2 Kinder Morgan Canada operates a pipeline in your community. You are receiving this brochure because you either live or work near a Kinder Morgan Canada pipeline or facility. Whether our pipeline crosses or is adjacent to your property, this brochure provides important safety information that you should know. Petroleum is a building block for many goods that we use every day: fuel for our cars, medicine, shampoo, detergent, clothing, even our debit and credit cards. Throughout communities in Western Canada and Washington State, Kinder Morgan Canada s pipelines transport the petroleum needed to produce these items. Pipelines are important infrastructure. The Trans Mountain pipeline moves the equivalent of 1,400 tanker truckloads or 441 tanker railcars of petroleum products daily. Pipelines are also the safest and most efficient way to transport petroleum products to market. According to the Canadian Energy Pipeline Association, approximately 1.2 billion barrels of crude oil and refined products are shipped each year, with percent of that product safely reaching its end destination. The pipeline industry is heavily regulated, and at Kinder Morgan Canada, we are committed to meeting or exceeding all industry standards and regulations. Our integrity management program ensures that we take the necessary protective measures for the continued safe operation of our assets. 3 About the Trans Mountain Pipeline System Kinder Morgan Canada operates the Trans Mountain Pipeline System. The system is comprised of three pipelines: The Trans Mountain pipeline is our mainline pipeline that transports a variety of petroleum products from Edmonton, Alberta to Burnaby, British Columbia. Products are shipped in batches to minimize mixing and can be 50 kilometres to 350 kilometres long. Since the product travels at a walking pace, on average it takes seven days to reach Kamloops, and 10 days to reach Burnaby. The pipeline is 1150 kilometres in length and traverses diverse terrain from urban centres to rural farmland. The pipeline diameter ranges from 24 to 36 inches and has a maximum operating pressure of 1500psi, classifying it as a high-pressure pipeline. It has a maximum 300,000 barrels per day capacity. The Trans Mountain Puget Sound pipeline transports crude oil from our Sumas Terminal in Abbotsford, British Columbia to refineries in Ferndale and Anacortes in Washington State. This pipeline segment is 63 miles in length with a pipeline diameter of 16 to 20 inches. It has a maximum operating pressure of 850psi and 180,000 barrels per day capacity. The Trans Mountain Jet Fuel pipeline is a six inch pipeline that ships aviation fuel from Burnaby to Vancouver International Airport. This line is 41 kilometres long and supplies 60 to 80 percent of the airport s jet fuel needs. DID YOU KNOW: The Trans Mountain pipeline transports the majority of gasoline used by consumers in the Lower Mainland. The rest is shipped by tanker truck, rail, or barge

4 Pipeline Markers and Right-of-Way Our pipelines are most often located in a right-of-way, a stretch of land typically 18 metres (60 feet) wide. We identify the right-of-way with pipeline markers that provide important information such as the operator s name, the type of commodity transported, and an emergency phone number for our 24 hour Control Centre. Although the markers identify that a pipeline is in the area, they cannot be relied upon to give an exact location or depth only a qualified Kinder Morgan Canada representative can do so. If you notice any right-of-way markers that have been damaged or knocked down, please contact our Pipeline Protection Department at that we can replace them. Pipeline Maintenance and Vegetation Management We have easement agreements with landowners that allow us to access the right-of-way to operate and maintain the pipeline safely. When we conduct routine maintenance, we make every effort to notify landowners of impending work in a timely manner and strive to ensure that any work is completed with minimum impact. Our ongoing vegetation management program includes clearing vegetation along the right-of-way to allow adequate access and ensure that our aerial and ground patrols have a clear visual of the right-of-way. Aerial inspections also allow us to monitor sensitive areas such as rivers or streams that cross the pipeline to look for signs of potential water or soil erosion. Kinder Morgan Canada employees or contractors can then be dispatched to investigate and correct any concerns, if required. Patrols also alert us to third party excavation activity near the pipeline

5 Call or Click Before You Dig Damage to pipelines can occur from conducting ground disturbance activity near our pipelines without our prior knowledge or consent. To create a safer environment for the public, pipeline operators, and to protect the environment, our regulators require us to provide written permission for any work within 30 metres (100 feet) of our pipelines. If you are planning a home renovation project such as building a deck, or installing a fence, or are hiring a contractor to do the work for you, the safest thing you can do is to contact your local One Call Centre. It s a free service that can save you time, money, and project delays. BC One Call Alberta One-Call In Washington State Your local One Call Centre connects you with owners and operators of underground infrastructure. When you provide them with details of your planned project, they will notify any member companies with infrastructure at or near your project site of your work plans. If your work is at least 100 metres (330 feet) from our pipeline or right-of-way, they will notify us. We will call you back within three business days in Canada, two business days in the United States, to discuss your project. If needed, we will schedule a time to come out and meet with you, mark the line, explain the markings, and issue a permit. This is typically provided at no cost to you. Damage prevention is a shared responsibility. We regularly patrol the pipeline using both aerial and ground patrols. As a landowner or adjacent neighbour, if you notice any construction or suspicious activity near our pipelines or right-of-way, please contact our Pipeline Protection Department at

6 Activities that Require Written Permission With the exception of normal farming practices, any ground disturbance activity within 30 metres (100 feet) of the right-of-way requires our permission. There are two permits that we issue: 30 Metre (100 Foot) Ground Disturbance Permit and a Proximity Permit (formerly crossing agreement). These permits are our written permission for you to proceed with your project. A 30 Metre Ground Disturbance Permit is required for any ground disturbance within 30 metres (100 feet) of the pipeline such as: Heavy equipment crossings Installing irrigation systems and ditching Stump grinding Plowing at a depth greater than 12 inches A Proximity Permit is required for anything of a permanent or semipermanent nature in the right-of-way such as: Constructing roads (including temporary), driveways, trails, or ditches Fences, posts; or realtor, political or property development signs Moveable sheds, outbuildings, or other structures Landscaping Activities not allowed on the right-of-way For your safety there are certain activities that we do not allow on the right-of-way including: Constructing buildings, structures, or foundation walls Installing swimming pools or hot tubs Using explosives (explosives are not allowed within 100 metres of the right-of-way) Burning waste or materials Storing flammable materials, equipment, or bulk goods Large vegetation or trees - 5 -

7 Landscaping activities such as flower beds, ornamental lawns, and low shrubbery are generally permitted in the right-of-way. Involve us early in your planning process so that we can work with you on a gardening solution that fits your needs and protects the integrity of the pipeline. Please ask for a copy of our landscaping guidelines for more information. Landscaping or Farming Normal farming activities generally do not require prior notification to us. However, there are certain agricultural activities that can negatively impact the pipeline, especially in areas with low depth of cover over the pipeline. Farming at a depth greater than 12 inches such as deep plowing or tilling, or installing drainage tile are activities that require our permission. Before this type of activity takes place, we want to locate the pipeline and verify depth to ensure there aren t areas of shallow cover or excessive loading from heavy machinery. Emergency Preparedness & Response In the event of a leak or a spill, Kinder Morgan Canada is prepared to repond quickly with detailed emergency procedures and trained personnel. We can isolate sections and shut down the pipeline, if needed, in 15 minutes. Oil Spill Containment and Recovery trailers are located strategically along the pipeline route and can be activated at a moments notice. We will also activate response personnel and procedures and launch our immediate air monitoring program for the protection of emergency responders and local residents

8 Petroleum Odours If you live near a Kinder Morgan Canada facility, such as an oil storage terminal, on occasion you may smell odours. Although we take measures to control odours for the comfort of our neighbours, at times they may be present from normal operations or routine maintenance. Odours can also be an indication of a more serious issue. Any potential emergency, including odours, should be reported to our Emergency Notification Line at We have a stringent process in place to investigate all odour complaints which includes a thorough analysis of the pipeline s operating conditions in the area of concern by our Control Centre Operators. This is for your safety, as well as the safety of our employees and the environment. Do you know how to recognize a pipeline leak? While there are risks associated with the transportation of any petroleum product, we make every effort to deliver products to their end destination safely and efficiently. A pipeline leak or emergency is rare, but it can happen. This is why it is important for you to know the warning signs and what steps to take: You may smell: A strong petroleum odour (like gasoline or diesel fuel) A strong sulphur odour (like rotten eggs) You may see: Dead or discoloured vegetation Pools of liquid when the right-of-way is dry An oily or rainbow sheen on water You may hear: An unusual hissing or roaring sound - 7 -

9 What to do in case of an emergency If you notice any of the warning signs of a pipeline leak or emergency, leave the area immediately ON FOOT and in an upwind direction. If you are in a vehicle with the ignition on, turn it off. Do not use your cell phone until you are a safe distance away Call 911 from a landline, then call Kinder Morgan Canada s Emergency Notification Line at Do not go near or touch any liquid that is on the ground Do not try to operate any of the pipeline valves The products transported in the pipeline have a low risk of fire or explosion. However in certain conditions they can be highly flammable. It is important to avoid any ignition sources such as: vehicles, keyless entry remotes, cell phones, pagers, flashlights, lighters, cameras, or anything power or battery operated. If you suspect a leak directly near your home or business, do not operate any light switches, cordless or cellular telephones, or electrical devices.
