1 BUDGET This document presents the Budget Estimates in broad aggregates. The Estimates have been framed on the basis of the accounting classification prescribed under Article 150 of the Constitution. The classification groups - Government receipts under Tax Revenue and Non-Tax Revenue and Expenditure under General Services (covering items such as legislature, tax collection and police), Social Services (covering basic social services to individuals and the community at large such as education and health) and Economic Services (dealing with expenditure connected with production and distribution such as agriculture, industry, power and transport) have been shown in this publication.. We have used a 17/19-digit code for all expenditure schemes for convenience of accounting. We have also used 14-digit code for all receipt heads and heads under the Public Accounts in consultation with the Accountant General. The Statement I gives the summary of receipts and disbursements. Statements II and III give the broad details of tax and non-tax revenue and capital receipts. Statements IV and V give the broad details of revenue and capital expenditure. These are followed by Statement VI which shows at one place the Plan and Non-Plan break up of the Budget provisions relating to various services under revenue, capital and loan components. Statement VII shows the Plan Outlay as well as Outlay under the Centrally Sponsored and Central Sector Schemes by Sectors / Heads of Development. Statement VIII indicates the resources received by the State from the Central Government. We have made extensive use of computers for preparation of the budget documents through a database of past actuals and budget estimates. The software used for the purpose has been developed by the scientists of the National Informatics Centre (NIC), West Bengal State Centre. The Budget Branch of this Department in close association with the officers of NIC has prepared these budget documents. We have used a Local Area Network (LAN) consisting of one server and fifty client PCs using a Relational Database Management System in the exercise.
