Engine 213 Medic 213 The Cedar Hill Fire Department responds with one Advanced Life Support (ALS) engine company, two ALS Quints, and three ALS medic units. These are strategically located throughout the city. The department has a staff of 62 members and a total operating budget of $6,291,780. In 2006 the fire department responded to 4280 calls for assistance. Approximately 69% of all calls are emergency medical responses.

3 Cedar Cedar Hill Hill Fire Department Department Annual Report Fire Chief s Message: The Cedar Hill Fire Department has served the citizens of Cedar Hill with courage, distinction, dedication and commitment since Today it is my honor to present you with the Cedar Hill Fire Department s 2006 Annual report. Past resources provided by the City Council and City Management have allowed the department to: (1) Respond to 4280 calls for service. (2) Increase staffing levels for the city s three fire stations. (3) Increase annual inspections by 74%. (4) Complete Phase I of the signal pre-emption program. (5) Partner with the Parkland Bio-Tel system. (6) Received Assistance to Firefighter Grant in the amount of $96,000. (7) Continue the comprehensive hydrant maintenance program, expand the pre-plan inspection program of target hazards, and utilize suppression resources for fire inspection needs. (8) Improve fire training both locally and regionally (9) Host our annual Citizens Fire Academy and Open House. (10) Establish a City/Regional Community Emergency Response Team (CERT). One key goal of the department is the continuing pursuit of improved customer service delivery. This is being accomplished by the hard work of our firefighters each and every day. Serving our customers is our number 1 priority and something we take seriously. Our other key goal is the wellness and fitness of our firefighters. The members of the Cedar Hill Fire Department have developed a fitness/wellness program that will annually measure our readiness for the job. Achieving these goals will ensure the department is performing at a high level in each of our four core functions; Emergency Medical Service; Fire Suppression; Fire Prevention; and Fire Administration. Looking ahead for 2007 the fire department faces the following challenges: (1) Increasing calls for service. (2) Construction and staffing of Station 214 (Lakeridge). (3) Equipment needs for Station 214 (Lakeridge). (4) Relocation of Fire Station 2 (5) Renovations of Stations 1 and 3. (6) Continually improving customer service. (7) Identify and address Urban Interface issues in the City. (8) Target Public Education efforts to the high risk groups of our community. (9) Improve firefighter health, wellness and safety. (10) Improve communication capabilities. (11) Meet establish response goals. I am extremely proud of the work done by the members of the Cedar Hill Fire Department. Through the dedication of our employees and with the continued support of our Elected Officials and City Management, we will address all of these challenges in the most effective and efficient manner possible. Fire Operations provides: * Fire Protection, * Emergency Care * Swift Water Rescue * Pre-planning * Continuing Education * Training Opportunities The Operations Division currently staffs two ALS Quints and one ALS Engine, and three ALS Medic units. EMS provides: * Emergency Care * Pre-Hospital Care * Blood Pressure Checks * CPR Training The goal of EMS is to provide early treatment to those in need of urgent medical care and rapid transportation to the appropriate hospital. Stabilizing patients early significantly increases their chances of survival, particularly in the event of a heart attack, diabetic emergency, or severe physical trauma. The department has recruited a diverse group of candidates during The additional personnel have allowed us to improve staffing at all Fire Stations. Community Education/Safety Increased the overall inspections within the city by 74% Under the direction of Fire Marshal Randy Jordan, the department is continuing the Fire Company Inspection Program that allows for suppression personnel to assist in the inspection of commercial buildings. This program is assisting the department in meeting the goal of an annual inspection on all Commercial Occupancies. Hosted our annual Citizens Fire Academy and Open House. Fire Department Performance/Equipment Improvements Responded to 4280 calls for service. Under the direction of Battalion Chief Jack Throne the department continues a comprehensive fire hydrant maintenance program, which includes flow testing, servicing, painting, and documentation of all work preformed on 2000 plus hydrants twice each year. Implemented a Pre-Fire Planning Program under the direction of Battalion Chief Ricky Pendley, which is designed to identify and pre-plan all target hazards within the city. Continued to improve the billing process for emergency ambulance service, which has resulted in a 20% increase in collected revenue in Placed a second 75 ft. Quint into service.

9 Health and Wellness Improved the firefighter wellness and fitness program by providing the Body Scan for detection of health related issues. Trained personnel through the IAFF/IAFC Peer Fitness training program to develop, implement, and manage the department fitness program Goals Recruitment Efforts Complete the successful recruitment of additional firefighters for staffing of 3 fire stations. Continue to recruit a qualified, but diverse work group. Develop a recruiting team. Community Education/Safety Conduct a minimum of one inspection annually for all commercial structures in Cedar Hill. Increase the number of pre-fire plans on target hazards. Focus an injury prevention program towards high risk target groups. Enhance the Juvenile Firesetter Program. Expand the Community Emergency Response Team (CERT) Develop an inter-active educational website. Fire Department Performance/Equipment Improvements Focus on customer service which achieves the department vision of Enhancing the Quality of Life for our Citizens, Visitors, and Employees of Cedar Hill. Focus Company Training activities on high risk - low frequency operations. Select an architect and complete design of Fire Station 214 (Lakeridge). Complete the implementation of Electronic Field Reporting for the EMS Division. Specify and purchase fire apparatus and equipment for Fire Station 214. Identify the Urban Interface Risks within the community. Health and Wellness Benchmark the fitness level of all personnel. Implement a minimum fitness standard for department members. Successfully complete the development, implementation, and management of the department fitness program.
