18 Characteristic of Cluster Cluster 1 Cluster 2 Cluster 3 Have a wide area but village which less facilities of communication because many village hard to reach Using facility of communication low because dynamic of socio economic still low Have a good socio economic, having communication facilities is high (mobile phone, computer, internet access, high consumption for communication) Have a high dynamic socio economy so high using communication facilities (GSM, utilization of radio, utilization of television) but using of radio s frequency and television s frequency still low, because people like using gadget Potential village still less, because have a small area Have a good potential villages (own fixed wired telephone, public telephone, kiosks, internet café, BTS, strong mobile phone) because have a wide area and easy to reach the area, have many of administrative area. Good using communication facilities ( band frequency, radio frequency, television frequency, GSM frequency except TV Channel Utilization and Radio channel Utilization must be increased) A little part of society no have TV or mobile phone especially live at village which is far from city

19 Policy for Each Cluster Cluster 1 Addition of facilities in the village(public telephone, internet café, BTS), as well as increased utilization of frequencies available either frequency television, radio or GSM Cluster 2 Addition of facilities in the village such as public telephones, Base Transceiver Stations, increase usage of radio s frequency and television s frequency Cluster 3 The increase in the use of television and radio channels as well as the addition of using computer and internet, as well as the consumption for telecommunications for village which is far from city

20 CONCLUSION

21 Conclusion 1 The number of clusters formed by variables related the field of communication technology are 3 cluster. 1 st cluster consists of 21 provinces, 2 nd cluster consists of 7 provinces, and 3 rd cluster consists of 3 provinces. 2 3 rd cluster has good potential villages and usage of communication facilities, 2 nd cluster has good socio economy, 1 st cluster still have to improve potential of village and economy also usage of communication because there are less.
