Overview of the: Environment Agency, Monitoring and Use of Opto-Electronic Instrumentation John Kupiec - Innovation Manager Opto-Electronics Meeting 4th July 2011 BIC-Innovation

Overview of the Environment Agency Established in April 1996 from 83 predecessor organisations Diverse range of regulation, operational & advisory functions Corporate strategy aims to create a better place in four key areas: Reduce climate change and its consequences Protect and Improve air, land and water Work with people and communities to create better places Work with businesses & organisations to use resources wisely Head Office, 6 Regions + Wales, 26 Areas ~11,000 staff in ~120 offices around England & Wales

Overview of Monitoring in the Environment Agency Monitoring is largely driven by: Statutory Requirements & Permit Compliance State of the Environment Emergency / Reactive In three environmental media: Air Industrial Processes / Plant Stacks Land Soil Moisture, Radioactivity Water Rivers, Lakes, Groundwaters, Estuaries & Coastal Usually measuring: Chemistry and / or Biology

Monitoring obligations Monitoring programmes on rivers Monitoring obligations arise from UK or European legislation or from existing national and international commitments. The monitoring programmes we carry out on rivers are listed in the table below. Driver Directive Monitoring regime(s) EC Directives Surface Water Abstracted for Potable Supply (SWAD) Chemical Other international commitments Other national commitments Water Framework Directive (WFD) Freshwater Fish Directive (FWFD) Dangerous Substance Directive (DSD) Exchange of Information (EOID) Urban Waste Water Treatment Directive (UWWTD) Nitrates Directive (ND) Habitats Directive (HD) Oslo & Paris Commissions (OSPAR) Environmental Change Network (ECN) Chemical, ecological, fisheries Chemical Chemical, ecological, fisheries Chemical, ecological Chemical, ecological Chemical Chemical, ecological, fisheries Chemical, ecological Chemical, ecological General Quality Assessment (GQA)/Headline Indicator Wales only from River Ecosystem classification (RE) Catchment Abstraction Management Strategies (CAMS) UK Acid Waters Monitoring Network Harmonised Monitoring Scheme (HMS) UK Biodiversity Action Plan Eutrophication Control Actions Plans (ECAP) England Catchment Sensitive Farming Delivery Initiative Flylife River Habitat Survey Baseline Project Drought Monitoring Abstraction Licensing Restoring Sustainable Abstraction Discharge consenting National Fish Monitoring Programme Chemical, ecological Ecological Ecological Chemical, ecological Ecological, fisheries Chemical, ecological Chemical, ecological Ecological Ecological Ecological Ecological Ecological Chemical Fisheries

Water Framework Directive (WFD): Impacts on Monitoring The Water Framework Directive requires the Environment Agency to look at the water environment as a whole, integrating: Water quality Water quantity Physical habitat Ecological indicators

Overview of WFD monitoring requirements: 1. Rivers Phytobenthos (diatoms) Macrophytes composition and abundance Macroinvertebrates Fish species composition, abundance and age structure Hydrological regime Morphology (River Habitat Surveys) Chemical and physical parameters

Chemical and physical parameters - 1 Name Units Method Alkalinity ph 4.5 as CaCo3 mg/l Lab Ammonia - as N mg/l Lab Carbon Organic Dissolved - as C mg/l Lab Chloride ion - as Cl mg/l Lab Colour filtered Hazen Lab Nitrite - as N mg/l Lab Nitrogen total as N (mg/l) Lab Nitrogen total oxidised - as N mg/l Lab Orthophosphate - as P mg/l Lab Potassium - as K mg/l Lab Sodium - as Na mg/l Lab Sulphate - as SO4 mg/l Lab Calcium mg/l Lab Magnesium mg/l Lab

Chemical and physical parameters - 2 Name Units Method Ammonia un-ionised mg/l Calc Dissolved oxygen - instrumental mg/l Calc Nitrate - as N mg/l Calc Nitrogen Kjeldahl as N (mg/l) Calc us/cm Field Dissolved oxygen - instrumental % saturation Field ph as ph units Field Temperature (water) Field

Chemical and Biological Sampling in Rivers We sample about 7000 river and canal sites 12 times a year to test their chemistry We sample about 6000 sites twice a year to see what species are living in the rivers

Typical Water Quality Sonde Four optical ports Measures: conductivity, temperature, ph, dissolved oxygen (using an optical DO sensor), turbidity, chlorophyll, and blue-green algae Designed for in situ monitoring and long-term deployments.

Fouling from River Deployment

Pontoon Deployment an Estuary in Wales

Fouling from Estuarine Deployment

Near-real Time Data

Issues with automated monitoring Compliance / prosecutions need to be backed by rigorous QA/QC The range of required parameters that can currently be measured with confidence is limited Cost of sensors is currently prohibitive for widespread use Automated continuous monitoring offers a step change in improving our understanding of the environment Important tool for informing decisions and identifying cause and effect relationships

Lidar Elevation / Terrain Mapping Optech Lidar Main application is collecting data for height models Aircraft based at Coventry Data for most floodrisk areas are available
