1 Building Disaster Database in INDONESIA Disaster Data and Information of Indonesia (DIBI) DR. This disaster cost the lives of most modern human civilization throughout history. These events resulted in crop failure and famine the largest in continental Europe and Canada in 1816 " Napoleon's defeat was the result of a mountain named Tambora eruption. June 18, That day may be the best time of Napoleon Bonaparte regretted all his life. Toward sunset on that day, Napoleon and his army caught the British and Prussian forces at Waterloo, a lowland area of Belgium. 8 4

6 Data distributed in many institutions TNI BAPPENAS...the others Initiation/ Start-Up DIBI is the Indonesian acronym for the Indonesian Disaster Data and Information. Management Database developed using the DesInventar and DesConsultar software and methodology. Driven by the UNDP Regional Bureau for Crisis Prevention and Recovery (RBCPR), UNDP Indonesia utilised DesInventar in the post tsunami Aceh response in part to introduce international standards for data collection and information management for disasters. The UNDP RBCPR in Bangkok has provided necessary backstopping by way of software installation and set up, technical training and overall guidance and support. 12 6

7 Initiation/ Start-Up 2006: UNDP introduced desinventar technology to collect disaster occurrence data but unfortunately, Bakornas PB (now BNPB) has not accepted yet : The establishment of Communication Forum for data and Information and the giving of Desinventar CD on that event that related wit h the center government 2008 : July, launching DIBI is an adoption result of desinventar and have been adjusted with the data need or the availability in BNPB at present : Update data, development provincial DIBI, training, analysis 13 Name of Database : Disaster Data and Information of Indonesia (DIBI) URL of Database: Sources of Data : Government of Indonesia Period of Data : Host agency: National Agency for Disaster Management (BNPB) Staff :1 of Head of Data Information & PR Centre and 23 staffs Data collection: Using paper based data collection format from government validated data 14 7

10 Data Entry Process Disaster data recorded use standard form has been agreed by government. Data entry can be done directly to DIBI in provincial level who have provincial DIBI and data send to BNPB who did not have provincial DIBI. 11 The Characteristic of Disaster Data and Information D at a D et ai l National The smallest data unit : district/city The function of data : for national coordination, general policy, guidelines, and foreign cooperation Dominant data type : secondary data The smallest data unit : sub district The function of data : to coordinate with the province, making guidelines, specific policy and cooperation in province level Dominant data type: secondary data The smallest data unit : village The function of data : controlling and managing disaster management operation Dominant data type: primer data 21 Preliminary Analysis Some Preliminary analysis has been done in Indonesia, such as: National Level: Support of national risk maps, disaster prone area index and the history disaster risk index. As input on National Disaster Management Plan and National Action Plan for Disaster Risk Reduction. Provincial Level: Provicial disasters profile As input in the preparation of the Provincial Disaster Management Plan and Action Plan for Disaster Risk Reduction

12 Improve of Disaster Prone Area Index in Indonesia Data Data The development of risk maps has been conducted following the establishment of local DIBI. DIBI is an example of such technology, which has been adapted for local data and indicators, and has been used in risk mapping and risk indexing. In addition to the above, the project has also supported NDPA to link the Management Information System for PNPM Mandiri to DIBI, hence enabling cross referencing between DRR and poverty. 23 Application and Use of the Database Dibi Some DIBI data usage, such as: 1. Indonesia historical database was officially used to create disasterprone area index for the determination of district who should be have BPBD. 2. Used as a proxy indicator of risk map. 3. Disaster prone area index used by the Ministry of Finance to allocated Special Allocation Fund for Disaster Management in District/City level. 4. Support the National Disaster Management Plan. 5. Support the National Action Plan for Disaster Risk Reduction. 6. Support for national programme policies and development plans to reduce the vulnerability of people living in highly disaster prone areas in many ministry/agency : the National Rural Community Empowerment Programme (PNPM Mandiri); School and Hospital Safer Programme; the Rice for the Poor Programme; and Social Security for Vulnerable Senior Citizens Programme 7. Used by University as research etc
