1 Intramural Roller Hockey Rules and Regulations 1) Eligibility 1.1) All players must be current students or Faculty/Staff at UB 1.2) All players must have a valid UB Student or Faculty/Staff I.D. card at all games -Faculty/Staff players must be recreation permit holders 1.3) A team has until the third game to solidify their roster, at which time all player names and I.D. numbers must be submitted -All I.D. numbers will be checked 1.4) A player can only play for one team per division 1.5) A player may not switch teams after playing for any team for any reason 1.6) Females may play on men s division teams 2) Players 2.1) Two (2) teams, each consisting of no more than five (5) players, one of whom must be the goaltender, in play a match 2.2) A team shall consist of not more than ten (10) players 2.3) A team may not play with less than four (4) players (3 + a goalie) 2.4) All players must be eligible players as described in section one (1) 3) Equipment 3.1) All players shall wear protective helmets with attaching chin straps 3.2) All forwards and defensemen shall supply their own sticks and gloves 3.3) All skaters shall supply their own skates and helmets 3.4) Goalies shall wear leg pads, chest protectors, catching gloves, blockers and face masks, some of which may be provided 3.5) A player shall not use equipment or apparel which is dangerous to any players -This includes but is not limited to jewelry, bandanas, hats, etc. 3.6) If a stick is broken during play it must be dropped immediately, no player may touch the stick until a stoppage in play 3.7) If a stick is frayed, the area shall be completely taped over, or another stick be used 3.8) The basic compulsory equipment of a player shall include a jersey or shirt, shorts, and roller skates 3.9) All players on each team, with the possible except of the goalie, shall wear the same color jersey as their team 3.10) A player in violation of an equipment rule shall leave the floor to correct the equipment violation -The player may not return to the floor without first reporting to an official for verification of correction -The player may not substitute on the fly; they shall wait until a stoppage in play occurs 3.11) All teams are responsible for bringing a roller hockey ball for use during their games 4) Forfeits 4.1) The scheduled start of a game shall be when the game starts 4.2) Teams must be able to field the required number of players to start a game 4.3) If a team is unable to field the minimum required number of two (2) players and a goalie, they shall forfeit 4.4) If a team is ready to play at the scheduled start of the game, and the goaltender is not, that team shall play with an extra skater replacing the goalie until the goalie is ready and may substitute into play 4.5) If a team is unable to start a game on time that team shall forfeit 4.6) If neither team is able to start the game on time a forfeit shall be assessed to both teams
2 4.7) If a team is charged with a forfeit the team must pay a forfeit fee and present the receipt to the head official before the start of their next game to be eligible to play 4.8) If a forfeit fee is not paid before the start of the teams next game, a subsequent forfeit will be assessed with another fee 5) Gameplay 5.1) There shall be three (3) fifteen (15) minute periods 5.2) The time shall not stop during play with the following exceptions: -An injury to a player -The ball leaves the playing surface or becomes unplayable -When play is stopped due to a delayed penalty -During any odd man advantage during a penalty with neither team possessing more than a three (3) goal lead -During the last five (5) minutes of the third period with neither team possessing more than a two (2) goal lead -A situation warranted by the judgment of an official 5.3) There shall be a three (3) minute intermission between periods 5.4) A face-off at the center of the floor shall start play at the start of each period and after all goals 5.5) All walls, ceiling fixtures, basketball equipment etc. shall be in play 5.6) Games during the regular season ending in a tie score shall proceed to overtime 5.7) A regular season overtime shall consist of one (1) five (5) minute period of running time 5.8) If the score remains tied after the extra period the teams shall proceed to a shootout with three (3) players from each team taking penalty shots as described in section ) If after each team has taken three (3) penalty shots, the score is still tied, the shootout shall proceed to a sudden death format with no player shooting twice until every eligible player on the roster has shot 5.10) Games during playoffs ending regulation time with a tie score shall proceed to continuous sudden death overtime 6) Stoppages 6.1) A stoppage shall occur at any time in the judgment of the official that the ball is played illegally or becomes unplayable 6.2) If the ball is out of play, becomes stuck in the boards, or is covered by a goaltender, it shall be considered unplayable 6.3) The center white line shall be the divide between the attacking and defending zones 6.4) Players of the attacking team must not precede the puck into the attacking zone - The position of the players body shall be the determining factor for deciding an off-sides - A player possessing the ball may precede the ball into the zone, only if possession is maintained during the move 6.5) A situation where an attacking player (or players) has preceded the puck across the center line, but the defending team is in a possession of the ball, or no contact between an attacking player and the ball has been made, a delayed offsides will be announced by the officials raising their hands 6.6) A delayed off-sides will be washed out once all members of the infracting team re-establish themselves as out of the zone 6.7) If a player legally carries or passes the ball into their defending zone while a player of the opposing team is in such defending zone, the off-side shall be nullified and play permitted to continue 6.8) If a play is made on the ball with a stick above the height of the crossbar, a whistle shall stop play for high sticking 6.9) If a player raises their stick above the crossbar in an attempt to play the ball with other players in the vicinity of the play, 6.10) If a play is made on the ball with the hand, the opposing team must make the next play on the ball, otherwise play shall be stopped for a hand pass 6.11) A player shall be permitted to make a play on the ball in the air with an open hand, or push it along the floor with a hand - A player may only make a hand pass in a backward direction of the defending zone - If a play is made on the ball with the hand, the opposing team must make the next play on the ball 6.12) The ensuing face-off due to an off-sides, hand pass, or high stick shall be in the zone of the offending player 6.13) All other face-offs shall be placed at the discretion of the referees 6.14) There shall be no icing rules in effect for intramural games
3 7) Substitutions 7.1) Substitutions may be made on the fly and or when a stoppage in play occurs 7.2) A substitution is made when the ball is in or out of play, for which the following conditions are observed: -The player leaving the floor shall do so at their own bench -The player entering the floor shall also do so at their own bench -The player leaving the floor shall cross the board before the entering player may leave the bench area -The entering player may not play the ball before the exiting player is over the board and inside the bench -A substitute is subject to the authority and jurisdiction of the referees whether called upon to play or not -The substitution is completed when the substitute enters the floor becoming a player and the player replaced ceases to be a player 7.3) Failure to execute a substitution as described in 6.3 shall result in a bench minor for too many men 7.4) All substitute players may not be on top of the boards in any manner for any reason other than making a substitution, failure to heed to warning of an official to Get off the board will result in a bench minor 8) Penalties 8.1) Should an infraction of the rules which would call for a major or minor penalty be committed by a player or goaltender the referee shall raise his arm to signal the delayed calling of a penalty 8.2) When the team to be penalized gains control of the puck, play shall be stopped for the referee to impose the penalty 8.3) If the penalty to be imposed is a minor penalty and a goal is scored by the non-offending team, the minor penalty shall not be imposed but major penalties shall be imposed in the normal manner regardless of a goal 8.4) If the penalty to be imposed is a double minor and a goal is scored by the non-offending team, one minor penalty shall not be imposed and the goal awarded, the second minor shall still be imposed 8.5) For a minor penalty, any player, other than a goaltender, shall be ruled off the floor for two (2) minutes during which time no substitute shall be permitted 8.6) If a minor penalty is imposed on a goaltender a player on the floor at the time of the penalty shall serve the penalty time 8.7) If a goal is scored during an odd man advantage due to a minor penalty, the release from the penalty box shall follow the order of the penalties taken 8.8) If a goal is scored during an odd man advantage of the first minor of a double minor, the penalty time shall be reset for the second minor 8.9) Players serving major penalties shall not leave the penalty box until after the duration of their penalty, regardless of a goal 8.10) When coinciding penalties are called, play shall continue with no reduction in players on the floor -The penalized players may not leave the penalty box until a stoppage in play after their penalty time is over 8.11) A player assessed a major penalty shall be ejected from the game and must meet with the Assistant Director of Recreation for Intramurals before eligible to play in future games 9) Minor Penalties 9.1) Any player found in violation of rules shall be called for a minor penalty 9.2) Hooking Use of the stick parallel to the floor in a manner to restrict the free movement of an opposing player or stick 9.3) Slashing Use of the stick in a swinging and/or chopping motion which is not an attempt to play the puck 9.4) Cross Checking The action of using the shaft of the stick between the two hands to check an opponent 9.5) High Stick Use of the stick above the height of the cross bar in the near vicinity of another player - Contact with the opponent is not required for a penalty; penalties will be assessed as safety is disregarded 9.6) Throwing The Stick Throwing a stick to play the ball for any reason, or using a hand or stick to propel another stick 9.7) Tripping Use of the stick, knee, foot, arm, hand or elbow in such a manner that causes an opponent to trip or fall - No penalty shall be imposed if a player makes contact with the ball first and subsequently trips the opponent 9.8) Interference Any player without possession of the ball restricting the free movement of another player without possession of the ball 9.9) Roughing Use of any part of the body to make deliberate contact with another player - This is a non-contact fun league, no checking is aloud at any time for any reason
4 9.10) Holding Use of the free hand (any hand removed from ones stick) to impede the progress of an opponent 9.11) High Stick Use of the stick above the height of the cross bar in the near vicinity of another player - Contact with the opponent is not required for a penalty; penalties will be assessed as safety is disregarded 9.12) Delaying the Game A player in the judgment of the referee deliberately delays the flow of play - Deliberately holding or freezing the ball against the wall as to allow time to pass without play - The goaltender freezing the puck with no threat of an attacking player, especially behind the net - A goaltender or player deliberately displacing the goal as to prevent the opposition a scoring opportunity - A player other than the goaltender deliberately falling on or gathering the ball into their body - Persistently delaying a face-off by lining up off-side, substituting slowly, or playing the ball before it hits the ground 9.13) Handling the Puck Closing a hand around the ball, weather in the air on the floor, to make a play 9.14) Diving Blatantly diving, embellishing, or reacting, in the judgment of the official, in an attempt to draw a penalty 9.15) Unsportsmanlike Conduct Any player acting in a manner nonconductive to a positive and fun atmosphere - Verbally abusing any player through taunting, profane language, excessive yelling, etc. - Throwing equipment, violently banging a wall or bench board, intentionally damaging any intramural equipment - Playing after the stoppage of play: Shooting on net, extra attempts at a covered puck, shooting at a player, etc. 9.16) Illegal equipment Playing with a broken stick, holding more than one stick at one time - If a stick is broken during play, immediately drop the stick and get another or continue play without one 9.17) If all UB ID cards of present players are not at the officials bench at the start of the game, the infracting team will be issued a delay of game minor penalty, served by the captain 10) Major Penalties 10.1) Any player found in violation of rules shall be assessed a Major penalty and ejected from the game 10.2) Fighting Throwing a single punch is a fight 10.3) Boarding Deliberately hitting a player who is near the wall but not against it, propelling that player into the wall 10.4) Charging A player making any extra attempt to check an opponent by additional skating or jumping 10.5) Abuse of official - A player showing dissent toward any official by physical and/or verbal means 11) Penalty Shots 11.1) A penalty shot is designed to restore a scoring opportunity which was lost as a result of a foul being committed by the offending team, based on the parameters set out in these rules 11.2) The player taking the penalty shot shall be the one whose opportunity was upset - If the infraction does not involve a player, the captain shall designate a shooter 11.3) The goaltender and the skater are the only players involved in a penalty shot, all others shall remain at their bench 11.4) During the penalty shot the skater shall wait until signaled by the referee to touch the ball and start the penalty shot 11.5) The goaltender shall remain in the goal crease until the skater touches the ball 11.6) The ball shall be kept in motion towards the goal line and once it is shot, the play shall be considered complete 11.7) No goal may be scored on a rebound of any kind, except if the ball bounces off a goal post or crossbar, then off the goaltender and directly and fully across the goal line between the posts 11.8) The following will result in a penalty shot 11.9) A player on a clear breakaway who is prevented from a reasonable scoring opportunity by a foul from behind 11.10) The goal is deliberately displaced by a goaltender or player during the course of a breakaway 11.11)The goal is deliberately displaced by a goaltender or player and the subsequent minor cannot be served in its entirety 11.12) A defending player, except the goaltender, falls on, holds, picks up, or gathers up the ball when it is within their crease 11.13) A defending player throws or shoots any part of a stick, piece of equipment, or any other object at the ball or ball carrier preventing a reasonable shot or pass in their defensive end 12) Disallowed Goals 12.1) A goal shall be disallowed if the goal is a direct result of an infraction of the rules as indicated in rules ) If an attacking player makes a clear and distinct kicking motion when the ball contacts their foot 12.3) If an attacking player makes a scoring play with their hand while that hand is not connected to a part of the stick
5 12.4) During a delayed off-sides situation, if the attacking team scores a goal other than an own goal by the defensive team 12.5) If a goal is the result of the ball making contact with the ball above the cross bar 12.6) If a goal is the result of the ball passing under or through the net before crossing the goal line from between the posts 13) Protests 13.1) Any officials decisions that involves judgment may, under no circumstances, be subject to protest 13.2)The captain(s) of a team shall be the only player(s) that may address any complaints, questions or rule interpretations 13.3) Decisions rendered by an official may be reversed when a decision is found to be in violation of a rule 13.4) The official whose decision is in question will, if in doubt, confer with associates before taking any action 13.5) Under no circumstance will any players, other than the captain(s) of either team, have any grounds to protest any decision or seek a reversal PLAYERS MUST HAVE VALID UB STUDENT ID s OR FACULTY/STAFF RECREATION PERMITS AT ALL GAMES. NO ID MEANS YOU CANNOT PLAY! DAILY RECREATION PERMITS ARE NOT ACCEPTABLE FOR INTRAMURAL PLAY!
