2 Scarborough Fire Department TOWN OF SCARBOROUGH FIRE DEPARTMENT The Town of Scarborough Fire Department is seeking highly motivated and customer service minded individuals to join our team of public safety professionals. The Town has a population of 18,919 and covers 54 square miles from six neighborhood fire stations. We respond to over 3,800 calls for service annually providing advanced life support EMS treatment & transport as well as full-service fire suppression, marine and technical rescue services to the citizens and visitors to our community. We are currently accepting applications for full-time: Paramedic Firefighters & Firefighter/EMTs Our full-time staff is covered under a collective bargaining agreement which includes a competitive wage rate and an excellent benefits package including a 25 year, no age limit, 2/3 salary, retirement plan. This letter and the attached documents contain important information that will help you to prepare for the next steps in our hiring process. To be successful in the hiring process you must read all the information carefully and comply with all requirements and requests for documentation. Failure to do so is automatic cause for rejection. The hiring process timeline is attached. Our intent is to provide all candidates with the dates of all scheduled activities in advance so you can be prepared to attend if you are invited to participate in the various stages of the process. That being said, the schedule is subject to change without notice due to circumstances beyond our control. will be our primary means of communication. You are encouraged to provide us with your address and to check it daily to make sure you don t miss any notifications or appointments. If you do not have an address please indicate that and provide a telephone number where you can be reached or messages can be left. This process is accelerated, notice will be short, and a prompt means of communication is essential for your success. The application deadline is Sunday 3/15/15 at Midnight. An initial electronic application for employment must be filed on-line. That application can be accessed at: Select the Fulltime Firefighter/EMT position. Additional application materials, certifications, and licenses are also required to be submitted as outlined on the attached Hiring Process Checklist in addition to the base electronic application. Those documents must be uploaded electronically through this same application process before your application is complete. If you have any questions about the application or uploading process you may contact the Human Resource Department at The Town of Scarborough uses the Candidate Physical Ability Test (CPAT) process to screen potential candidates to assure they are inherently physically capable to be trained as firefighters and perform the essential job functions. The CPAT is a joint national labor/management initiative sanctioned by the International Association of Firefighters (IAFF) and the International Association of Fire Chiefs (IAFC). A mandatory informational orientation about our department, the hiring process, and the CPAT testing program has been scheduled for 3/9/15. Please note on the attached Hiring Process Timeline that there are also two scheduled opportunities for candidates to attend practice CPAT sessions where you can meet with certified peer fitness trainers to discuss preparation and practice on the actual CPAT course. Those candidates who successfully complete a practice session within the required time will receive their completion card and are not required to attend the final exam session on 6/15/15. The Town will also accept valid CPAT completion cards issued by another licensed agency after 6/15/14. The location of the CPAT course is the South Portland Fire Department, 20 Anthoine Street, South Portland, ME. The CPAT is a fair, nationally vetted and validated assessment tool, but successful completion requires candidates to be in good physical shape. It is highly recommended that you research the process and take advantage of the practice sessions to improve your chance of success. Candidates that do not successfully complete the CPAT will not move forward in the hiring process. In addition to the CPAT a general knowledge written exam is also required. That is scheduled for 4/8/15 at the Scarborough Public Safety Building, 246 Route 1 starting at 0900 hrs. A photo ID is required to take the test and a passing grade of 70 or higher is required to move forward in the process. The required application materials, which include training certificates, EMS license, and assorted documentation as well as the results of the written test and CPAT, will be used to establish an oral board interview list. The Oral Board interviews will be held on 6/29/15 and will consist of the Human Resource Director, a member of the Scarborough Professional Firefighter s Association, and three respected members of the local fire service community from outside the Scarborough Fire Department. The highest ranked individuals following the oral board will be considered for second round interviews with the Fire Chiefs on 7/8/15.

ROUTE 1 SCARBOROUGH, MAINE TEL: (207) FAX: (207) In addition to the minimum job description requirements and successful completion of the written and CPAT tests, the Scarborough Fire Department has developed a point system to assist us in ranking candidates through the first portion of the hiring process. A copy of the point system is attached. Points will only be awarded for those areas that are supported with written proof of completion or copies of certifications. If you have ever, or are currently working as a full-time firefighter/emt in another community please attach proof of up to five years of full-time service. Number of years If you have in the past or are currently employed as a Per-Diem or Call Member of the Scarborough Fire Department indicate the number of years of prior service up to a maximum of 10 years. Number of years: Note: points for each year of experience are only eligible for one category above no duplication Attach proof of Driver/Operator certification or completion of Level 3 of the SFD training card if applicable Attach proof of Fire Officer certification or completion of Level 4 of the SFD training card if applicable Attach a diploma from an Associate s Degree program in Fire Science (or a relevant field of study) if applicable Attach a diploma from a Bachelor s Degree program in a relevant field or public administration if applicable Attach Hazardous Materials Technician Certification if applicable The balance of the points will be awarded based on the results of your written test and the oral board interview. This system may be used to determine candidates that will be invited for an interview with the oral board however the final decision on hiring lies with the Fire Chief and will be based on an overall evaluation of the best candidate for the position and best fit for the department. EMS Licensure (maximum 10 points) 10 EMT-I license 5 EMT-P license 5 Years of Service (maximum 10 points) 10 Years of full time experience (1 point/year up to 5 points max) Years of SFD call or per-diem experience (1 point/year up to 10 points max) Points for each year of experience are only eligible for one category - no duplication Firefighter II certification (or completion of SFD Training Card Level 2) 5 Driver/Operator certification (or completion of SFD Training Level 3) 5 Fire Officer I certification (or completion of SFD Training Card Level 4) 5 Associate s Degree in Fire Science (or relevant field of study) 5 Bachelor s Degree in relevant field or public administration 5 Hazardous Materials Technician certification 5 Written Exam (0-20 points based on score in relation to the other candidates that passed) 20 Oral Board (0-30 points based on score) 30 Maximum Possible Score 100 Hiring Process Eligibility List The Scarborough Fire Department will from time to time advertise for various full time positions of employment. During those hiring processes applicants will be evaluated in terms of their employment applications, resumes, written & physical ability evaluations, experience, and general fit for the department. In order to streamline the hiring process and eliminate the need for candidates to reapply or re-test, the department will maintain an unranked list of candidates for full time positions that may be used for future hiring processes for a period of up to 18 months. The Eligibility List is designed to maintain an active group of potential candidates that meet the requirements of the job description, and have passed both the written and physical ability exams. Those candidates may be asked to continue with other sections of the hiring process including oral boards and Chief s interviews at the sole decision of the Fire Chief. Additionally, the Town reserves the right to modify minimum eligibility requirements at any time. Since the goal of the department is to hire the best possible candidate for every vacant position the presence of an active Eligibility List does not in any way preclude the department from advertising for more candidates at any time, for any vacant position.

Applications are available online at: A hiring process checklist, job description, process timeline, summary of the point system, and explanation of the physical abilities test will be available as part of the application packet which can be downloaded by the applicant. 3/9/15 Mandatory Department Hiring Process & Candidate Physical Ability Test (CPAT) Orientation This is a mandatory requirement of the CPAT process and will be held at the South Portland Fire Department, 20 Anthoine Street, South Portland, starting at either 1000 hrs. or 1830 hrs. (candidates can attend either session). An overview of the department and the hiring process will be followed by a standardized orientation of the CPAT process conducted by Certified Peer Fitness Trainers. Applicants will be required to sign up for or waive CPAT practice sessions. 3/15/15 Application deadline The on-line application and all required supplemental information as outlined on the hiring process checklist must be uploaded and complete by Midnight. Incomplete applications will not move forward in the process. 3/20/15 Notification of Eligibility for Written Test Applicants that meet the minimum job description requirements will be notified via that they are eligible to take the written exam on 4/8/15. 4/8/15 Written Test A civil service type written exam will be conducted at the Scarborough Public Safety Classroom, 246 Route 1, Scarborough, at 0900 hrs. Michael Thurlow QUALIFICATIONS - Must hold and maintain a valid Maine Driver s license. - High School Diploma or equivalent required; Associate degree preferred. - NFPA Firefighter I & II certification or equivalent. - Successful completion of a state certified AVOC/EVOC class. - Must have the ability to work fixed and rotating shifts. - Must hold and maintain a valid Maine EMT-I license. Candidates with a current EMT-B license may apply and be may hired with a grace period of up to 36 months from their date of hire to become licensed as an EMT-I at their own expense and on their own time. - Must currently meet or be willing to meet the fire and EMS training requirements listed below. - Must successfully complete a psychological evaluation. - Must successfully complete a physical abilities test. - Must successfully complete a comprehensive background check. - Must successfully complete a post offer comprehensive physical examination. REPORTS TO: Rescue Lieutenant, EMS Deputy Chief, Fire Deputy Chief, and the Fire Chief NATURE OF WORK This is a skilled emergency medical and firefighting position that requires the employee to respond to a wide range of medical, traumatic, and fire suppression-related emergencies in a community encompassing 54 square miles with a year round population of nearly 20,000 that is significantly higher in the summer months. The department's annual call volume exceeds 3,500 calls for service per year. The person filling this position must be mature, honest, compassionate, able to work well with others, and be willing and able to interact positively with the public. The candidate must be prepared to respond to emergency EMS and fire calls in all types of weather, day or night. Due to the geography of the community the candidate must be prepared for emergencies on/in the ocean, highways, residential neighborhoods, industrial areas, as well as agricultural settings.

The person filling this position will become involved in station duties, public education, in-house education for the professional development of our personnel, equipment and apparatus maintenance, disinfecting and cleaning of equipment and apparatus, computer related reports and assignments, and a variety of other tasks that may be assigned by the Fire Chief or his designee. The person filling this position must be: Knowledgeable in current EMS standards applicable to their licensure level as outlined in state and local protocols Knowledgeable and proficiently skilled in all fire suppression related techniques as outlined within Proficiently skilled in all patient care techniques that may be performed by a Maine licensed Emergency Medical Technician as appropriate for their licensure level In good physical and mental condition Able to develop a rapport with a vast cross section of coworkers including call members, student firefighters, part-time and full-time firefighters and EMS personnel, local and state police officers, and hospital staff all with varying levels of training and experiences. ILLUSTRATIVE EXAMPLES OF WORK REQUIREMENTS Work closely with a Paramedic partner to provide patient assessment, treatment, and transport within the scope of your Maine EMS license level on any call for emergency medical service in the Town of Scarborough and its mutual aid communities. Perform effective triage, treatment, and transport of victims involved in an MCI event. Be knowledgeable in and adhere to State and local EMS protocols as well as department and company Standard Operating Procedures, Guidelines, and General Orders. Exercise sound judgment with respect to all matters involving patient and responder safety including but not limited to; emergency vehicle operations, scene safety, injury prevention, infection controls, etc. Perform fire suppression activities as required including but not limited to suppression, ventilation, forcible entry, search & rescue, overhaul, and managing a rehab division. Perform station duties, equipment and apparatus maintenance checks, hydrant shoveling, hose testing, and a variety of other assignments as part of the team as assigned. Maintain a willingness to learn and employ additional skills and techniques as needed. Learn and maintain up-to-date knowledge of the location of streets, principal buildings and geographic features of the Town of Scarborough. Effectively receive, process, relay, and follow both oral and written instructions. Comply with all Department training requirements. Establish and maintain effective working relationships with other employees (call, parttime, full-time and students), supervisors, other departments, agencies, and the public we serve.
