3 3 Context PIP aim : to ensure that ACP exports of F&V comply with European requirements Beneficiairies of the programme : producers, exporters and local support services Beneficiaries of the capacity building : local regulatory authorities and laboratories (in order to reinforce the services to the companies i.e. Soil, foliar, water quality, chemical residue tests)

4 4 Context Accreditation to ISO17025 : international standard to comply for pesticide residue analyses Few labs in ACP countries are ISO17025 ACP companies send their samples to Europe PIP undertook to support laboratories towards ISO accreditation

6 6 PIP Approach Approach according to 4 steps : 1. Selection of beneficiaries Assessment of all local labs to identify the most appropriate for support 2. Individual lab assessment To define an action plan leading to accreditation, determine the knowledge and skills, the materials requirements and establish the training requirements of laboratory staff.

7 7 PIP Approach 3. Staff training In-situ and customised training Training s programme themes : Understanding of the ISO standard Laboratory management and conducting tests Analysis methods Metrology Calibration and maintenance of analytical measuring devices.

8 8 PIP Approach 4. Support towards accreditation or extension of the scope of accreditation Support from an accredited European laboratory. Implementing the quality system. Inter-laboratory tests. Whether the lab is accredited : Extension of the scope of accreditation to pesticide residue testing in fresh fruit and vegetables

9 9 PIP Approach As a conclusion : PIP s support is focussed on the ability of the laboratories to comply with the pesticide residue analyses requirements for producerexporters, and the guarantee of supplying reliable and acceptable results as such by the importers.

15 15 Key issues to achieve international accreditation The major problem is finance : Cost of equipping One item of analytical equipment cost Once equipped, basic running cost Managment problems : High staff turnover Understanding of the needs and functioning of an accredited lab Sustainability

16 16 Specific needs Long-term maintenance, ability to detect and assess breakdowns, to fix small breakdowns Analysis equipment (e.g.: small glassware-type analysis equipment) Consumables (insufficient reserve, stockout, poor quality reagents, etc.) More qualified staff to be able to respond quickly to the demand of producer-exporters On-going access to information and advice on new methods

17 17 Drawing a conclusion for support programmes : Supporting ACP laboratories requires a holistic and well integrated approach that combines : one-off support for expensive infrastructure + equipment and staff training + on-going support to cover maintenance costs Different support programmes need to be coordinated and well synchronised

18 18 Drawing a conclusion for support programmes : Developing ACP laboratory capacities is an expensive and long term project Short term and targeted support can assist the long term approach
