WHAT ARE OIL SPILL JOB AIDS? A 55+ page oil spill planning and response resource that includes: Booming, Damming, Vectoring, Recovery, Anchoring and more Field useable and laminated to make work safer, make decisions easier, quicker and more accurate as well as minimize cleanup time and cost Second Edition released in September,

WHY JOB AIDS ARE NEEDED Brings math and science into oil spill planning and response Brings provable and effective tools into critical oil planning and response tactics Makes planning and response decisions easier, faster and more accurate Makes response tactics safer for workers and the environment SAVES TIME, MONEY, ENVIRONMENTAL IMPACT AND REPUTATION 3

WHY JOB AIDS ARE NEEDED (CONT D) Most responders simply guess how, where and why to deploy countermeasures Takes the guesswork out of effective and appropriate countermeasure deployment In order to be effective, it allows for TACTICAL not STRATEGIC planning, not just another plan A strategy is designed to achieve an overall goal (general overview) A tactic is an action performed to achieve a specific task (detail specific). 4

SOURCES AND REFERENCES Many sources and reference materials were used to develop these Job Aids, including: ESCO US Coast Guard US Department of Interior NOAA National Imagery and Mapping Agency Many others 12.

WHAT YOU WILL NEED Oil Spill Job Aids Book Scientific calculator Wax pencil Means of measuring current speed Means of measuring channel width Tape measure Ruler Small clear protractor Parallel rulers or plotter Dividers Maneuvering Board Means of measuring oil thickness Photo: ESCO 13

WHY A SCIENTIFIC CALCULATOR? We have simplified all equations to a level where you simply put a number on a line in the worksheet and follow the equation as shown Some equations require the use of SIN, COS and SQUARE ROOT functions these are generally only available on scientific calculators 14

WHY A WAX PENCIL? Sometimes referred to as a china marker Besides being waterproof, these laminated Job Aids allow for writing with a wax pencil making them reusable A dry erase marker can be used, but the writing is easily smeared and erased compared to the wax pencil 15

WHY A PROTRACTOR? A device for measuring angles A large laminated protractor is included in Job Aids for determining boom deployment angle A small, clear protractor is needed for Pipe Flow Segment Worksheet 16

WHAT ARE PARALLEL RULERS? Two straight-edged rulers joined by two arms which allows them to move closer or further away while always remaining parallel to each other 17

WHAT IS A PARALLEL PLOTTER? A plotter mounted on a roller which may include a protractor or other scales. Lines are transferred and kept parallel by two rollers mounted on a slide axis. 18

WHAT ARE DIVIDERS? Used to measure distance on a chart 19

WHAT IS A MANEUVERING BOARD? Uses either parallel rulers or parallel plotter and dividers to determine relative movement of oil based on current speed and direction and wind speed and direction Outer ring represents compass rose (true degrees) Concentric circles indicate speed 20

BOOMING EXAMPLE Use the Booming Worksheet and associated sheets to quickly determine current speed, ETA of oil to location, maximum booming angle, total boom and/or rope required, mooring line loads Much more 21

BOOMING EXAMPLE (CONT D) Know exactly what angle to properly deploy boom by using the Boom Angle Protractor Marked for either containment or exclusionary/diversionary booming methods 22

DAMMING EXAMPLE Accurately and quickly determine the flow volume of a flowing pipe 23

DAMMING EXAMPLE (CONT D) Quickly and accurately determine the correct pipe quantity and size for underflow, overflow and throughflow dams 24

DAMMING EXAMPLE (CONT D) Quickly and accurately determine the correct height for various types of weirs and sluice gate dam Much more 25

VECTORING EXAMPLE Use this Worksheet to quickly and accurately determine the combined influence of wind and current on released oil critical for proper boom deployment 26

OIL SPILL RECOVERY Whether for planning or during operations, quickly and accurately determine skimmer needs to effectively and efficiently recover oil 27

EXAMPLES Real-life examples of how the Job Aids will greatly assist with planning and response One example each for Booming Damming Vectoring Oil Recovery 28

BOOMING EXAMPLE What is the average current speed? What is the river width (shoreline to shoreline)? What is boom deployment angle at this site? How much boom and/or rope is required for this site? What is mooring line load (each)? Spill occurred upstream two (2) miles, when will it impact this area? 29

WHAT IS CURRENT SPEED? VIDEO In order to minimize file size (40mb with video) for distribution, the video has been removed, saving over 35mb in file size allowing this Presentation to be easily distributed Photo: ESCO 30

WHAT IS RIVER WIDTH? Photo: ESCO 31

BOOMING EXAMPLE ANSWERS The average current speed is 2 knots The river width is 90 feet What is boom deployment angle at this site? 20.5 How much boom and/or rope is required for this SINGLE site? 257 feet What is mooring line load (each)? (doesn t include oil or debris) 1,509 pounds 6 inch skirt, total continuous length boomed 2,860 pounds12 inch skirt, total continuous length boomed Difference between ¼ and ⅜ line Spill occurred upstream two (2) miles, when will it impact this area? Between 45 & 60 minutes 32

DAMMING UNDERFLOW DAMS Total capacity is 5 x 3.5, or 17.5 square feet Estimated flow is 2 knots Built with 6, 3 inch pipes Calculated flow requires 48, 3 inch pipes OR 27, 4 inch pipes (26.80) 3, 12 inch pipes (2.98) 1, 24 inch pipe (0.74) Photo: USEPA. No copyright protection is claimed by ESCO for original US Government Works 33

HOW MANY PIPES ARE NEEDED? If you calculate, based upon stream size/capacity, that a 24 inch pipe will carry the flow in a specific area but all you have is 6 inch pipe, how many 6 inch pipes will you need to match the flow of a 24 inch pipe? 34

HOW MANY PIPES ARE NEEDED? How many 6 inch pipes will be needed to match the flow of a 24 inch pipe? 16 35

AREA OF A CIRCLE Area = π. R 2 (π = 3.14) 6 inch pipe area = 3.14 x 3 x 3 Area = square inches 24 inch pipe area = 3.14 x 12 x 12 Area = square inches / Diameter Radius 36

VECTORING EXAMPLE River is flowing 2 knots toward NW (315 ) Wind is blowing 20 knots (23 mph) from SW (225 ) Oil speed based on 3.5% of wind velocity =.70 knots Oil Vector is: 2.1 knots toward
