1 RUSKIN DAM AND POWERHOUSE UPGRADE PROJECT, POWERHOUSE COMPLETION WORKS NOTICE OF INFORMATION SESSION Reference# 1317 A. INTRODUCTION 1. BC Hydro BC Hydro provides high-value, reliable power to fuel economic growth in British Columbia. As the third largest electric utility in Canada, BC Hydro serves customers in an area containing over 94% of British Columbia's population. It endeavors to provide energy solutions to its customers in an environmentally and socially responsible way by balancing British Columbians' energy needs with the concerns of the environment. BC Hydro reports to the B.C. Ministry of Energy, Mines and Petroleum Resources. The energy policies are laid out in the 2007 BC Energy Plan. However several of the elements and targets included in that plan have been updated in the Clean Energy Act of Ruskin Dam and Powerhouse Upgrade Project (the Project ) The Ruskin Dam and Generating Station (RUS) is located on Stave River, in the district of Mission, and is the third most downstream generating facility on the Stave River System. The Dam and Powerhouse are currently undergoing significant seismic and equipment upgrades, improvements, or replacements to meet current seismic standards and extend the reliable life of the facility as many components are at or near the end of their useful lives. The upgrade will increase facility performance and decrease the likelihood of major equipment failure. The scope of upgrading the dam to seismic standards includes the powerhouse water conveyance system (intakes and penstocks); powerhouse structure and mechanical and electrical equipment therein; draft tubes and tailrace; switchyard and the transmission line interconnection; access bridge; and the left abutment, in so far as it impacts the powerhouse or vice versa. Current Project contracts already under way include: (a) Right Abutment Contract with Golder Construction Inc.; 1

2 (b) (c) Upper Dam and Powerhouse Seismic Upgrade Contract with Flatiron/Dragados JV; and Turbines and Generators Contract with Voith Hydro Inc. 3. RFP for Powerhouse Completion Works As part of the Project, BC Hydro is currently contemplating the issuance of a Request for Proposals ( RFP ) for powerhouse completion works. The works are expected to generally consist of upgrades to the existing 1930 powerhouse and completion work involving multiple trades on a brownfield site. Optional work may include intake tunnel work, switchyard replacement and access road and bridge improvements. Should BC Hydro proceed with this RFP, then any related contract award for the proposed powerhouse completion package would be targeted to take place in the summer of 2013 with early works consisting of final planning and documentation as well as procurement/fabrication of long lead supply items. Full mobilisation for on-site work would be targeted to take place in the summer of 2014 with contract completion in the fall of This Notice is part of BC Hydro notification and market sounding efforts in advance of the powerhouse completion package procurement. It is not intended to initiate, or commit BC Hydro to the issuance of, the RFP or any other competitive procurement or pre-qualification process for the powerhouse completion work or create any rights or obligations as between BC Hydro and any recipient of this Notice except those expressly set out in the Notice. B. INFORMATION SESSION In anticipation of the RFP, parties interested in the powerhouse completion works are invited to attend a general non-mandatory pre-procurement information session to obtain preliminary information regarding the proposed powerhouse completion works and their integration within the overall Project, including information regarding scope and schedule expectations, risks and constraints as identified by BC Hydro to-date, and BC Hydro s strategy, philosophy and tips for successful implementation of the powerhouse completion works and completion of the overall Project. The information session is scheduled to occur as follows: Date & Time: October 24, 2012, 9:00 AM Location: Auditorium Room, 2rd Floor, BC Hydro, 333 Dunsmuir Street, Vancouver, BC V6B 5R3 Maximum number of attendees allowed from each interested party: four (4) Attendance: Optional Interested parties should pre-register to attend by sending an message to Jason Cheng at Jason.cheng@bchydro.com at least five (5) business days prior to the date 2

3 indicated above. BC Hydro reserves the right to, at its sole discretion, refuse admission of any unregistered parties. A Meeting Agenda, together with an electronic version of the Response Form attached to this Notice as Appendix 1 and referenced in Section C below will be ed to interested parties with BC Hydro s confirmation of the registration. Any interested party may attend the information session. However, BC Hydro anticipates that the opportunity would be of most interest to large multifaceted construction companies, General Contractors and Suppliers, or joint ventures of companies, with significant experience in performing work similar to the work described in this Notice on large hydroelectric power generation facilities contracts greater than $50M and capable of demonstrating strong financial capacity. All interested parties should monitor the BC Bid website ( for Project information, including the RFP anticipated in this Notice. Notwithstanding anything to the contrary contained in this Notice, BC Hydro does not guarantee that direct notification will be provided to any interested recipient of this Notice. C. REQUEST FOR RESPONSES To assist BC Hydro in its procurement planning for the powerhouse completion works, interested parties are encouraged to complete and submit to BC Hydro the Response Form attached to this Notice. The Response can be ed to Jason Cheng at Jason.cheng@bchydro.com or submitted in person to any BC Hydro representative at the information session. Feedback can also be provided orally to any BC Hydro personnel representing BC Hydro at the information session. BC Hydro requests that Responses be submitted no later than 30. Responses submitted after that date will be considered at BC Hydro s sole discretion. Submission of a Response is entirely voluntary and failure to submit a Response will not in any way prejudice a party s ability to participate in the RFP or any other future BC Hydro procurement process for the powerhouse completion works or the Project, if any. Neither this Notice nor the foregoing request for Responses constitutes a request for qualifications or a request for quotations, bids or proposals. There will be no evaluation or ranking of Responses received in response to this Notice. Interested parties should not include any information in their Responses intended to demonstrate qualifications, experience or capability to perform the work described in this Notice. Such information will not be considered by BC Hydro and will only be requested if or when BC Hydro decides to proceed with a procurement process. 3

4 D. GENERAL INFORMATION 1. Questions Questions, if any, arising out of this Notice or the information session referenced under this Notice should be submitted to the attention of Jason Cheng, in writing, at or asked at the information session. Please quote the Notice name and reference number when submitting questions in writing. BC Hydro reserves the right to publish any and all questions and answers on BC Bid as it, in its sole discretion, considers appropriate. 2. No Responsibility For Costs A Notice recipient s participation in the information session and submission of a Response pursuant to this Notice shall be at the sole risk and expense of the Notice recipient. BC Hydro shall not be responsible for any liabilities, costs, expenses, losses or damages incurred or suffered by the recipient by reason of or related to, directly or indirectly, this Notice. 3. No Representations The information contained in this Notice or provided at the information session is for information purposes only and is preliminary in nature and not intended to be relied upon by any recipient. BC Hydro makes no representations or warranties, express or implied, as to the accuracy or completeness of any such information. 4. Freedom of Information and Protection of Privacy Act BC Hydro is subject to the Freedom of Information and Protection of Privacy Act, RSBC 1996, c.165 ( and the associated Regulations, as the same may be replaced, amended or supplemented from time to time ("FOIPPA"). BC Hydro shall not be liable for disclosure pursuant to a request under the FOIPPA of any information or record submitted by a party pursuant to, or in connection with, this Notice. 5. Ownership of Information All Responses and any other documents submitted to BC Hydro in connection with this Notice become the property of BC Hydro and shall not be returned to the submitter. 4
