1 Rwanda Improved services for vulnerable population Number of Cooperative Agreement: AID-696-A Programmatic Domain: Child Protection Terms of reference N.AVSI/USAID/RWA/ISVP/ Child protections specialist consultant 1. Organizational profile: AVSI Foundation is an International Organization (NGOs), founded in Italy in AVSI s mission is to support human development in developing countries in the wake of the teaching of Catholic social teaching with special attention to education and promotion of human dignity in all its expressions. AVSI started working in Rwanda since 1994, focusing on the emergency response before shifting later on to long-term development programs. Currently, AVSI is implementing HOPE program (Holistic Response for Rwandan Children/Family Promotion) aiming to improve living conditions and protection of orphans and vulnerable children in their families and communities; Child Protection is a key area of implementation for AVSI Rwanda; many projects has been implemented in the area focusing on the strengthening child protection systems. AVSI s approach in Rwanda is based on the priorities defined in the EDPRS II ( ) in the Thematic areas (2) Rural Development (priorities 2 and 3) and (3) Productivity and youth employment (priorities 1 and 3); the Foundational issues related to food security and nutrition and literacy, ECD and Basic Education, and finally, and Environment and Climate, Gender and Family and Social Inclusion for Cross cutting issues. Three technical strategic sectors are: socio-educational, family economic empowerment, child protection&fight against Gender Based Violence. 2. Context: The terms defined here concern the consultancy by a Child protections Specialist; who for a 35 days period will define a strategy for strengthening child protection systems as well as strengthening the capacity of communities to maintain and ensure their effectiveness in accordance with the existing context. The Consultancy is part of the program TWIYUBAKE (Improved Services for Vulnerable Populations (ISVP) operating in 12 Districts of Rwanda in its result aiming to increase capacity of communities to provide essential preventative and protective services to vulnerable families and children. AVSI as one of the 4 consortium members will lead the positive parenting and youth livelihood technical areas. 1
2 3. Rationale of the consultancy The child protection as one of the Twiyubake service is key. The consultancy will contribute to review the existing of the gaps in child protection services; the report will guide program activities in strengthening the community-based family and child protection system, coordination between formal/informal Child Protection mechanisms as well as the orientation on the referral and reporting system on Child Rights violation issues. Below are some sample evaluation questions Are there any standards, protocols and guidelines existing in Rwanda in the area of child protection? What are Rwanda laws and policies that protect children from abuse, neglect, exploitation, and violence and respond in the best interests of the child when violations occur? What coordination mechanism for child protection existing at central government, local levels of government and civil society? What are the existing child care and protection services existing in Rwanda? What mechanisms are in place to provide referrals for vulnerable children in Rwanda? What is the role and structure of NCC social welfare workforce in supporting child protection committees in Rwanda? How efficient can be the reporting of child abuse through the hotline? What strategy to strengthening child protection systems in Rwanda The consultant from will focus on evaluating and advice on: laws and policies that protect children from abuse, neglect, exploitation, and violence and respond in the best interests of the child when violations occur, a central government coordination mechanism for child protection, local levels of government and civil society, effective regulation and monitoring at all levels, a committed workforce (from NCC) with relevant competencies and mandates, mechanisms for response to child protection abuse. 4. Objectives of the consultancy Assessment of the existing laws, policies, standards, protocols and guidelines in the area of child protection Mapping of existing family and child care and protection services existing in Rwanda Assessing of the capacity of NCC social welfare workforce in providing referrals and supporting child protection committees in linking vulnerable children Lead feasibility analysis of hotline for child abuse reports and work with service providers from community to institutions level to improve the quality of service delivered to victims of child abuse Define a strategy for strengthening child protection systems Share the strategy with the TWIYUBAKE technical and NCC team and provide advice for its 2

Methodology The methodology will combine quantitative and qualitative approaches including: Literature review (including policies, research reports, internal monitoring reports, assessments and evaluations, guidelines, protocols, GoR & partners documentation, etc), the background and the justification for the proposed methodology have to be detailed here Key informant interviews with ministries and national institutions, stakeholders and families, Group discussions with key stakeholders in the domain. The consultant is requested to indicate her suggested methodology to be approved by AVSI. 6. Roles and responsibilities of the Consultant and AVSI The consultant is expected to complete the following activities: Develop and finalize the consultancy protocol, including the following: Methodology Sampling plan Plan for data collection and management Plan for data analysis Plan for observing informed consent Budget Work plan including detailed time frame Design the consultancy instruments including a data collection guide, form completion, notetaking, quality control mechanisms and including quality assurance of data collected Lead the data analysis Present preliminary results to the AVSI Country Representative and her team for review and to TWIYUBAKE technical team for their inputs Lead the development of the of the strategy Submit the final report including the strategy to strengthen child protection systems in Rwanda AVSI is responsible for Facilitate and provide all arrangements and support services/facilities for the work of the consultant in Rwanda. These will include: Provision of background and reference documents; Provision of transport service for the work, including airport pick up services; Provision of working space within AVSI s office in Kigali; Providing translation (interpreter) for the Consultant s field work as required (the case of community interviews/group discussions); Ensuring that the procedures and requirements from authorities (government and community) to collect information, to gather and meet with communities and community structures are fulfilled; Facilitating contacts and meetings with relevant stakeholders, which includes organizing meetings with different community groups as required as well as the workshop to present results 7. Timetable and process Below is a draft timetable for the consultancy. A detailed final work plan will be proposed and negotiated between the Consultant and AVSI. 3

Deliverables: The Consultant will deliver the following outputs: Conceptual framework, with detailed methodology, consultancy instruments and work plan. Analytical consultancy plan including data analysis and a description of the possibilities and challenges in terms of data analysis and reporting. A cleaned and fully coded dataset A draft report and power point presentation highlighting the preliminary results for discussion with Twiyubake team, including full analysis of all the critical areas agreed upon at the start of the consultancy. A revised report highlighting the fully strategy and its as approved by the Twiyubake team. A final report. Summary report and annex with reference materials. 9. Terms and conditions: The consultancy will be for 35 days with effect from the time of signing of the contract. The draft and final reports will be shared with and validated by AVSI Representative in consultation with Twiyubake Deputy Chief of party-director of Economic strengthening. The Consultant is expected to submit a technical and financial proposal for the work. Local transport costs in Rwanda and flight costs to Rwanda if required will be covered by AVSI. All costs related to data collection, translation, meetings, workshops and printing will also be covered by AVSI as well as the cost for Consultant. 4

Profile of the Consultant: Experience and Qualifications An individual/organization child protection expert, with a minimum of 5 years of demonstrable experience in qualitative research, data analysis and reporting with a focus on child protection issues in developing countries, preferably in Africa Extensive experience in survey design including sampling and other quantitative and qualitative research methods A proven capacity to design strategies in the domain of child protection Ability to use key data analysis software e.g. STATA, SPSS, CSPro, SAS, etc Proven training and facilitation skills Excellent communication skills with strong analytical, presentation and writing skills in English Knowledge of French is an asset 11. Duration and calendar The consultancy will be conducted during 35 days of November-December Activities to be implemented Detailed activities will be proposed by the consultant and they will be approved by AVSI Rwanda Country Representative and his technical team. 13. Funding requirements The Consultant should develop a budget proposal for the activities to be carried out under the consultancy during 35 days. 5
