2 European corridors to provide competitive and reliable freight transport To encourage and promote international rail transport, several freight corridors have been developed within the European Union. Adopted in 2010, Regulation 913/2010 concerning a European rail network for competitive freight defines nine initial corridors. These rail freight corridors, the result of a cooperation between the infrastructure managers and allocation bodies, provide harmonised cross-border traffic for freight trains on international routes. They aim to enhance the quality of service by focussing on customer care. Infrabel, the Belgian rail infrastructure manager, is involved in three corridors on its network. 5 MANAGING THE CORRIDORS Each rail freight corridor has a two-tier governance structure : An Executive Board made up of representatives from the authorities of the Member States involved. A Management Board of representatives of the infrastructure managers and allocation bodies involved. The Management Board also creates advisory groups : A group consisting of managers and owners of the corridor terminals. A group made up of railway undertakings interested in using the corridor. Infrabel is a member of the Management Board of the 3 corridors passing on its network and is currently occupying the presidency of Corridor 2. 6 // AN ATTRACTIVE RANGE OF INTERNATIONAL TRAIN PATHS The infrastructure managers and allocation bodies involved jointly construct a catalogue of pre-arranged paths for each corridor, creating a range of available international train paths. These pre-arranged paths are coordinated to better meet market needs and can be combined into a single international request. These paths are protected from any major changes. WHO CAN ORDER THESE TRAIN PATHS? Apart from railway undertakings who have a licence and a safety certificate, other applicants (shippers, freight forwarders, etc.) may request capacity on these corridors. The latter first need to sign a capacity contract with Infrabel. To be able to use the path, the applicant shall appoint a railway undertaking to carry out the freight transport on its behalf. // 7
6 WHERE CAN YOU REQUEST A PRE-ARRANGED PATH? Corridor 1 : Corridor One Stop Shop (C-OSS) The allocation decision on pre-arranged paths is made in a single place per corridor (Corridor One Stop Shop). The C-OSS is available to answer all your questions. Path Coordination System (PCS) PCS is the only tool that allows you to place your orders for pre-arranged paths on a corridor. It is provided by RailNetEurope (RNE). Corridor Information Document The Corridor Information Document (CID) provides you with information for each corridor on : the conditions for using the corridor ; the list of and the types of terminals ; the operating procedures on a corridor.
