3 Early 1990s Approximately 65 community dump sites across Prince Edward Island

4 Island Waste Management Corporation (IWMC) was created under the Environmental Protection Act in May, It is a Provincial Crown Corporation that administers and provides solid waste management services for Prince Edward Island. IWMC s mandate is to deliver a cost effective and environmentally responsible provincial waste management system to both residential and commercial sectors of PEI.

6 Waste Compost Our Front End Collection System On PEI, material is separated at the source into various material types such as: Recyclables Deposit Return Beverage Containers Electronics Tires Hazardous Wastes

7 Mandatory Participation Residential Sector As of January 2014 there where 63,004 households and 8,279 cottages (71,283 customers total) IWMC provides uniform collection services for homes, cottages & apartment units Bi-weekly collection of Waste and Compost, Monthly collection of Blue Bags Spring and Fall Clean-up (compost & waste) Christmas Tree Collection

8 Residential Collection Over 75% of IWMC s annual budget is paid to private companies for the collection and final disposal of waste generated by residents??? How may pickups are provided each year for all residential customers combined? 4,605,748 Collections!

9 Commercial Program Commercial Sector - 10,000 Customers Businesses can contract with a private hauler or self haul sorted material to a Waste Watch Drop-Off Center IWMC collects fees based upon the weight of waste taken to disposal facilities.

No charge for disposal of white goods, household hazardous waste, tires, electronics, and large household items (i.e. mattresses & furniture) Free Saturday blue bag drop-off (residential only)

19 Safe Needle Disposal Program Safe needle disposal containers are available FREE OF CHARGE at Island pharmacies and at Needle Exchange Program locations Full containers are returned to Island pharmacies, Needle Exchange Programs or to a WWDC

20 Re-Store Your Batteries Program Residential customers are encouraged to take all household batteries to major grocery stores Containers and disposal provided by IWMC at no cost to grocery stores

21 Fluorescent Light Bulbs Fluorescent light bulbs contain mercury and hazardous gases They require special disposal and DO NOT go in waste Residential customers may take to a WWDC no charge Businesses must contract with a hazardous waste carrier

22 Take It Back Medication Program Residential customers only Includes prescription and over-thecounter medication Unwanted meds accepted at any Island pharmacy No charge

23 Electronic Waste Program Operated through the Electronic Products Recycling Association (EPRA), a national electronic stewardship organization End-of-use electronic waste (e-waste) which is banned from landfill on PEI 1000 tonnes of e-waste transported off Island each year for recycling

24 Used Tire Recycling Program Over 200,000 passenger tire equivalent (per year)00, More than 2000 metric tonnes of used tires are collected and processed annually No tires are stored on PEI all transported off Island Used tires are processed into drainage material, tire crumb and other rubber products

25 Paint Disposal Program No charge to residential and commercial customers Paint & paint products can be taken to any WWDC for proper recycling and/or disposal Program managed through Product Care which is a not-for-profit industry sponsored stewardship organization

26 Paper Bags Only for Organics Paper bags are 100% compostable Better for the environment; they do not contaminate the compost stream at Central Compost Facility Easier for drivers to collect during regular compost collection and during Spring & Fall Cleanup Customers may also use open, rigid containers Plastic bags containing yard debris are not permitted

27 Silage and Boat Wrap Recycling Program Free to farmers, fishers & boat owners Clean wrap is accepted at WWDCs then sent off Island for recycling Products such as laminate flooring are made with recycled silage wrap Dirty or contaminated wrap is handled as waste

About 1 million water bottles are collected EACH year on PEI Water bottles are recycled into polar fleece fabric, carpeting, and fiberfill for sleeping bags & ski jackets Newspaper is recycled into paper towels, serviettes, giftwrap and kitty litter Recycling one 9-inch aluminum pie plate saves enough energy to run a television for 2 hours Glass is 100% recyclable -- it can be recycled many times over to produce the same quality glass every time

29 Accomplishments (20 years) Dozens of unlined mixed waste dumps were closed Only Canadian province with a mandatory separation program for homes & businesses Waste management is housed within a separate agency (IWMC) to ensure costs are identified, transparent and cost effective This made-in-pei program is used as a benchmark for jurisdictions across Canada and internationally First province to achieve the 50% diversion target for residential and commercial waste

30 Over 2 billion pounds of material has been source separated since 1994 (approximately 60% diversion) Annual residential source separated waste generation: Recyclables: 45 per family, 3 million total Compost: 19 full carts per family, 1.2 million total Waste: 15 full carts per family, 945,000 total All hazardous material (i.e. HHW, paint, batteries both automotive & household, chemicals, e-waste, etc.) are transported to proper disposal and recycling facilities 30,000 tonnes of waste used to generate heat and cooling energy for the QEH, UPEI, Holland College and several apartments and other public buildings annually

31 Challenges and Opportunities Balancing & evaluating desired level of service with evolving customer demands while controlling costs Integrating new stewardship programs and technology such as energy from waste opportunities Managing public waste from tourism & seasonal industries Need for continual education due to new waste products, new markets, new programs Supporting made-in-pei products from recyclable materials Managing construction & demolition disposal

32 History of PEI Landfills 1972: Over 62,000 tonnes of waste went to 237 unlined community dumps 2013: Less than 30,000 tonnes of waste buried in one proper-lined landfill

33 IWMC Finances No funding received from Province of PEI Waste Watch fee applied as line item on annual tax bill for all residential properties Fees on various materials charged to customers at disposal facilities including WWDCs Fees are approved by the Island Regulatory and Appeals Commission (IRAC) Current rates $205 annually per household $95 annually per cottage $100/tonne at final disposal facilities $115/tonne at WWDCs

34 Financial History Corporate losses were incurred during the first 5 years of operation Since 2004, the Corporation has consistently earned slight profits each year Fiscal year ending March 31, 2014 reflected retained earnings of $1,165,456 IWMC Management s goal is to operate as efficiently as possible to avoid seeking increased customer rates
