2 National Landscape Landscape What has changed: o Government and COAG re-engagement in the importance of planning has stalled. o COAG appears firmly pre-occupied with planning as a regulatory activity, which it considers to be an impediment under the National Seamless Economy o The ministerial council for local government and planning has been disbanded and the senior planning officials group is relatively inactive o On-going role of and resources for Major Cities Unit unclear o A Federal election looms in the next 12 months with limited debate and engagement in the key issues that had gained traction over the past few years

4 Planning pyramids pyramids WHERE WE ARE TODAY WHERE WE WANT TO GET TO Strategy Strategy Typical Planning System Typical Planning System Development Assessment Development Assessment Nationally we are pre-occupied with development assessment as constituting the planning system and a never-ending fascination around quantitative performance measures associated with timeliness. Whilst important, this relegates the role of spatial and strategic land use policy to a point where it is under-invested and cannot deliver the qualitative outcomes that society expects and needs from the planning system.

6 National urban policy Major policy Our Cities Our Future: Driving economic growth without compromising the natural environment and quality of life o Seeks to establish a long-term national framework to guide policy development and public and private investment in cities o Focuses on productivity, sustainability and liveability, and the links between the three, recognising interdependencies o Recognises that primary responsibility to plan for growth and change in cities resides with states and territories o Acknowledges that nearly all public policies directly or indirectly affect urban development o Cross references population strategy, COAG city strategic planning systems, and transport and infrastructure policy initiatives o Unclear on how and what is to be delivered

7 State of Australian cities of Australian cities Progress of cities: A statement of the progress of cities against five areas of analysis to inform policy and investment decisions: o Population continued net growth of all major cities and at the fringes o Productivity cities are major source of Australia s GDP wealth, but this is declining o Sustainability reduced per capita energy and water use, generating less waste and recycling more, and improved air quality, but overall consumption increasing o Liveability Largest cities rated in top ten in the World, high costs of living, cost of housing and increasing gap in equality o Governance Productivity Commission points to inefficiencies, changes at COAG with new standing committee on Transport and Infrastructure o $20m Liveable cities program for up to $500,000 for planning and design initiatives and $4m for demonstration projects.

8 Sustainable population strategy Sustainable population strategy Growth and jobs: o Does not offer a position on what is a sustainable population for Australia o Less of a strategy and more of a funding program o $95m for Sustainable Jobs Program, Sustainable Regional Development, Promoting Regional Living and Measuring Sustainability o Considers the social and economic infrastructure needed to support a growing population, including roads, housing and service delivery network cross referencing National Urban Policy o seeks to address the challenges associated with population growth, including the impact on the environment, water and urban congestion o Looks beyond growth and where it occurs to consider what constitutes a sustainable community, including services, jobs, education, costs of living, housing, amenity and enviornment

Provide for planned, sequenced and evidence-based land release and an appropriate balance of infill and greenfield development 7. Clearly identify priorities for investment and policy effort by governments, and provide an effective framework for private sector investment and innovation 8.
