1 INVITATION TO BID Notice is hereby given that sealed bids will be received at the City Clerk's Office, City Hall, 435 Ryman Street, Missoula, MT until 3:00 p.m., Monday, March 30 th, 2015 and will be opened and publicly read in the Mayor's Conference Room, City Hall at that time. As soon thereafter as is possible, a contract will be made for the following: Purchase of one (1) Wireless Portable Six-Column Heavy Duty Lift System. Bidders shall bid by City bid proposal forms, addressed to the City Clerk's Office, City of Missoula, enclosed in separate, sealed envelopes marked plainly on the outside, "Bid for one Wireless Portable Six-Column Heavy Duty Lift System, Closing 3:00 p.m., Monday, March 30 th, 2015 ". Pursuant to Section Montana Code Annotated, the City is required to provide purchasing preferences to resident Montana vendors and/or for products made in Montana equal to the preference provided in the state of the competitor. Each and every bid must be accompanied by cash, a certified check, bid bond, cashier s check, bank money order or bank draft payable to the City Treasurer, Missoula, Montana, and drawn and issued by a national banking association located in the State of Montana or by any banking corporation incorporated under the laws of the State of Montana for an amount which shall not be less than ten percent (10%) of the bid, as a good faith deposit. The bid security shall identify the same firm as is noted on the bid proposal forms. No bid will be considered which includes Federal excise tax, since the City is exempt there from and will furnish to the successful bidder certificates of exemption. The City reserves the right to determine the significance of all exceptions to bid specifications. Products or services that do not meet bid specifications must be clearly marked as an exception to the specifications. Vendors requesting inclusion or pre-approved alternatives to any of these bid specifications must receive written authorization from the Vehicle Maintenance Superintendent a minimum of five (5) working days prior to the bid closing. The City reserves the right to reject any and all bids and if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the City's requirements. The City reserves the right to waive any technicality in the bidding which is not of substantial nature. 2 CITY OF MISSOULA, MONTANA SPECIFICATIONS FOR ONE (1) SIX-COLUMN HEAVY DUTY PORTABLE WIRELESS TRUCK LIFT SYSTEM GENERAL EQUIPMENT DESCRIPTION: The City of Missoula Vehicle Maintenance Division intends to purchase six column style wireless portable truck lifts. The primary function of this equipment is to lift class 7 and class 8 trucks to enable mechanics to safely perform maintenance. These portable lifts must be mobile and/or capable of moving from one interior shop location to another as needed. The lifts must meet the specifications listed below. VENDOR S SERVICE LEVEL: These should be considered complete "Turn Key" units ready for immediate use upon delivery. All items that Vendor has selected "Meets Specs" shall be provided prior to processing documentation for payment. Meets Specs Does Not Meet Specs MANDATORY FUNCTIONS: This portable hoist system must lift single and tandem axle class 7 and 8 trucks high enough to enable a mechanic to safely work under the lifted truck. These units must meet or exceed all of the expectations of a heavy duty mobile truck lift system. These units must safely enable maintenance staff to perform all operations expected of this equipment. These column style lifts must be wireless and portable: capable of being moved by hand via wheels, and capable of being moved with a forklift and pallet style jack handles. All six column hoists must lift in unison as well as in combinations of 2, 4 and 6 mobile column lifts on corresponding opposite sides of a truck. Unit must be manufactured by the United States Patent holder. DATE OF MANUFACTURE: The City of Missoula intends to purchase a new current model year system. BASIC REQUIREMENTS: Manufacturer must have factory customer service available for the initial

3 setup, training, future service, and warranty. All required lubricants shall be available from Montana lubrication suppliers other than OEM dealers. Heavy duty column lifts must be certified by the Automotive Lift Institute (ALI). APPLICABLE STANDARDS (All standards referenced shall be of the most current revisions.) Must meet the following standards: GOVERNMENTAL AND INDUTRIAL: Environmental Protection Agency (EPA) standards. OSHA standards. Automotive Lift Institute (ALI) certified. SAFETY: All belts, drive shafts, chains, and pinch points must be clearly marked and protective guards in place to prevent operator injury. All steps, landings, walkways, and footholds must be covered with or made of non-slip materials. All hazardous areas or operations should be clearly labeled in such a fashion to make the operators aware of potential danger. Units must have current annual inspections including documentation upon set up and delivery. Units will be delivered F.O.B. to: Jack Stucky City of Missoula V. M. Superintendent 1305 B Scott Street Missoula, Montana DELIVERY: All Delivery, Transportation, and Shipping charges are included in Bid Price. All services will be performed prior to delivery and units will be completely assembled, clean and free of defects.

4 Delivery to be within 60 days of purchase award. Units must be complete and no assembly will be required at time of delivery. Parts manual supplied: one (1). Service manual supplied: one (1). Operator's manual supplied: two (2). MANUALS: Preventative Maintenance scheduled timetable information provided. TRAINING: At no additional cost, Vendor shall agree to provide a qualified factory authorized service representative(s) for the following training: 4 hours of mechanic training in operation, maintenance, adjustment, and repair of units. All training will take place within 15 days of delivery. A Preventative Maintenance schedule of maintenance required at specific time intervals will be supplied. Pre-approved video training may be used in place of actual instructors if the videos are considered part of the purchase to become the property of the City of Missoula. VENDOR LOCATION: Vendor must be located or have a service location in North Western United States. Preference will be given to vendors with service locations Montana. LIFT SPECIFICATIONS: Mobile lift system must be capable of lifting heavy tandem axle dump trucks and vacuum trucks. The system must be capable of functioning efficiently with 2, 4 or 6 lifts used independently. This will enable the system to use 2 lifts to pick up a front or rear end of a vehicle, 4 lifts to pick up a single axle truck and/or 6 lifts to pick up a tandem axle truck. Heavy duty mobile column lifts must have pallet jack mechanisms equipped with polyurethane treaded steel wheels for easy movement.

5 Lifts must move efficiently over cracks and seams in the shop floor. Pre-approved alternatives that enable the units to move easily, safely, and efficiently will be considered. Power supply shall utilize a 24 volt battery system with 110 volt charger with a built in female outlet. Pre-approved alternatives may be considered. Each mobile column shall have a hydraulic cylinder lift system that provides lift to at least 74 inches. The lift system must include a system pressure relief valve that prohibits overloading he system. Lifts shall have mechanical stops or lugs that load test to a minimum of 18,000 lbs and allow the user to visually confirm that the lugs are in place. Carriage assembly arms must have forks with positive grip non-skid pattern that accept up to 53 tire diameters and adjust down for smaller diameter wheels to Each column shall be equipped with an LED or Liquid Crystal Display Touch screen or control panel that is oil resistant. Pre-approved equivalents may be considered. Each lift shall have an illuminated power on status that is easily identifiable. Each lift shall be equipped with an emergency shutdown button that halts all lifting and lowering of synchronized lifts. The touch screen and/or lift controls must have at least 240 RFM channels per column to minimize interference. The touch screen or control panel must include and enable button to activate the system prior to performing any operations. This system must prevent accidental activation of the lifting or lowering functions. The touch screen or control panel must be able to lower the lifted weight onto the locking lugs, taking all of the weight off of the hydraulic system. Each lift shall have a lock button to allow the user to lock out the entire system from one lift to prevent lift actuation inadvertently. The touch screen or control panel must provide selections for single-paired operations which enable a lockout safety feature for lifts not in use or used on other projects.

6 Lifts must have a controlled or slow lowering function during the first 6-12 inches for additional safety. Lifts must have emergency procedures or by-pass systems to lower a lifted vehicle manually in the event of a system failure. These instructions must be part of the training and included in the operations manuals. OPTIONAL EQUIPMENT: Touch screen, control panel or display screen on each lift shall indicate the approximate weight being lifted at each column. Touch screen or control panel must also display lift height, battery status and RFM channel. WARRANTY: All warranty must be Original Equipment Manufacturer s with a minimum coverage period of one year. Warranty documentation shall be included in the bid package. BID PRICE SHEET The prices listed in this price sheet shall be totally inclusive of all freight, shipping, dealer preparation, or assembly charges.
