, Business Administrator to award contracts, in full accordance with N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the newly established bid threshold amount.
4 Page 4 Riverton Tuition On the motion by Mrs. Lobley, seconded by Mrs. Graf, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves Tuition Contract Agreements with the Riverton School District for the academic year at a per pupil cost for one Elementary School student at a tuition rate of $10,573 and one Middle School student at a tuition rate of $12,216. PERSONNEL Staff Development On the motion by Mrs. Graf, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the staff development activities for the school year as attached. Job Description On the motion by Mrs. Graf, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the job descriptions for Class Advisors as presented. Speech Teacher On the motion by Mrs. Graf, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby approves the appointment of Diane Biglin as a Speech Teacher at the contract salary of $84,179 (Step 18 + BS+15) for the school year, as recommended by the Superintendent. Resignation On the motion by Mrs. Graf, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby accepts the resignation, from Karen Stypinski as Summer School Aide and ES Instructional Ambulatory Aide, effective July 17, VOTE- Aye: J. D Agostino, D. Graf, M. Holak, A. Lobley, T. McElroy, S. Parker, and R. Russell Resignation On the motion by Mrs. Graf, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby accepts the resignation of Jennifer Theis-Alston as ES Basic Skills Teacher, effective August 5, 2015.

Russell Voluntary Transfer Education hereby approves the voluntary transfer of Heather Sommers from Elementary Kindergarten Teacher to ES Basic Skills Teacher, paid with Title I funds, for the school year, as recommended by the Superintendent. Elementary School Position Education approves the appointment of Alexa Silva as an Elementary Kindergarten Teacher effective September 1, 2015, at the contract salary of $55,185 (Step 0) for the school year, pending criminal history review, as recommended by the Superintendent. Elementary School Position Education hereby approves the appointment of Mariam Ghobrial as an Elementary School 3rd Grade Teacher effective September 1, 2015, at the contract salary of $59,185 (Step 0+M+15) for the school year, pending criminal history review, as recommended by the Superintendent. Part-Time Basic Skills Instructional Aide Education hereby accepts the resignation of Leah Falicki as hourly Preschool Aide and approves Leah Falicki as part-time ES Basic Skills Instructional Aide, effective September 1, 2015, at the hourly contract rate of $21.51 (BS), paid with Title I funds, for the school year. Preschool Instructional Aide Education hereby approves the appointment of Krystin Fenimore as Preschool Instructional Aide for twelve hours per week at the contract rate of $21.08, paid with Preschool funds for the school year, as recommended by the Superintendent.
6 Page 6 Preschool Instructional Aide On the motion by Mr. Holak, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves the appointment of Linda McCann as Preschool Instructional Aide for twelve hours per week at the contract rate of $21.08, paid with Preschool funds for the school year, pending criminal history review, as recommended by the Superintendent. Instructional Ambulatory Aide On the motion by Mr. Holak, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves Lisa Farrell as Instructional Ambulatory Aide at the hourly contract salary rate of $16.49, or as needed per the current IEP of the individual student, for the school year. Instructional Ambulatory Aide On the motion by Mr. Holak, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves Shernay Boyd as Instructional Ambulatory Aide at the hourly contract salary rate of $16.49, or as needed per the current IEP of the individual student, pending criminal history review, for the school year. Contract Rescission and Appointment On the motion by Mr. Holak, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby rescinds the contract of Karen Bridge as Child Study Team Clerk and approves her appointment as Middle School Administrative Secretary at the contract salary of $42,977 (Step 0), pro-rated effective September 1, 2015, for the school year. Child Study Team Clerk On the motion by Mr. Holak, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves the employment of Mary Louise DiMiero as a 10 month Child Study Team Clerk at the contract salary of $ 31,821 (step 0), effective date September 1, 2015, pending criminal history review, for the school year.
7 Page 7 Substitute Rate Education hereby approves a rate of $100 per day for Stephanie Zeris, the substitute serving on a daily basis as ES Pre-K Teacher, replacing Christine Buck, beginning September 1, November 24, 2015, for the school year. Substitute Rate Education hereby approves a rate of $85 per day for Robert VanSciver, the substitute serving on a daily basis as ES Special Education Teacher, replacing Colleen Rizzi, beginning September 1, February 19, 2016 for the school year. Substitutes Education hereby approves the following substitutes for the school year, pending criminal history review. Secretary Krystin Fenimore Linda McCann Karen Bridge Custodial/Maintenance Jermaine Crawford Substitutes Education hereby approves the nurse, custodial, maintenance, and crossing guard/playground aide substitutes for the school year, pending criminal history review as per the attached list. Elementary Summer School & Extended School Year Substitute Teacher/Aide Education hereby approves the following as substitute teacher and aide for Elementary Summer School & Extended School Year as needed.

McElroy Voluntary Transfer On the motion by Mrs. Graf, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves the voluntary transfer of Adrienne Browne from Elementary School 4 th Grade Teacher to MS/HS Special Education Teacher, for the school year, as recommended by the Superintendent. Elementary School Position-One Year Medical Leave Replacement On the motion by Mrs. Graf, seconded by Mrs. Lobley, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves the appointment of Christine Charley as an Elementary School 4th Grade Teacher effective September 1, 2015, at the contract salary of $55,185 (Step 0) for the school year, pending criminal history review, as recommended by the Superintendent.

STUDENTS Field Trips On the motion by Mrs. Lobley, seconded by Mr. Holak, and carried unanimously, Be It Resolved that the Riverside approves the following field trips for the school year as attached. Out of District Placement Education hereby approves the following student placements for the school year as attached. PROGRAM School Self-Assessment for Determining HIB Grades The Riverside Township Board of Education hereby enters into public hearing for the purposes of comment on the Elementary, Middle School and High School self-assessments for determining HIB grades under ABR. Ms. Ehrich Reported that the Elementary School scored 69 of a possible 78, Middle School scored 72 of a possible 78, and High School scored 65 of a possible 78. There were no questions or comments from the audience or board. On the motion by Mr. Holak, seconded by Dr. Parker, and carried unanimously, Be It Resolved that the Riverside Township Board of Education hereby accepts the HIB Grades as reported. FACILITIES Facility Use On the motion by Mr. McElroy, seconded by Mr. D Agostino, and carried, Be It Resolved that the Riverside Township Board of Education hereby approves the facility/building use requests for the school year as attached.
