1 2016 Housing Inventory Count Webinar Wednesday, January 13, 2016

2 HIC The HIC is a point-in-time inventory of projects within the CoC that provide beds and units dedicated to serving persons who are homeless. It should reflect the number of beds and units available on the night designated for the count that are dedicated to serve persons who are homeless (and, for permanent housing projects, were homeless at entry) per the HUD Homeless Definition The HIC date aligns with the PIT date, which is Wednesday, January 27, 2016

3 HIC CoCs are required to include all projects in the CoC that are categorized as one of these project types and that provide dedicated beds for persons who are homeless, not just those contributing client level data in the HMIS: Emergency Shelter Transitional Housing Safe Haven Permanent Housing Permanent Supportive Housing Rapid Rehousing Other Permanent Housing Rapid Rehousing Demonstration Projects

4 Changes to the 2016 HIC RRH Projects Rapid Rehousing Projects should report beds and units that are occupied by RRH participants on the night of the count The RRH inventory count should be based on those clients: Actively enrolled in the project on the night of the count, including persons who are only receiving support services in the RRH project; AND No longer homeless and are in permanent housing on the night of the inventory count SSVF projects should only include clients in the SSVF-RRH project on the night of the count who were in permanent housing on that night

5 Changes to the 2016 HIC Dedicated Beds Projects that have beds dedicated to veterans, youth, and individuals and persons in families experiencing chronic homelessness will need to report those beds by household type, instead of providing a single number of dedicated beds They should be reported in the following categories: Households with at least one adult and one child Households without children Households with only children For projects where the typical use of beds by different household types varies from night to night, report the beds based on how they were used on the night of the HIC

6 Changes to the 2016 HIC New Field for Transitional Housing There is a new field to record Transitional Housing Unit Type. This field allows TH projects to indicate whether the persons served in the project are served in a Single Site (congregate or project-based) or Multiple Sites (scattered-sites or clustered).

7 Changes to the 2016 HIC Inventory for VA-funded Mental Health Residential Rehabilitation Treatment Program Domiciliary Care for Homeless Veterans (VADOM) should not be reported on the HIC HUD will no longer be collecting unmet need data as part of the HIC data collection process

8 Special Notes: Under Development Beds and units that were fully funded but not available for occupancy as of January 31 of 2016 should be reported on the HIC form with an Inventory Start Date to reflect the expected date the beds/units will be available for occupancy.

9 Special Notes: RHY Projects RHY Projects that provide short term shelter, longer term shelter, transitional living programs, and maternity group homes should report their bed/unit inventory on the HIC These projects should not include beds that are dedicated for children who are in foster care, who are wards of the state, or who are otherwise under government custody or supervision RHY Outreach projects do not need to submit a HIC form, as they do not have beds/units to report For RHY projects with multiple funding sources (ESG, RHY), beds should be reported on separate HIC forms for each funding source/project and inventory should be based on how beds were used on the night of the HIC

10 Special Notes: VASH Vouchers CoCs must count the total number of VASH vouchers available for use on the night of the HIC, regardless of whether the voucher is presently being used.

11 HIC Certification Form The HIC Certification Form is designed as an ART report so that data already recorded in HMIS can be filled in for projects. Projects that do not participate in HMIS but meet the criteria for being included on the HIC must also fill out a HIC.
