1 Civil Aviation Administration - Denmark Regulations for Civil Aviation BL 3-18 Regulations on establishment of aerodrome management at approved aerodromes etc. Edition 2, 14 March 1997 In pursuance of Section 52 and subsection 10 of Section 149 of the Danish Air Navigation Act, cf. Consolidation Act no. 162 of 7 March 1994, the Civil Aviation Administration - Denmark hereby stipulates as follows on the authority of the Ministry of Transport, cf. Ministerial Order no. 138 of 17 February 1997 on delegation of authorities to the Civil Aviation Administration - Denmark and on publication of the Regulations issued by the Administration: 1. Reference documents 1.1 BL 7-8, Regulations on the operation of air traffic service units, latest edition. 1.2 Aeronautical Information Publication Denmark, AIP Denmark, latest edition. 1.3 The document mentioned in para. 1.2 may be bought on application to the Civil Aviation Administration - Denmark, Aeronautical Information Service, Ellebjergvej 50, DK-2450 Copenhagen SV. 2. Definitions Aerodrome: A defined area on land or water (including any buildings, installations and equipment) intended to be used either wholly or in part for the arrival, departure and surface movement of aircraft. Aerodrome, approved: An aerodrome approved by the Civil Aviation Administration - Denmark for a specific activity. Aerodrome manager: Head of the aerodrome management. Aerodrome management: An organisation approved by the Civil Aviation Administration - Denmark to manage the daily operation of and the daily inspection with the aerodrome or the civil area of an military airbase. Aerodrome, private: An aerodrome which is not public. Aerodrome, public: An aerodrome approved by the Civil Aviation Administration - Denmark which on certain specified conditions is open to the public. Aerodrome services: A service the task of which is to ensure that the aerodrome and its installations and equipment are in prescribed condition. Hours where service is provided: The period in which aerodrome and air traffic services are provided. 3. Applicability This BL lays down regulations for public aerodromes and civil areas at military airbases and for private, approved aerodromes where the Civil Aviation Administration - Denmark has stipulated that an aerodrome management shall be established, cf. para BL 3-18 / Edition 2 / / 1

Establishment and operation 4.1 It rests with the person who has been granted permission to establish and operate a public aerodrome or a civil area at a military airbase, hereinafter referred to as the licence holder, to establish an aerodrome management. 4.2 In connection with approval of private aerodromes for special activities, cf. BL 3-5 and BL 3-22, the Civil Aviation Administration - Denmark may require establishment of an aerodrome management. 4.3 The licence holder is responsible for a. the determination of the objective to be met by the aerodrome, cf. appendix 1, item 3, b. the establishment of the services required by the Civil Aviation Administration - Denmark, cf. BL 3-1, BL 3-2, BL 3-5 and BL 3-25, c. the appointment of the personnel necessary for the operation of the aerodrome and for the personnel s being adequately trained and qualified for the exercise of their functions, d. the installations, equipment and materiel required by the Civil Aviation Administration - Denmark being available, operated and maintained in accordance with the Civil Aviation Administration - Denmark s regulations, e. the establishment of a quality assurance system in accordance with Part 6, and f. the Civil Aviation Administration - Denmark s employees, in connection with inspections, having free access to the aerodrome, including its installations, equipment and services and control and audit reports, if any. 4.4 The licence holder shall prepare an aerodrome manual in accordance with Part The aerodrome manual shall be updated currently. A copy shall be forwarded to the Civil Aviation Administration - Denmark who at any time may require amendments to the contents. 4.5 The licence holder shall appoint an aerodrome manager who shall be in charge of the aerodrome The licence holder shall inform the Civil Aviation Administration - Denmark who has been appointed aerodrome manager. 4.6 The aerodrome manger shall be responsible for the daily operation and maintenance of the aerodrome being carried out in accordance with the aerodrome manual and existing rules and regulations The aerodrome manager shall be the liaison to the Department of Safety Regulation of the Civil Aviation Administration - Denmark on behalf of the licence holder in matters concerning installations, equipment and services related to the aerodrome s permissions/approvals The aerodrome manager or the person appointed to attend to the aerodrome manager s operational responsibilities, cf. para. 4.7, shall be present at the aerodrome during the hours where service is provided. 4.7 The aerodrome manager may delegate his tasks and duties to the extent described in the aerodrome manual. 5. Aerodrome manual 5.1 The aerodrome manual shall contain the regulations and instructions related to flight safety at the aerodrome, including regulations and instructions required in ministerial orders or in Regulations for Civil Aviation The aerodrome manual shall at least have the contents described in appendix Quality assurance 6.1 The licence holder shall ensure that the flight safety relations, described in existing regulations and accepted in connection with the Civil Aviation Administration - Denmark s entry control, are maintained through the establishment of a quality assurance system which includes the following elements: BL 3-18 / Edition 2 / / 2
3 a. Description of the aerodrome s organisation, resources, lines of command and routines in the aerodrome manual, cf. part 5. b. Establishment of a reporting system ensuring the aerodrome and the Civil Aviation Administration - Denmark insight into the flight safety aspects in connection with the operation of the aerodrome. c. Establishment of an independent audit function which at least once a year controls whether the aerodrome follows the routings described in the aerodrome manual, cf. item a VMC aerodromes shall exclusively comply with para. 6.1 a. 6.2 The quality assurance system shall ensure that the aerodrome maintains the accepted safety level by using encumbered and unencumbered areas, the established obstacle clearance, using the visual aids (paint, light systems, signs, marks, etc.), using the electronic aids, and operation of the established services. Note: Quality assurance is described in the leaflet Quality assurance issued by the Civil Aviation Administration - Denmark in June Exemption The Civil Aviation Administration - Denmark may in particularly exceptional cases grant exemption from the regulations laid down in this BL if it is deemed compatible with the considerations on which the regulations in question are based. 8. Complaints Complaints of the decisions taken by the Civil Aviation Administration - Denmark in pursuance of this BL may be presented to the Ministry of Transport. 9. Punishment 9.1. Violation of Chapter 4 in this BL is punishable with fine. 9.2 Criminal liability may be imposed on companies etc. (legal persons) under the rules of Chapter 5 of the Danish Criminal Code, cf. Subsection 14 of Section 149 of the Danish Air Navigation Act. 10. Implementation 10.1 This BL comes into force on 1 May At the same time BL 3-18, 1 edition of 6 November 1987 is repealed Aerodromes approved before the implementation of this BL shall comply with the requirements in para and part 6 not later than 1 January Civil Aviation Administration - Denmark, 14 March 1997 Ole Asmussen /M.
