1 Welcome to the Exhibition On display here are plans for the City Airport Development Programme (CADP), which aims to improve existing infrastructure at the airport. It will ensure that London City Airport has the facilities to remain London s business airport of choice without: Increasing flight movements above the permitted levels, creating a new runway or extending the existing runway. The CADP will provide thousands of jobs and support dozens of companies at the airport, as the airport becomes the international gateway to Newham and supports the regeneration of East London. This exhibition is part of the first stage of consultation on the CADP, exploring initial thoughts on the investment, why it is needed and how the airport could fit together in future. It is important you tell us what you think. Your comments will be taken into consideration as we develop our plans in further detail. A second stage of consultation on detailed plans will be held before submitting a planning application to the London Borough of Newham in Spring All comments received will be shared with the design team and integrated into a Statement of Community Involvement to be submitted with the planning application.

2 The Airport Today London City Airport is the UK s leading business airport with 10 airlines serving 43 destinations across the UK, Europe and the USA. The airport first started commercial flights in 1987 and this year London City Airport s 25th anniversary was marked by a visit from the Queen. LCY has also recently celebrated its millionth flight movement and was named Best Airport in Europe (under five million passengers). The airport is key contributor to the economic success of London and the UK, generating over 500 million for the national economy each year and acting as a catalyst for the regeneration of the Docklands. There are over 2,100 people employed at London City Airport and 50 companies are located on site. 26% of employees at the airport are Newham residents and 58% are from East London.

3 Our Vision for the Airport The initial CADP proposals on show here will help achieve growth up to the 120,000 flight movements LCY is permitted each year. Below is a timeline illustrating recent developments at the airport leading up the CADP: Airport Masterplan: the LCY 20-year vision began with the London City Airport 2006 Airport Masterplan, which was a starting point for looking at future options for growth at the airport Flight Movements permission: following consultation with local communities and other stakeholders, in 2009 the airport received permission to grow to 120,000 flight movements per year Airport Stand Replacement Project (ASRP): in 2011, proposals to reconfigure the airport s aircraft parking stands to accommodate the next generation of cleaner, quieter and more environmentally-friendly aircraft were announced. A planning application was not submitted for the ASRP and the current proposals are a natural evolution of these designs Western Pier investment: as part of the airport s 25th anniversary celebrations in November an investment of 15 million was announced to improve the western side of the airport. This includes refurbishing the western pier, the baggage reclaim areas and UK Border Control 2014 and beyond - The City Airport Development Programme

4 The Need to Invest In 2011, London City Airport handled 70,000 scheduled aircraft movements and three million passengers. Over the next 10 years, changes in the way the airline industry operates and the introduction of new, larger, cleaner and quieter aircraft * mean that both flight movements and passenger numbers are scheduled to grow. Larger Aircraft More Passengers More Peak Time Movements In addition, these passengers will continue to want to use the airport when we are at our most busy. In order to accommodate larger aircraft at the airport, a greater number of passengers per aircraft and more movements at peak times, there must be investment in improving the existing facilities. 5 What Are We Proposing? A planning application is being prepared for works to improve existing airport infrastructure. The designs are at a very early stage, but are likely to include: The next generation of planes are physically larger and New Aircraft Stands and Pier Extension will not fit on most of the airport s existing parking stands. Therefore it is necessary to enlarge the existing stands and extend the current pier to the east so that seven new stands can be accommodated Currently planes must travel along the runway in order An Extended Parallel Taxi Lane to taxi for takeoff or to get to the terminal building. An extended parallel taxi lane will allow planes to get onto and off of the runway more quickly, making the runway more efficient. The extension to our existing terminal building will Extended Terminal Building create more space and amenities for passengers and staff. Reconfigured baggage handling facilities, customs and security will enable the airport to handle projected passenger numbers. The CADP Masterplan

6 What Are We Proposing? As part of the extension to the terminal building, the Reconfigured Airport Entrance/Forecourt entrance forecourt area is being configured to better use the space available. Taxi parking, vehicle drop-off/ pick-up and bus services will be moved to the east of their current location, where City Aviation House is currently. City Aviation House, our current office building would be New Offices demolished and office facilities moved into new offices beside the existing terminal. Plans for a new hotel beside the remodelled airport Hotel entrance forecourt are being drawn up. This would meet a strong demand for new hotel space in the local area. Reconfigure Passenger and Staff Parking In order to better use the space at the front of the airport, short and long term passenger parking, as well as staff parking, would be moved further east. We are also proposing various other essential works at the Other airport, including a new fire station, emergency access point and baggage processing area. No increases in permitted flight movements What is not happening No new runway and no extension to the existing one No change in current environmental, operational or noise controls

8 A Considerate Neighbour The CADP will not lead to an increase in flight movements at London City Airport beyond that already planned and approved. The airport already operates in a strict regulatory environment, ensuring amongst a number of things that it adheres to stringent noise and emissions limits. Some of the checks include: An independently monitored noise management scheme, using specialist equipment to monitor the noise and flight tracks of departing aircraft. In addition, our ground monitoring programme ensures that aircraft create the minimum noise when on the ground Noise trials are undertaken in conjunction Christmas at LCY with the London Borough of Newham before any new aircraft types can commence operations at London City Airport. Only airlines that can demonstrate that their aircraft can operate within strict noise limits are allowed The London City Airport Sound Insulation Scheme has the lowest daytime trigger level of any airport in the UK Community Sport The airport has a comprehensive Air Quality Monitoring Programme at sites in and around the airport, to ensure that operations do not adversely affect the community LCY funds the employment of an Airport Monitoring Officer at the London Borough of Newham whose role is to ensure that the airport operations are fully compliant with our legal agreements LCY Volunteers

9 Key Benefits of this Investment The CADP proposals will build on the success of the airport and will make more efficient use of existing infrastructure. It will enable the support of planned business growth and maintain London City Airport s unique 20:10 proposition 20 minute check in time from door to gate and 10 minute arrival time from tarmac to train. The investment will also: Cement the airport s role as an international.. gateway to Newham and a critical factor in inward investment decisions, helping to catalyse the ongoing regeneration of East London Protect the jobs of over 2,100 people employed at London City Airport and the future of the 50 companies that are located on site Encourage further increases in job numbers potentially up to 3,500 - and companies at the airport Enable the airport to accommodate newer, quieter and more environmentally friendly aircraft Help leverage further transport investment in the local area Lower carbon emissions from the airport buildings, due to better energy efficiency
