4 Overview HIV/AIDS Bureau The mission of the HIV/AIDS Bureau is to provide leadership and resources to assure access to and retention in high quality, integrated care and treatment services for vulnerable people living with HIV/AIDS and their families. 4
5 Purpose HIV/HCV ETAC (16-188) 1. TA/CBA: Provide technical assistance and capacity building (TA/CBA) to the RWHAP Parts A and B jurisdictions funded under HRSA in achieving goal of a centrally coordinated, comprehensive system of HCV screening, care, and treatment among people of color living with HIV (PLWH) 2. Multisite Evaluation: Design and implement a rigorous multisite evaluation to assess the implementation of the four comprehensive HCV screening, care, and treatment systems 3. Publication and Dissemination: Lead and coordinate the efforts for publication and dissemination of best practices, lessons learned, and other findings from the initiative 5
6 Summary of Funding HIV/HCV ETAC (16-188) $550,000 is expected to be available annually to fund one (1) ETAC. Applicants may apply for a ceiling amount of up to $550,000 per year. Funding requests must not exceed the ceiling amount If funding amount exceeds this ceiling, the application will be deemed nonresponsive and will not be considered for funding Type of Award: Cooperative Agreement Start Date: September 30, 2016 Project period: 3 years (September 30, 2016 September 29, 2019) Funding beyond the first year is dependent on: Availability of appropriated funds in subsequent fiscal years Recipient satisfactory performance Decision that funding is in the best interest of the Federal government 6
7 Award Information Cooperative Agreement A cooperative agreement is an award instrument of financial assistance where there is substantial involvement of the Federal government during performance of the project. Federal Grant and Cooperative Agreement Act of
8 Eligible Applicants HIV/HCV ETAC (16-188) Public and nonprofit private entities, including, but not limited to: Health departments State and local governments Tribal governments Community health centers Hospitals and medical centers Faith-based and community based organizations Colleges and universities For-profit companies and small businesses 8
9 Background Target Population Populations of interest include people of color living with HIV that have a high prevalence of coinfection with HCV Inclusive of Blacks/African Americans, Latinos/as, American Indians/Alaska Natives People who inject drugs (PWID) Men who have sex with men (MSM) 9
10 Program Expectations HIV/HCV ETAC (16-188) 1. 11 Program Expectations Technical Assistance (TA) and Capacity Building Assistance (CBA) Providing technical assistance to the demonstration sites through regular teleconferences, webinars, site visits and in-person meetings for a range of needs over the course of the initiative Facilitate the Community of Practice for Project Directors of the funded jurisdictions to share challenges, lessons learned, and best practices Coordinating and leading the logistics for annual working meeting in each year of the initiative with the jurisdiction sites, to be conducted in the Washington, DC area Conducting an annual site visit to each jurisdiction site for each year of the initiative 11
12 Program Expectations Multisite Evaluation Designing and implementing a rigorous multisite evaluation to assess the implementation and impact of the funded jurisdictions comprehensive HCV screening, care and treatment systems Conducting focused evaluation studies on issues relating to the clinical, administrative, financing, or public policy aspects of the initiative Developing and maintaining a secure website, with both public and private password-protected access for the initiative to serve as a data portal for the reporting of multisite evaluation data by the demonstration projects and a communications nexus for the initiative Coordinating the efforts of jurisdiction projects to assure the privacy and confidentiality of study participants and their health-seeking efforts Assisting jurisdictions in managing the IRB requirements for this project 12
13 Program Expectations Publication and Dissemination Leading and coordinating the publication and dissemination activities for the initiative, working in collaboration with the jurisdiction projects and SPNS staff Assisting HAB/HRSA with information dissemination to constituencies upon request Developing a final report highlighting the clinical, programmatic, and cost outcomes of the multisite evaluation to facilitate future replication of successful models 13

17 Project Narrative The Project Narrative provides a comprehensive framework and description of all aspects of the proposed project. It contains the following seven (7) sections: Introduction Needs Assessment Methodology Work Plan Resolution of Challenges Evaluative and Technical Support Capacity Organizational Information Note In order for reviewers to understand your proposal, ensure that the Project Narrative is succinct, self-explanatory and well-organized. 17
18 Budget Overview This FOA is for a multi-year (3-year) non-construction program. Accordingly, Budget Information consists of three major parts: SF-424A: Complete Sections B for each year of the 3-year project period Line Item Budget: While the budget period is for one year, you must submit line item budgets for each of the 3 budget periods (Attachment 4) Budget Justification: Describe each cost element and explain how each cost contributes to meeting the project s objectives/goals 18

21 Budget Justification Narrative List ALL staff names and position titles to be funded Be consistent with names and position titles Clearly describe each line-item in the budget justification narrative, specific to the cost category Include details of contracts, by cost category in both the line-item budget and budget justification narrative Include calculations for all items in the budget justification narrative (unit cost, total number of units) Provide a Budget Justification for Year One, then summarize any changes in Years Two through Three Remember Be Clear and Concise! 21
22 Budget Salary Rate Limitation The General Provisions in Division H, 202, of the Consolidated Appropriations Act, 2016 (P.L ), includes provisions for a salary rate limitation Award funds may not be used to pay more than $185,100 annually for an individual s salary (exclusive of fringe) The salary limitation applies to subrecipients Note these or other salary limitations will apply in FY 2017 as required by law 22
23 Budget Funding Restrictions Funds may not be used for the following purposes: Charges that are billable to third party payers (e.g., private health insurance, prepaid health plans, Medicaid, Medicare, HUD, other RWHAP funding AIDS Drug Assistance Program [ADAP]) Cash payments to intended recipients of RWHAP services Purchase, construction of new facilities or capital improvement to existing facilities Purchase or improvement to land Purchase of vehicles Fundraising expenses Lobbying activities and expenses Reimbursement of pre-award costs International travel To directly provide medical or support services (e.g., HIV care counseling and testing) that supplant existing services 45 CFR 75 Subpart E 23

26 Attachment 5 Staffing Plan Staffing plan should include sufficient personnel to successfully implement proposed project activities and goals Include education, experience, qualifications, and rationale for the amount of time being requested for each staff 26
27 Application Review Selection Process Division of Independent Review (DIR) is responsible for managing objective reviews within HRSA Applications competing for Federal funds receive an objective and independent review performed by a committee of relevant and qualified experts (ORC) Applications submitted by the published deadline that pass the initial HRSA eligibility and completeness screening will be reviewed and rated by a panel based on the review criteria in Section V of the FOA The competitive objective review process is based solely on the merits of the application. It is critical that the applicant paint a clear picture of the approach and the specific work plan proposed and the capabilities that the applicant brings to the work 27
28 Application Review Scoring Criteria Review Criteria are used to review and rank applications. For this FOA, there are 6 review criteria: Criteria Points Criterion 1: Need 10 Criterion 2: Response 30 Criterion 3: Evaluative Measures 20 Criterion 4: Impact 10 Criterion 5: Resources/Capabilities 20 Criterion 6: Support Requested 10 Total Points
29 Award Administration Award Notices Anticipated that awards will be announced prior to the start date of September 30, 2016 Notices will be sent electronically to the applicant s Authorized Organization Representative (AOR) and reflects the only authorizing document Any other correspondence announcing that a application has been selected for award is not an authorization to begin performance 29
30 Award Administration Reporting Requirements Successful applicants must comply with Section 6 of HRSA s SF-424 Application Guide and the following reporting and review activities: Annual Progress Report(s). The recipient must submit a progress report to HRSA that covers activities for the entire budget year. Further information will be provided in the award notice. Final Project Report. The recipient must submit a final project report to HRSA that covers activities for the entire performance period The recipient must the final Patient Knowledge Assessment and Provider Assessment tools by the end of month 2 in Year 1 The recipients must submit the final multisite evaluation, including conference abstracts, manuscripts for peer-reviewed journals and other dissemination materials by the end of Year 3. The recipient must submit all TA and CBA resources by the end of Year 3 Integrity and Performance Reporting. The Notice of Award will contain a provision for integrity and performance reporting in FAPIIS, as required in 45 CFR 75 Appendix XII 30

35 Application Writing Pearls of Wisdom Do Not Go Over the 80 Page Limit Print your entire application before uploading into Grants.gov so you can make sure it is not over the page limit Any applications over the page limit will not be reviewed. Your application will automatically be rejected by Grants.gov Do Not Exceed the 50 character limit on file names Your application may be rejected by Grants.gov if you use attachment names greater than 50 characters Submit application at least 48 hours prior to deadline to ensure you receive the confirmation of successful submission 35
