1 CITY of SHEFFIELD JOB DESCRIPTION CHILDREN AND YOUNG PEOPLE AND FAMILIES SERVICE Informal enquiries to Joel Hanna This authority / service is committed to safeguarding and promoting the welfare of children and young people and expects all staff and volunteers to share this commitment CHILDREN AND FAMILIES POST TITLE Youth Justice Education Officer SALARY RANGE Grade 7 RESPONSIBLE TO Youth Justice Team Manager RESPONSIBLE FOR None HOLIDAY AND SICKNESS RELIEF To provide effective liaison between the Youth Offending Service, the Local Education Service, schools, colleges and other education providers, including those in the secure estate, to ensure that young people of statutory school age receive appropriate educational provision and learning support. PURPOSE OF JOB To broker effective and appropriate educational provision to meet the educational needs of young people engaged with the Youth Offending Service to reduce and prevent offending. To contribute to the assessment, supervision and support of young people engaged with the Youth Offending Service, assisting Case Managers, specialist staff, volunteers, mentors, parents / carers and other services as applicable. 1

2 JOB DESCRIPTION FOR POST OF:- Youth Justice Education Officer SPECIFIC DUTIES AND RESPONSIBILITIES The post holder must at all times carry out his/her responsibilities within the spirit of the City Council s Policies and Procedures, in particular the Council Policies on Equal Opportunities and Health and Safety and also, within the framework of the Children Act 2004 and annually agreed National Occupational Standards*. MAIN RESPONSIBILITIES This is not an exhaustive list of responsibilities, in addition to these direct responsibilities, Managers may be required (as previously) to lead for the service on different themes / work-streams either on a temporary or longer term basis To investigate educational absence within the YOS caseload and to collaborate with initiatives that seeks to work with local schools to prevent exclusions of young people from mainstream school and to assist reintegration back into education. To develop, oversee and utilise a range of ETE resources available to the Youth Offending Service for the educational reintegration and engagement of young people. To promote an understanding of the role and function of the Youth Offending Service, in order to maximise collaboration between the schools and Youth Offending Service. To identify the educational needs of young people which may be impacting on their offending behaviour. Commission services for young people in line with assessed individual needs and plans. Contribute to the achievements of Key Performance Indicators identified through service planning. SUPERVISION / MANAGEMENT OF PEOPLE No direct management responsibility for any other staff members. CASE MANAGEMENT Provide advice and information to Youth Justice Staff on all education related matters affecting young people of statutory school age in order to inform case recordings, assessment and interventions. This may include provision of reports to courts and custodial institutions. 2

3 To maintain all necessary case management records for administrative or statistical purposes and contribute to information management processes in the Service. Assist with the implementation and regular review of support packages, Individual Education Plans and Pastoral Support Plans for each young person in order to accommodate identified individual need. Investigate absence within the YOS caseload and develop initiatives with YOS and school staff to encourage and promote regular attendance of pupils. Under Supervision, to carry a caseload of young people in contact with the Youth Offending Service where educational issues are a primary need. RELATIONSHIPS To work collaboratively with other agencies which seek to prevent offending by young people in the Criminal Justice System. Work with and support young people in confronting barriers to learning. Responsible for working with schools and parents in order to facilitate managed moves from mainstream to any provision within the education service. Liaise with young people, families and carers to address provision and attendance concerns and provide support to facilitate them to participate in these processes. This will include home visiting as appropriate. DECISION MAKING To act as a consultant to Youth Offending Service staff on issues of education, thus ensuring that education receives the necessary recognition with colleagues and young people. KNOWLEDGE AND SKILLS Maintain performance and develop practice and experience in line with personal targets as agreed with line manager through supervision. FINANCE No direct budget holding responsibility. FLEXIBILITY 3

4 The ability to work flexibly to accommodate service or client need may be required. WORKING CONDITIONS Primarily office based, on occasion will be required to attend regional or national meetings and events but conditions will be those of an office-based environment. Officers may on occasion visit service users in their own homes or other establishments e.g. the secure estate. In these cases there will have been a risk assessment as the service user will be known to the service. PHYSICAL EFFORT Minimal physical effort required. PHYSICAL DEXERITY Normal requirements for precision and speed associated with office based duties. HEALTH AND SAFETY Primarily office based visits to service users homes may be required. GENERAL The post holder must, at all times carry out their duties and responsibilities in accordance with Sheffield City Council policies and procedures, in particular those relating to Equal Opportunities and Health and Safety. 5 CITY OF SHEFFIELD CHILDREN YOUNG PEOPLE AND FAMILIES DIRECTORATE PERSON SPECIFICATION FOR THE POST OF: Education/Qualifications/Registration Either qualification in:- Social Work (DipSW, Degree, CQSW, CSS or equivalent); Foundation Degree in Youth Justice; 2 years + police service; Probation diploma; Youth and Community Diploma; Nursing qualification; Teaching Qualification; Higher Level Teaching Assistant status; or equivalent experience How Assessed Application Form & evidence of qualification Experience Post Qualifying experience of working with young people, their families / carers in either an Education, Youth Justice or Youth and Community Work setting. Previous experience of working in a multi-agency environment. Experience of IT systems. / Reference Knowledge Demonstrate an understanding of the importance of promoting high levels of school attendance and of the techniques for doing so. To demonstrate a sound working knowledge of legislation and guidance relating to young offenders and their families and the law relating to educational attendance. Awareness of Equal Opportunities issues and a willingness to challenge discrimination. Understanding of the Education System, admissions/exclusions and educational opportunities Skills and Abilities Demonstrate the ability to identify and manage resources to assist young people to remain within their community Demonstrate clear, effective verbal and written communication skills Assessment Reference 5
