1 Executive Committee Page 1 of 2 The Executive Committee met with the following members present: Ryan Ardoin, Rocky Rider, Ryan Williams, Bryan Vidrine and Eric Soileau. All members were present. Motion was made by Ryan Williams and seconded by Rocky Rider to approve the jail supply list as submitted. Motion carried. Mrs. Anna Frank, Section 8 Director, addressed the jury with HUD updates. There are currently 119 families that are on the program. August 4-8, 2014 the waiting list was opened to receive applications for housing. There are currently 256 applicants on the waiting list. Mrs. Frank stated that in September 2014 there were no HAP funds received and had to work with the HUD Health Reserve funds in disbursing to landlords on the HUD program. Dr. Tojo Ward addressed the jury regarding receiving a request from La Economic Development and Acadiana Economic Development to designate Industrial Park as an Enterprise Development Zone. By creating an Economic Development Zone will give state tax benefits to the existing companies as well as any company establishing in the Park. Motion was made by Bryan Vidrine and seconded by Ryan Williams to adopt the following resolution: RESOLUTION STATING THE EVANGELINE PARISH POLICE JURY S ENDORSEMENT OF WARD 1 INDUSTRIAL PARK TO PARTICIPATE IN THE BENEFITS OF THE LOUISIANA ECONOMIC DEVELOPMENT ZONE PROGRAM WHEREAS, The Louisiana Economic Development Enterprise Zone, is a jobs incentive program that provides Louisiana income and franchise tax credits to a new or existing business located in Louisiana. BE IT RESOLVED, by the Evangeline Parish Police Jury in legal session convened the 6 th day of October, 2014, does hereby endorse the Ward 1 Industrial Park of Evangeline Parish to participate in the Louisiana Economic Development Enterprise Zone Program. The above and foregoing, having been submitted to a vote, was unanimously adopted this 6 th day of October Mr. Dan Noach and Mr. Don Fontenot with Pine Prairie Energy addressed the jury with an update on operations and also giving a thank you to the Jury in contacting the Commissioner on their behalf. Cylinder rental contracts were then discussed. Three contracts with different vendors do not meet with our auditor s opinion of a valid contract. Letters were sent out to the vendors stating that without the

2 Executive Committee Page 2 of 2 proper documentation on the cylinder rentals, the invoices cannot be paid. After an inventory count, 4 rentals were located out of 26. The vendors would like to be reimbursed for the rentals not returned. Motion was made by Bryan Vidrine and seconded by Ryan Williams to deny the payment of the cylinder rental. Motion carried. Motion was made by Ryan Williams, seconded by Bryan Vidrine and unanimously approved to amend the agenda to add the following item: 1. Discuss Crooked Creek Recreational Pavilion Project. The contractor for the Crooked Creek Pavilion Project has requested a Fire Marshal inspection and this project is recommended by Parish Engineer, J. Ronald Landreneau & Associates, Inc. as substantially complete. Motion was made by Bryan Vidrine and seconded by Ryan Williams to approve the Crooked Creek Pavilion Project as substantially complete, as recommended by Parish Engineer. Motion carried. 3 Road and Bridge Committee Page 1 of 2 The Road and Bridge Committee met with the following members present: Eric Soileau, Bryan Vidrine, Ryan Williams, Rocky Rider, and Ryan Ardoin. All members were present. The speed limit was discussed on Grand Street located in District 1. Calls have been received from residents stating the speed limit of 35 mph should be reduced. Motion was made by Rocky Rider and seconded by Bryan Vidrine to approve the decreasing of the speed limit on Grand Street to 15 mph. Motion carried. Motion was made by Rocky Rider and seconded by Bryan Vidrine to approve a pay increase to James Castille, excavator operator, from $10.50 per hour to $12.00 per hour, effective immediately. Motion carried. A discussion was held regarding a Cooperative Endeavor Agreement for work done by the Police Jury for the municipalities in Evangeline Parish. Cooperative Endeavor Agreements (CEA) has been done in the past and invoices have been submitted for reimbursement for labor and equipment usage, however, was never paid per the agreement. As per Legal Counsel when the jury does work for non-jury governmental agencies, this should not cost the Jury anything and should be reimbursed by the agency for the cost of the work performed. Motion was made by Bryan Vidrine and seconded by Ryan Ardoin to approve any Cooperative Endeavor Agreement for $200 or less will be authorized by the Public Works Director as long as the agency is in good standing on payments with the Parish and anything above said amount to be presented before the Jury for approval. Motion carried. Robken Road was then discussed. A petition was not signed for the road name change; therefore, the road name will remain the same. Road use permits were then discussed. Serious issued have come up with the road use permits. Legal advisor, Marcus Fontenot, has been reviewing the ordinance currently in place with the Parish to help guide the jury in how to enforce some of the damages done to the parish roads. Mr. Fontenot stated that a contractor performing work, which caused damages to the roadways, had not received a road use permit. After reviewing the ordinance Mr. Fontenot mentioned that the ordinance is specific with pipeline and logging companies crossing our roadways. In those events there are fines issued. It is proposed to the Jury to draft a new ordinance updating what is currently in place to help govern the use of the parish roads. District 6 Juror stated that he was always under the impression that if someone damages a parish road, it is their responsibility to fix the road. Mr. Fontenot responded by stating on the criminal side, if the damages are done intentionally, they can be held responsible under a whole different side of the law. This contractor s damage to the parish road does not fall under the intent to cause damages. The draft ordinance will be brought before the jury at the next regular meeting for review.

4 Road and Bridge Committee Page 2 of 2 Motion was made by Rocky Rider and seconded by Bryan Vidrine to approve the hauling excess dirt located at the Industrial Park to the new Main Library Branch for the leveling of the grounds which have low areas. Dirt will be spread by volunteer, Randal Grazer. Motion carried. Motion was made by Ryan Williams, seconded by Ryan Ardoin and unanimously approved to amend the agenda to add the following item: 1. Approve a four way stop on Wyble and Peggy Road. Motion was made by Rocky Rider and seconded by Ryan Williams to approve the installing of a stop sign on Wyble and Peggy Road, which will create a four way stop at this intersection, pending any comments from legal counsel regarding laws relating to calling a public hearing. Motion carried. Motion was made by Ryan Ardoin and seconded by Bryan Vidrine to adjourn the Road and Bridge Committee. Motion carried. Eric Soileau, Chairman

5 Building Committee Page 1 The Building Committee met with the following members present: Ryan Ardoin, Rocky Rider, Eric Soileau, and Ryan Williams. Absent and excused was Richard Thomas. A quorum was present. A local crop duster is concerned with towers being erected in the parish without any safety markings. District 2 Police Juror, Kenny Burgess, would like to set up specific procedures and regulations in order to set up these towers. This item will be discussed further at a later time. A house and land located in the Basile (District 2) was donated to the Police Jury. The house does not serve a purpose for the Jury and Secretary-Treasurer, Donald Bergeron, is recommending the Jury to declare this donation as a surplus in order the sell the house to be moved. The Land will be kept for the present time. House was appraised for $2,000. Motion was made by Ryan Williams and seconded by to approve declaring this house as surplus and to move forward with the advertisement of bids for the selling and removing of the home from the land. Bids will be accepted until 12:00 noon on October 31, Motion carried. Motion was made by Ryan Williams and seconded by Eric Soileau to adjourn the Building Committee. Motion carried. 6 Ambulance Committee Page 1 of 1 The Ambulance Committee met with the following members present: Ryan Williams, Ryan Ardoin, Rocky Rider, Bryan Vidrine and Eric Soileau. All members were present. Paul Fuselier with Acadian Ambulance addressed the jury to discuss contract with Evangeline Parish. The five year contract is coming up for renewal in January Mr. Fuselier is requesting the jury to consider an option to renew the contract with Acadian Ambulance for a period of 3 or 6 years. Motion was made by Ryan Ardoin and seconded by Bryan Vidrine to adjourn the Ambulance Committee. Motion carried. _ Ryan Williams, Chairman

7 Finance Committee Page 1 of 1 The Finance Committee met with the following members present: Ryan Ardoin, Eric Soileau, Kevin Veillon, and Kenny Burgess. Absent and excused was Richard Thomas. A quorum was present. The 2015 budgets will be discussed at Monday night s regular meeting. Secretary-Treasurer, Donald Bergeron, mentioned to the jury that is that time of year to schedule a Budget Day to review the 2014 and 2015 budgets. The jury could either schedule a one day budget review or can also separate into two half days. A decision will be made at the regular meeting Monday night.
