Comparability and transparency of qualifications in Finland and Estonia 8, 12 education Programme: Southern Finland - Estonia Sub-programme Priority: Economically competitive and innovative region Direction of support: Meeting challenges of the labour market Southern Finland and Estonia form an intertwined area of employment as a result of their geographic, linguistic and cultural closeness. Many competent people work or would like to continue their studies in the neighbouring country. However, Finnish and Estonian vocational education and training as well as the examination systems have significant differences, making it complicated. The HETA-ECVET project is simplifying the vocational qualifications in Finland and Estonia to make them comparable, transparent and mutually recognisable. As a result, the project promotes the free movement of residents and labour force between Finland and Estonia. HETA-ECVET focuses on pilot areas such as vehicle technology, entrepreneurship, hotel and tourism and construction as well as social and health care. By comparing curricula, ways of training and the procedures of professional certification, the project partners can develop material and documentation in cooperation. Vocational education and training providers will test the material and documentation. Educational administrations and boards will analyse the results and disseminate these to other fields and countries. Duration: 36 months 09/ /2012 Total project budget: ERDF: Omnia, The Joint Authority of Education in Espoo Region, Finland (Espoo) Contacts: Tallinn Service School, Estonia (Tallinn) Kuressaare Regional Training Centre, Estonia (Kuressaare) Intermunicipal Federation of Vocational Education in Western Uusimaa, Finland (Lohja) Kehtna School of Economy and Technology, Estonia (Kehtna) Tallinn Construction School, Estonia (Tallinn) Vantaa Vocational College Varia, Finland (Vantaa) 98 99

Learning communities of modern liberal adult education 12 education Programme: Southern Finland - Estonia Sub-programme Priority: Attractive and dynamic societies Direction of support: Social security and wellbeing of different groups in society Liberal adult education centres have carried out the task of lifelong learning with success for decades in Estonia and Finland. However, at this moment there is a need for new kinds of methods, networks and attitudes in adult education. The information society, learning in networks and flexible online communication all provide new possibilities for adult education. LEMON renews liberal adult education centres to better meet the expectations of individuals and organisations in their region. With the help of the project, the liberal adult education centres can find new students and interest groups, build new local and cross-border partnerships, apply new learning methods, and both design and pilot new courses. The project is carrying out training for the staff of liberal adult education centres and stimulating the creation of new networks. Furthermore, the project is producing a book about the possibilities of social media (wiki, blogs, etc.) in adult education in addition to a report about future perspectives of adult education in Estonia and Finland. A substantial number of students are also participating in new courses or operation models during the project. Duration: 36 months 01/ /2011 Total project budget: ERDF: University of Turku, Finland (Turku) Contacts: Tartu Folk High School, Estonia (Tartu) Haapsalu Folk High School, Estonia (Haapsalu) KG Foundation's Schooling Centre Osilia, Estonia (Kuressaare) Foundation Tuuru, Estonia (Kärdla) Tartu Intellectuals Society, Estonia (Tartu) Adult Education Centre of the City of Salo, Finland (Salo) Turku Adult Education Centre, Finland (Turku) The Civic Institute of Porvoo, Finland (Porvoo) Vakka-Suomi Adult Education Institute, Finland (Laitila) Järvenpää Adult Education Centre, Finland (Järvenpää) Kerava Adult Education Center, Finland (Kerava) South Western Finland's Estonia Centre, Finland (Turku)

Promoting women s entrepreneurship in social and health care sector 8, 12 education Programme: Central Baltic Programme Priority: Economically competitive and innovative region Direction of support: Supporting innovation and improving competitiveness Entrepreneurs tend to start businesses in fields related to their occupation. The social and health care sector is the biggest sector where women work. The transmission from a public health care to a mix of public and private actors provides new business opportunities, especially for female entrepreneurs. However, the increasing opportunities for women to become entrepreneurs do not automatically mean that more women will start their own businesses. Promoting women s entrepreneurship in this sector would have a high impact on the economic growth. The Forte project originates from regional needs in both partner regions with non-utilized entrepreneurial skills. The project is increasing knowledge on entrepreneurship and improving entrepreneurial skills amongst students, employees and the unemployed in the social and health care sector. The project activities include, amongst others, the development and piloting of programmes to, for instance, teach entrepreneurship at universities. Key stakeholders take part in regional dissemination seminars to gain more knowledge on the conditions of entrepreneurship in the social and health care sector. Duration: 36 months 05/ /2013 Total project budget: ERDF: Östergötland County Administrative Board, Sweden (Linköping) Contacts: Lahti Region Education Consortium, Lahti University of Applied Sciences, Finland (Lahti) Östergötland County Council, Sweden (Linköping) Linköping University, Sweden (Linköping) 34 35

Communicating the Baltic Programme: Central Baltic Programme Priority: Safe and healthy environment Direction of support: Environmental awareness raising and expertise Communication between environmental education providers and those having the latest knowledge about environmental research is not efficient enough. The resources required to facilitate communication are partly missing on both sides, though a link between the various bodies would benefit everyone. The COBWEB project strengthens the connection between the sources and users of environmental knowledge. This project creates models of national and cross-border cooperation in environmental education between universities, environmental and nature schools in addition to museums in the Central Baltic region. To gain the newest knowledge in the field of environmental education and sustainability, the COBWEB project organises expert forums and workshops. From these they gather information which is used for improving the environmental education programmes, by transferring the newest knowledge gained in recent nature and environment studies to teachers and education specialists. As part of the project, exhibitions and study materials are being produced and made available online as well as in printed form. Duration: 28 months 05/ /2011 Total project budget: ERDF: Hyria Education Ltd., Finland (Hyvinkää) Contacts: University of Latvia, Latvia (Riga) Natural History Museum of Latvia, Latvia (Riga) Institute of Geology at Tallinn University of Technology, Estonia (Tallinn) University of Tartu, Estonia (Tartu) Tartu Environmental Education Centre, Estonia (Tartu) City of Nynäshamn, Nynäshamn Nature School, Sweden (Nynäshamn) City of Helsinki, Harakka Nature Centre, Finland (Helsinki) Helsinki Metropolitan Reuse Centre Ltd., Finland (Helsinki) City of Espoo, The Nature House Villa Elfvik, Finland (Espoo) Tallinn Environment Department, Estonia (Tallinn) 12 13

Supporting family caregivers and receivers in Estonia and Finland 12 health Programme: Southern Finland - Estonia Sub-programme Priority: Attractive and dynamic societies Direction of support: Social security and wellbeing of different groups in society Most European populations may be described as ageing populations. The balance between various sources of support for older people varies between countries according to tradition, culture and the social policy system, yet the problems and aims are similar in most countries. Children and grandchildren often live apart from the elderly, which prevent them from being involved in practical care-giving. The SUFACARE project creates a practical model for informal and formal elderly care in Estonia and Finland, providing solutions for family caregivers and caretakers as well as professionals working with home care in both urban and rural areas of both countries. The model consists of the establishment of a set of tools to improve the situation. These include education for caregivers to help them in their daily work, practical solutions for better security in home care, better networking and more costefficient solutions. The project also creates tools for social participation in neighbourhood help and social networking as well as leisure, community and cultural activities. Duration: 24 months 09/ /2011 Total project budget: ERDF: Arcada University of Applied Sciences, Finland (Helsinki) Contacts: Tallinn University, Estonia (Tallinn) SUFA CARE

Virtual elderly care services on the Baltic islands 12 health Programme: Archipelago and Islands Sub-programme Priority: Attractive and dynamic societies Direction of support: Social and demographic issues, especially young people The archipelago areas of Finland, Åland and Estonia are facing many challenges on the social, political and economical level. The social and health care sector is strongly influenced by demographic changes, struggling with the challenge of ensuring equal services for rural and urban areas with limited budgetary conditions. The ageing population, long distances and the possible lack of qualified work force are common challenges in the area. The project VIRTU aims to improve the standard of living of elderly people by supporting healthy, safe and socially rich living at home instead of institutionalization. Based on virtual technologies, VIRTU is creating a new service model which will benefit senior citizens, their relatives, municipalities and health and social care professionals in the archipelago. The project provides virtual services to elderly people in close cooperation with the participating municipalities. By researching the content of the service model and the usability and adaptability of the virtual services as well as the experiences of seniors and employees, the project is able to determine the cost-effectiveness and productivity of the services.
