2 PART ONE: STATISTICAL DATA AVAILABLE FOR TRANSPORT & LOGISTICS JOBS 1. Overview of national situation The two sources that produce occupationally classified labour market statistics, are the Public Employment Services and the National statistical office. The national statistical office has data available at ISCO-3 digit level, which has been collected through a national census (General Socio-Economic Survey 2001). At a sectorial level, there are no initiatives to create systems for labour market monitoring. 2. Labour market statistics 2.1 General Socio-Economic Survey 2001 : The latest survey for which data is available was held in Amongst the wide range of information available in this census, it presents information about relevant professions at the national level (table 1.1). Although these data are quite outdated, Belgium has decided not to carry a new census any more. 2

4 At a more detailed level, the Social Security Office (ONSS) provides statistics about the number of jobs (for employed workers) in the sector of Transport and Logistics in Wallonia: these figures do not make any distinction between blue and white collar jobs. Sectorial approaches Three associations are representing the professional sectors: 3.1 ITLB The Institut Transport routier & Logistique Belgique is a non profit association created by both authorities and private sector. The board is constituted with parity of representation between the Ministry of Transport and Mobility and professional organisations of road transport in Belgium (FEBETRA, SAV and UPTR). Their activities include the organisation of training and exams for the professional competence to road transport, ADR permits and Security Advisor. In addition, they publish studies on Transport costs indicators, conjuncture indices and key figures of the sector. Their Annual Report and Economic Analysis are in annex 1 and IBOT : The Institut Belge des Organisateurs de Transport» is a centre of study and expertise for the sector of freight forwarders in Belgium. They publish sectorial studies, a socio-economic analysis of the sector and an index of job vacancies. Their annual report in annex FSTL : The «Fonds Social Transport et Logistique» (FSTL) is a security fund for enterprises of the sector of road transport and logistic. The board is constituted with parity of representation between employers and union organisations The main activities are : To manage some social benefits to the workers of the sector (like holiday pay) The continuous vocational training of workers The promotion and improvement of work condition and security in this sector. 5

Other sources 4.1 Public Employment Offices Firstly, it is important to mention that Belgium has three separate Public Employment Offices: VDAB for Flanders, FOREM for Walloon region and ORBEM for Brussels. FOREM collect a major part of the jobs offers in Wallonia and perform continous analysis of the labor market. The unemployment, vacancies and workforce data are classified by profession. 7 In addition, a more detailed analysis of the labor market is done for the jobs for which there is a labor shortage : truck driver and warehouse operator. This analysis compares the number of jobs offers with the available workforce, according to selected indicators. During that one year period, 1297 offers have been received for this job, an increase of 32% vs previous year. The available workforce has increased by 7%, with an increased level of experience (A means totally operationnal in this job). However, the total number of active drivers has decreased by 5% vs previous year. 7
8 Warehouse operator (Magasinier) With a very good rate of satisfaction and an increased number of offers,. Avec 2224 offres, la baisse est de 22% par rapport à 2008 mais augmente de 9% par rapport à Even though the number of active jobs has increased by 1% compared to last year, the huge number of available workforce (more than ) explain a high rate of unemployment for these persons. 8
9 PART TWO: NATIONAL SITUATION FOR JOB DESCRIPTIONS IN TRANSPORT AND LOGISTICS 1. Overview of national situation Les sources : CCPQ (Training) : qualification profile and training for the purpose of education 2. Job descriptions for the purpose of employment and vocational career guidance FOREM : The Public Employment Service in Wallonia (Forem) has a very elaborate website ( which offers information on employment and training for companies and individuals. The website is also a means to bring employers and work seekers together. Forem has set up competence centres (centres de compétence) to facilitate company training of specialized personnel and to educate individuals. Two centres for Logistics have been set up in : one is in Liège (FOREM Logistique Liège) and another one in La Louvière (Hainaut Logistique). Both centres offer specialist tools for training in the fields of transport and logistics and related subjects. FOREM has developped a complete list of jobs profiles in transport & logistics, combining all informations coming from other. These jobs profile (Référentiels Emploi-Métiers or REM) are based on the ROME V2 nomenclature. 3. Job descriptions for the purpose of training SFMP : Service Francophone des Métiers et des Qualifications. The objective of SFMQ is to set up a relationship between education and vocational training. Its function is to create common qualification frames to all training operators and to create a common certification frame in order to promote mobility of learners between operators and training courses of education and vocational training. For the time being, only 2 jobs profile are available in the sector Transport & Logistics : Truck Driver and Warehouse operator : see annex 4 and 5 9
10 SIEP : The Service d Information sur les Etudes et Professions (SIEP) is an information centre, depending from the «Communauté française» in french speaking part of Belgium, dedicated to professionnal and training orientation. Mainly oriented to students and young people, they give advises regarding jobs and professions, training courses and employment. They organise Job Fair and publish the Carnets Métiers. Each of them includes a job description, the required qualifications, an interview of a professional, the working conditions and the list of training courses and institutions. These documents can be purchased on their website : 4. Job descriptions within companies European Logistics Association : The European Logistics Association (ELA) is represented in Belgium by the Association Belge des Cadres d Achat et de Logistique (ABCAL). They have developped a certification called The Competence System : the ELA Standards of Logistics Competence reflect the expectations of workplace performance and they have been developed with and agreed by industry. The Standards are outcome-based and form the basis of assessment. The ability of candidates to meet the required Standards will be assessed by National Certification Boards established in each member country. These Standards, consist of a qualification profile are attached in annex Conclusions and perspectives In Belgium many organizations are involved in the process of matching the needs of the labour market to the provision of education and training. The large number of actors in this process is partly due to the strong decentralization of the different language communities. Some of these public institutions have developed profiles for jobs in logistics. The most elaborate ones for the Walloon region are those from the Forem. More and more profiles are being developed in the framework of SFMQ which just started this harmonization work. 10
