2 The aim of the policy MONITORING AND EVALUATION POLICY The governors, head teacher, senior leadership team, Heads of Department, Learning managers,tlr post holders and all teachers are responsible and accountable for the work of others. This responsibility is discharged through regular monitoring of the areas and people for whom they are responsible and informal and formal evaluation through which they show their accountability. The purpose of monitoring and evaluating is to ensure that all we do at West Hatch impacts on children s success, improves standards of leadership and management, teaching, learning and pupil behaviour. Monitoring and evaluation is carried out through a variety of activities from the direct observation of leadership, management, and teaching and learning as well as : Examination results including external evaluations such as Raiseonline Examinations Analysis and meetings between Head of departments and their SLT line manager Recruitment and retention rates post 16 Admissions Destinations of school leavers Departmental reviews/self Evaluation Frameworks of different stakeholders Reviews with the student body through the School Council Pupil, Parent and teacher surveys including Academic Review Days and Parent evenings and Parent Voice groups Keele Survey/ external evaluative bodies purchased by the school Reports to the Governing Body from a variety of stakeholders and committee agendae Progress checking, reporting & assessment procedures Exclusion and attendance rates Ofsted/HMI reports Support for monitoring and evaluation procedures are identified through the performance management process, coaching, lesson observation criteria, mentoring and clearly established monitoring cycles. The monitoring cycle for the most recent year is attached at the end of the policy. The Purposes of the Policy To ensure colleagues are clear about their roles and responsibilities. That school policies and procedures are understood and followed. To identify, praise and encourage good practice. To identify and support colleagues in need of assistance. To ensure that work is planned and purposeful To develop a climate for good practice and an openness about accountability. That work is reviewed regularly in accordance with school requirements To provide regular and constructive feedback 2

3 To ensure competent, accountable and empowered practice. The scope of the policy Governors Monitoring & evaluating Each Governor sub committee is linked to a number of areas of the School Improvement Plan and the SEF, relating closely to their remit. To enable Governors to play a key role in supporting the work of the school and to help inform discussions and monitoring carried out at committee level as to the progress being made in meeting targets set, achieving the aims of the SIP (School Improvement Plan), and in making reliable evidence based judgements in evaluating the work of the school through the SEF (School Self Evaluation Framework), the governors are invited to visit the school bot formally and informally. Some questions generated both by the SLT (the School Leadership Team) and the committees themselves indicate the sorts of evidence that may be considered/collected to demonstrate that good progress is being made during these visits. The focus of planned Governor visits is to collect identified evidence, which may be carried out through: Interviews with pupils. Discussions with staff. Observations of classroom practice where this is deemed appropriate and useful. Reviewing of documentary evidence. The specific procedures are outlined in the Governor Visit policy. The Governing Body evaluate their effectiveness every year. Senior Leadership Team Monitoring & evaluating The Senior Leadership Team (the Head and the Senior Team) will undertake a regular minimum cycle of line management evaluation and monitoring activities as identified in the monitoring and evaluation cycle. Activities include the direct observation of teaching and learning, examination analysis,pupil work/homework scrutiny and data analysis following exam series and progress checks. In addition all of SLT have significant line management responsibilities, meeting every two weeks. All monitoring and evaluation activities result in feedback to the relevant people or minutes of meetings. This process is monitored by the Head teacher through regular weekly meetings with the SLT and copies of the feedback proforma or meeting minutes. All feedback leads to the production of simple action plans for the next review meeting or the termly SEF. The Head teacher is line managed by the Chair of Governors and is supported through annual review by and with the governing body. The Head submits a report termly on the progress of the School Improvement Plan and an annual review with the Governing Body and the Leadership group takes place to monitor activity. The Headteacher and her SLT are required to give regular monitoring and evaluation updates to the governing body through committee meetings. 3

4 SLT are line managed by the Headteacher who meets with them weekly to monitor their work across the school and to receive evaluations as to the work of others across the school. Members of SLT have similar departmental responsibilities as all other members of staff with their Head of Department. Main activities of Leadership Group monitoring : a) Performance Management Reviews (as per policy in school handbook) for teaching and nonteaching staff. b) Departmental and Year Team Self evaluation Framework ( DSEF & YSEF). A copy should be kept with the line manager & HOD before a copy is sent to the Headteacher every term. DSEF Monitoring incorporates: Progress on the Department Improvement Plan and whole school priorities Issues arising from Progress Check and Exam analysis Issues arising from Academic Review Day Issues arising from observations of teaching & learning and Department Review cycle Issues arising from book monitoring, SLT marking feedback & homework Issues arising from the curriculum/ extra curricular/ intervention work Issues arising from subject surveys with parents/ students/ other staff Issues arising around behaviour / Behaviour Watch Issues arising from Leadership and post holder responsibilities/ performance management focus areas/ cpd Key actions by the next mini SEF each term c) Line management meetings with head of department or relevant line managed person should take place every two weeks as a minimum. Each month has a specific focus identified on the monitoring and evaluation cycle. This meeting is intended to be for sharing information, monitoring and providing support. This meeting is intended to be one of those outlined above but may need to take place in addition to the above in order to monitor targets and of course to provide support. d) Self Evaluation Framework (SEF) & Examination Analysis is a form of monitoring and evaluating the work of the school as a whole against external criteria by which the school is measured i.e national statistics for performance or value added. This takes place at the beginning of the academic year and is retrospective in analysis. e) HODS Examination Interview Following examination analysis through the Examination Analysis above each HOD speaks to the Deputy Head and Head teacher to discuss Examination Performance and support for their targets set through the DSEF and therefore for the coming academic year. f) Monitoring behaviour and attendance through duties and the Behaviour Watch system. A termly health check is produced. g) Financial monitoring through budget outturn forecasts scrutiny. h) Lesson observations, departmental teaching and learning reviews and duty rotas i) Progress Check reviews with line managed HODS or LM following each progress check to ensure intervention takes place where relevant The outcomes are fed back to SLT through minutes and the bi weekly SLT meetings. 4

5 Head of Department/TLR post holder monitoring & evaluation In addition to Performance Management Reviews of their teaching staff, as a line manager the HOD has the responsibility of : a) Monitoring teaching and learning, record keeping, marking, assessment/moderation, financial records etc. to ensure consistency across teachers/teaching in the department. b) Monitoring progress towards achievement targets by agreeing achievement targets using objective data (FFT, SATS, ALPS, provided centrally) for all students with each teacher. The HOD must ensure that all departmental staff have a clear view as to what groups/individuals have achieved, should achieve and that any deviations from progress towards these are identified and remedial action put in place. Each Progress Check & Academic Review day enable a discussion of this process. c) Monitoring assessment results, mock/modular exams and departmental performance against targets set and working with the line manager to identify improvement strategies. d) Observing teachers, and setting and monitoring their performance management objectives.. e) Sampling exercise books and homework according to the work scrutiny cycle f) Checking the progress of the department periodically at department meetings for example, Monitoring and noting progress towards OFSTED/SIP action points. A report on progress towards dept targets should be filed in dept handbook. Reviewing the Departmental Improvement plan which should be in line with school format. Updating the departmental handbook over a period of time in a rolling cycle. (Contents should match the agreed checklist in the school handbook) Ensuring that Schemes of work for each course are in place or there is a plan of action with specific dates by which work schemes will be created/resourced. Ensuring the department has a strategy for literacy,numeracy, ICT, enterprise and citizenship in line with school policy and that this is implemented. Checking classroom display and moderating, at least termly. Maintaining records of this monitoring by keeping copies of department meetings. g) Completing the Departmental Self evaluation Framework as above. h) Writing and Reviewing the Departmental Improvement Plan 5

6 Learning Manager monitoring & evaluation In addition to possible Performance Management Reviews of their staff, as a line manager the LM has the responsibility of : a) Checking eportal and following up on absence b) Monitoring the attendance/punctuality percentage, checking and following up tutor groups with low attendance (below or near to 90%) ; monitoring unauthorised absences and ensuring that the administrative team have contacted pare c) Visiting each tutor group on a weekly programme, during tutor period, and randomly checking on uniform, equipment and diaries, behaviour and truancy : checking signing and homework completion. d) Supporting tutors in ensuring that the use of tutor time is purposeful and meets the school aims by visiting form groups and taking assembly. e) Supporting tutors in mentoring and encouraging tutors to engage in academic tutoring/target setting with school systems like progress checking,especially through form tutor meeting time. f) Randomly checking on truancy and behaviour g) Monitoring academic and behavioural progress through the referral system, detentions, seclusion and progress checks, Academic Review days and parents evenings and reporting any issues to the Deputy Head teacher Pupils & Staffing and the Deputy Head School Improvement for discussion at secured meeting time. h) Academic monitoring through the process of progress checks and making decisions with their line manager about relevant interventions. i) Completing the Year Team Self evaluation Framework. j) Monitoring work and homework k) Writing and Reviewing the Year group Improvement Plan Form tutors/teacher monitoring a) Monitoring attendance by taking a register on eportal and following up absences from school informing the attendance officer about three day unauthorised absence and contacting home. Inform Learning Manager of truancy and any issues. b) Checking and signing planners each week and providing feedback to parents and responding to feedback from parents through the planner. c) Monitoring pupil progress by comparing pupil data, against FFT targets and progress check grades/levels, using this data to tutor and motivate students and feedback constructively to parents through Academic Review days and parents evenings. 6

7 d) Mentoring pupils and setting clear, formed academic and wider targets. Monitoring and evaluating these targets periodically. e) Comparing and monitoring class performance against targets set for them, identifying differences and taking appropriate action or seeking help. f) Monitoring academic and behavioural progress through detentions, seclusions, progress checks, parents evenings and academic review days etc. g) Attending year group meetings to monitor the above h) Delivering a registration programme as designed by the Deputy Head Pupils and staff i) Being a first point of contact for parents and attending parents evening and academic review days j) Contributing to the completion of Year Team Improvement plan and Year Team Self Evaluation Framework 7
