Background of the expertise mission Since its inception in 2002, the Global Fund has approved 17 grants for Cambodia, for a total amount of $398 million, out of which $331 has been disbursed to-date. About half of the budget was allocated to HIV grants, thirty percent to Malaria, about fifteen to Tuberculosis and the rest to Health Systems Strengthening. All of the programs implemented with Global Fund resources have been very successful in scaling up focused interventions and supporting the achievement of Millennium Development Goals (MDGs) ahead of projected time. Cambodia is at a critical juncture of its AIDS response. Facing in the mid-1990s one of the fastest growing HIV epidemics in Asia, it has in the last years became one of the few countries to have reversed its HIV trend with a decline of HIV prevalence from an estimated 2 % (among adults aged 15-49) in 1998 to a projected 0.8 % in Over 55,000 people are on ARV treatment and new infections have significantly declined even if prevalence remains high among key affected populations (entertainment workers, injecting drug users, MSM, transgender people). The national response is increasing focusing on those key affected populations with new prevention and active care management approaches to reduce loss to follow-up cases. 2 This progress and advanced programme has been possible thanks to significant external financial support and in particular from the Global Fund to Fight AIDS, TB and Malaria (GFATM), PEPFAR and a few other technical and financial partners. However, as the response becomes more sophisticated and targeted, the country faces a significant threat to the financial sustainability of the AIDS response. Under the New Funding Model, Cambodia has been informed by Global Fund that the amount approved by the Global Fund board in 2013 and signed into the SSF HIV grant Phase II agreement initially for the Jan Dec 2015 period is now the only available resources for HIV from Global Fund until mid Therefore, a new concept note needs to be developed which will adjust the HIV grant to provide for critical activities to be continued over a longer timeframe, from January 2014 through June Given the very tight budget to cover needs for an additional 1,5 year, the concept note for this HIV grant reallocation has to be submitted by 15 October 2014 after an inclusive, country dialogue process that ensures all key Global Fund requirements are met. A successful concept note submission is critical to ensure the continuity of prioritized services until mid It should be noted that the concept note development has to be developed in an extremely budget constraint environment requiring thus high level of prioritization and good communication among the various stakeholders to build consensus for strategic interventions for GF funding. The process will be led under the CCC (GFATM Country Coordination Committee for Cambodia) with a Steering Committee for the HIV grant concept note (with multi-stakeholder composition). The TOR and composition of the Steering committee have been approved and the first meeting was held on 23 June 2014 to start the process. A draft roadmap for the national dialogue and development of the concept note is available and will be updated on a regular basis. Objectives and expected results 1) General objective of the expertise mission This expertise mission aims to support the Country Coordination Committee, Steering committee for the HIV concept note, National HIV Programme (NCHADS) and National AIDS Authority (NAA) in the national dialogue for the development and writing of the Concept Note for HIV. 2) Specific objectives a) Facilitate and document the Country Dialogue process in support of the development of HIV Concept Note. This include support organization, facilitation and documentation of consultative meetings and events in support of the Concept Note development, including possibly thematic and HIV constituency consultations (as part of the country dialogue process) at the national level; b) Coordinate and lead the writing of the concept note in coordination with the Steering Committee and in country experts. This includes technical and non-hiv technical sections of the concept note (e.g., CCC eligibility and Country Dialogue process). Terms of Reference 14INI142 2

3 3) Expected results The experts support should enable the CCC and Steering Committee for the HIV concept note to develop a quality and complete Concept Note for HIV ready for submission to the Global Fund by 15 October 2014 and address follow-up questions from the GFATM for the submission to the TRP. III. Description of the expertise mission 1) Description of tasks The consultants will work in close collaboration with the Steering Committee for the HIV concept note, in country HIV experts (NCHADS, NAA, USG, CDC, WHO, UNAIDS, NGOs, etc.). Furthermore, the consultants will collaborate with the CCC Secretariat, CCC Executive committee and the CCC oversight committee for the concept note development process. This expertise mission will not replace the commitment and ownership of the existing PR, National programme, CCC and partners for the preparation of the concept note but will facilitate coordination and provide inputs on necessary aspects as described below. The division of roles and responsibilities between the 2 experts will be defined as follows: Expert 1 will focus on: - coordinate the development, lead for some areas in consultation with other stakeholders (programmatic and financial) and compile the various components of the concept note writing and other required supporting documents ensuring overall quality, consistency and meeting the GF requirements; - facilitate the key national dialogue consultations and events including preparing presentation on draft concept note elements; - contribute to the development of the draft and final version of the concept note and necessary presentations for the CCC. Expert 2 will focus on: - documenting the national dialogue process in coordination with the CCC secretariat; - liaising and facilitating the dialogue with key affected population and community groups (including organizing specific focus group discussion as necessary, TBC); and - writing some elements of the concept note and documentation especially for CCC eligibility, national dialogue and community consultation. The entire duration of this consultancy will take place in Cambodia to have an on-going dialogue with PR-NCHADS and other stakeholders (government, civil society, key affected populations, partners) throughout the process. The country dialogue process will help to prioritize the proposed program activities within the new national strategic plan and budget ceiling. Given the very tight budget situation, diplomatic skills and good communication to managed expectation of current SR and SSRs will be critical. To ensure effective knowledge gathering and consensus building especially with key affected populations and community-level stakeholders, some of the events will be conducted in Khmer language and require interactive, adult learning techniques as well as availability of some key presentations and tools in Khmer language. 4 2) Expected deliverables The deliverable includes all required documents for concept note (HIV technical and other required sections and documentation) with a draft available by 25 September 2014 for submission and review by the CCC and GF country team and final version by 14 October ) Coordination The consultancy will be coordinated by the CCC Oversight Committee co-chair with support from the Chair of the Steering committee for the HIV concept note, a CCC Secretariat staff and FEI Team in Paris. The consultants will also work in close collaboration with other in country HIV stakeholders and experts. Coordination with other technical assistance for other work related to the HIV concept note is transparently ensured and documented within the Steering Committee for the HIV grant and under the CCC-Oversight committee. This includes support for the prioritization and national health HIV sector plan (WHO support), multi-sectoral National Strategic Plan (TBC), update of AIDS Epidemic Model for Cambodia (UNAIDS). IV. Expertise and profiles 1) Number of experts : 2 1 international expert on HIV and GFTAM new funding model requirements (expert 1) 1 bilingual expert with in country community facilitation expertise (expert 2) 2) Profile of the experts : Expert 1 (lead expert) Qualifications and skills: - Master degree in public health, development, or social sciences; - Excellent skills in: Strategic analysis and planning; Facilitation skills and effective communication with multiple stake-holders; Multitasks and multi-stakeholders coordination under tight deadline; Team work and consensus building ; - Excellent knowledge of Global Fund procedures including its New Funding model requirements (technical content for HIV, eligibility and process requirements); - Strong strategic information and M&E expertise in particular related to HIV key affected populations; - Good knowledge of HIV epidemiology in Cambodia and its response to HIV; Terms of Reference 14INI142 5

6 - Excellent command of English, written and spoken, as a significant work of writing is expected as well as coordination with English-speaking sub-recipients, bilateral and multilateral partners and the CCC; - Knowledge of Khmer is an asset. Professional Experience: - At least 10 years professional experience in planning and monitoring-evaluation of large programs in the field of HIV/AIDS or other health sector; - Experience in developing funding requests to the Global Fund; - Strong initiative and self-discipline, and a proven track record of completing and submitting work within deadlines. Expert 2 Qualifications and skills: - Master degree in public health, development, management, or social sciences with a strong program development and management training and experience; - Excellent skills in: Program design, logical framework; Facilitation skills in small/large group settings with diverse constituencies; Communication with multiple stake-holders; Managing diverse teams towards producing results-oriented outputs; Knowledge transfer with community stakeholders in Cambodia; Mentoring/coaching. - Excellent interpersonal, co-ordination and negotiation skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. - Documented experience with key affected populations (KAPs), people living with diseases (PLWD), and non-governmental stakeholders in Global Fund processes in Cambodia; - Strong knowledge of Global Fund requirements of the non-technical elements of the Concept Note and formats (Country Dialogue, CCC eligibility sections) and familiarity with technical documentation required (work plans, budget, and other grant related documents); - Proven conceptual analytical and evaluative ability to conduct independent research and analysis, identifying issues, formulating options and recommendations; - Excellent planning, organisation and problem solving skills in a complex environment with multiple stakeholders; - Excellent command of the English language: oral and written; - Excellent command of the verbal Khmer language and documented successful facilitation of the workshops and public events in Khmer language; - Computer literate including knowledge of Word, Excel, and PowerPoint. Professional Experience: - At least 10 years of relevant job-related experience preferably in health, community development and/or social sectors; - At least 10 years of experience in the development, design and implementation of health, rural development, including budget management; - Demonstrated direct experience with the Global Fund mechanism, its rules and regulations, and various formats and tools linked to CCC and community engagement in GF mechanisms; - Minimum of 10 years of direct relevant Cambodia-based professional experience. Mission Report In addition to the deliverables, the lead expert will participate in the weekly meetings of the Steering committee and provide regular updates to FEI, and: A final mission report due by both experts at the end of the mission, within 30 days after completion of the mission, based on a format agreed with FEI. Language of the report: English Report terms: report will be sent by to FEI. VII. Monitoring and Evaluation Deliverables Outputs Outcome Means of Verification -Report from Country Dialogue process; -All completed sections of Concept Note -The Concept Note for HIV component submitted on 15 October 2014 and related follow-up questions raised by GF addressed in time -Favorable review of the Concept Note by TRP; -Timely HIV grant making resulting in new grant in place mid Submission of Concept Note; -Formal TRP feedback; -Feedback from GF Cambodia Country Team; -Timely grant signature VIII. Practical/Logistical Information The entire duration of this consultancy will take place in Cambodia, mostly in Phnom Penh, with possibly some selected consultative events to be scheduled in provincial towns (TBD).
