1 Deadline: April 29, The Science and Resilience Institute at Jamaica Bay (Institute) intends to offer funding in to a limited number of graduate students and researchers ranging from $5,000- $10,000 and undergraduate internships at $4,500. The goal of this funding program is to inform and increase resilience in Jamaica Bay by strengthening research collaboration and partnerships. Specifically, funding is intended to support new or existing collaboration among researchers affiliated with the Institute s consortium 1. Where appropriate, researchers should partner and/or collaborate with agency and community members. The Institute helps increase the resilience of human and natural communities in Jamaica Bay and the surrounding areas of New York City through knowledge development and adaptive learning. The Institute s resilience analysis and practice aims to identify and strengthen connections between human and natural systems, drawing on ecosystem services and community resilience within the Bay, its watershed, and surrounding waters. A primary goal of the Institute is to build and sustain partnerships among scientists and communities through participatory science, two-way learning, and extension projects. For more information about SRIJB research and engagement activities and key partnerships, please visit Fellowship and Internship Descriptions There will be two categories of fellowships available to both graduate students and researchers within the Institute consortium. Each fellowship recipient is required to: Contribute to the State of the Bay Symposium on June 15 and 16 at Gateway National Recreation Area and Brooklyn College. Attend a fellowship symposium in August or September to present and discuss their work. Contribute to one Institute engagement or outreach event in. These events might include a Public Agency Committee meeting, a Stakeholder Advisory Committee meeting, an Institute executive meeting or a community outreach event. 1 The Institute, hosted by Brooklyn College, is a partnership among academic institutions, government agencies, nongovernmental organizations and community groups. Core partnerships are sustained among the National Park Service, the City of New York, and a consortium that includes the City University of New York (CUNY), Columbia University, Cornell University, Rutgers University s Institute of Marine and Coastal Sciences, NASA Goddard Institute for Space Studies, New York Sea Grant, Stevens Institute of Technology, Stony Brook University (SUNY), and the Wildlife Conservation Society. 1

2 Research Development Fellows - Priority Areas Research Development Fellows (RDFs) will develop new collaborative project ideas for the Institute and consortium institutions that reflect the priority research areas below. They will leverage existing projects to scope new research including background research, assessment of data and resource availability, identification of partners and articulation of the Institute s role. Projects scoped through this funding would be affiliated with the Institute, and in return, the Institute will help seek funding, reconcile research ideas with management and community needs, and establish collaboration with relevant researchers, agency partners, and stakeholders. The outputs of the RDF could include a white paper, a proposal synopsis, a proposal and/or a full proposal for a specific funding source. RDF s can be graduate students, faculty or research staff. Graduate students applying for this fellowship must have a research sponsor at a consortium institution. Appropriate development activities may include, but are not limited to: conceptualizing, scoping, and preparing large grant submissions; designing workshops on emerging interdisciplinary themes, particularly those that are focused on developing new ideas into proposals for collaborative research; broadening or deepening partnerships across Consortium campuses or departments through seminars or engagements that promote networking and knowledge exchange; and collaborating with existing research programs, such as efforts that link new researchers or approaches to integrated projects underway in Jamaica Bay. Three goals, among many others, span the various management plans distributed among the many public agencies and stewardship organizations that help manage Jamaica Bay: a) reducing coastal flood risk, b) improving water quality, and c) maintaining healthy ecosystems. The Institute is soliciting research development that responds to these three goal areas by providing: 1) Support for policy and management adjustments. Research development that aims to model, monitor, and assess current conditions in Jamaica Bay, and the performance of management actions or community-based resilience practices, with the objective of improving their efficacy in meeting existing management and practice priorities (e.g., water quality, ecosystem health, flood risk reduction). Examples include, but are not limited to: a) Develop resilience indicators b) Develop methods for resilient design and monitoring of environmental restoration c) Research perceptions of risk, disturbance, and vulnerabilities d) Assess current and future needs and capacities to use science in decision making e) Assess physical, ecological, biological and social processes 2

3 2) Framing or reframing problem contexts and definitions. Research development that aims to better understand natural and human systems and system responses as a way to test assumptions, anticipate change, re/assess problems, and re/conceptualize goals and objectives of planning, management, and practices. Examples include, but are not limited to: a) Advance participatory processes for identifying resilient design solutions or baywide goals for balancing human and natural systems b) Develop large-scale comprehensive computational modeling of future scenarios and resilient visions for Jamaica Bay 3) Support for transformative change. Research development that explores underlying principles and supports efforts to expand conversations about values, beliefs, management paradigms, and ways in which decision-making takes place. For example, projects might include, but are not limited to: a) Rigidity of particular systems and the capacity for transformation to resilient states through technological innovation and diffusion, science and learning, collective action and partnership, or other social intervention Science and Management Fellows - Priority Areas Science and Management Fellows (SMFs) are intended to provide unique professional experience for graduate students and researchers interested in the integration of science and decision making in the context of managing coasts for resilience. SMFs will contribute to core projects in the Institute designed to integrate research and inform resilience-focused projects in Jamaica Bay. The SMFs will work from the Institute office, located at Brooklyn College. The SMFs will collaborate with Institute staff and be provided with office space on campus, wireless access, and mentoring. Specific outputs developed during the fellowship would be scoped in the first two weeks of award with Institute staff. SMFs may contribute to projects that include, but are not limited to: State of the Bay symposium: This two-day event provides a forum for presentation and discussion of current research, management and stakeholder activities and will be synthesized into a State of the Bay report. Fellows may contribute to event programming and the subsequent proceedings report. Resilience Assessment: A synthesis of current understanding of baseline resilience in Jamaica Bay and projections of future resilience presented as a summary for decisionmakers using risk-based uncertainty guidelines. Spring Creek restoration coordination: The Institute will provide a leadership role in identifying and coordinating research and monitoring of the Spring Creek restoration project lead by NYC Parks and the NYS DEC. 3

4 Undergraduate Science and Management Internships Up to two internships will be awarded to undergraduate students from consortium institutions to work directly with Institute staff on core projects described above. Duties could include research, information synthesis and report preparation, State of the Bay Symposium logistics and planning, workshop and meeting preparation and notetaking. Undergraduate interns will work from the Institute office, located at Brooklyn College. Potential internship projects include but are not limited to: Communications and graphical design: create dynamic online and newsletter content highlighting Institute contributions and activities Data integration and web portal development: identify data sources of importance for Jamaica Bay and make it available to researchers and stakeholders Development of a reference library: identify and acquire reference materials for Jamaica Bay in electronic or physical formats and create a bibliography. Eligibility 1) All interns and fellows must be a part of the Institute s research consortium. 2) Graduate students applying for the Research Development Fellowship must have a research sponsor. Research sponsors can be from a Consortium institution or an Institute-affiliated stakeholder partner. 3) Individuals involved in drafting these guidelines are not eligible to receive a fellowship, but may serve as research sponsors for graduate fellows. 4) Consortium researchers must have one consecutive month of effort available during the summer to dedicate to the fellowship. Selection Criteria Fellowships and internships funded through this program are intended to support activities that build research consortium and Institute capacity that extends beyond the fellowship period through mechanisms such as (but not limited to): new additional funding for the Institute, leveraged funding through another program or institution, and/or connections to sustained scientific and management processes. Therefore, all eligible applications will be evaluated by a panel of experts from academia, public agencies, community stakeholders, and non-academic experts in resilience. Panelists will score each proposal based on the criteria below on a scale from 1 to 5. The scores from each individual criteria will be averaged, and the final ranking will be based on the average scores of all proposals in each category. Any proposal with an average score of 3 or less will not be considered for funding. The Institute will make a final determination on the number and type of awards from final ranking based on the strength of the rating, the distribution of RDFs, SMFs, and interns, and distribution across consortium institutions. All applications will be evaluated on the following criteria: o Alignment The extent to which the applicant s interests are clearly stated and align with the Institute s mission and purpose, particularly the priority areas stated 4

5 in this request for proposals. For the RDFs, applicants should clearly state goals and objectives of the proposed activity. o Collaboration The proposed work will build or enhance research collaborations within and across the Institute consortium and its partners. o Qualifications The applicant has or is pursuing experience, expertise, and/or credentials relevant to the activities described in the statement of interest and selected priority area. o Mentoring (Graduate student RDF applicants only) The application should demonstrate adequate mentoring at a consortium institution. Sponsors for the applicants must provide a letter of support indicating how often they will meet with the fellow and what types of mentoring support they will provide. Applications for the RDF will also be evaluated for the following additional criteria: o Funding The ideas and activities are likely to encourage funding and evolve into larger projects for the Institute. This criteria includes technical merit and relevance as it pertains to an identified funding agency or call for proposals. o Approach - The approach is based on sound research, scientific methods, and/or innovative thinking. o Relevance to decision-making - The project is relevant to resilient natural resource management or resilient community planning and development. There should be a clear rationale for how and when decision makers and communities are engaged in various stages of the proposed effort or the eventual project. Engagement may encompass a diverse range of collaborations and is not limited to formal methods. Engagement is not a requirement for all projects. However, there should be a clear rationale for excluding it. Applications for the SMF and interns will also be evaluated for the following criteria: o Career Development The statement of interest articulates the value of this experience to their career development and how they expect to apply this experience beyond the fellowship. Award Period Fellowships and internships will run from May through September. Total Funding and Number of Awards There is a total of ~$100,000 available for this funding opportunity. The number of awards and distribution of RDFs, SPFs, and interns will depend on the strength of the applications and relevance to the evaluation criteria. 5

6 To Apply Applications should use language that can be understood by a multi-disciplinary selection committee and include the following sections: a) Cover letter clearly indicating the fellowship or internship sought b) Personal statement. Please include description of your research and professional interests and how they complement the Institute. c) Two page CV or resume For RDFs d) Project synopsis (up to three pages) including background and rationale, contribution to specific research priority area, potential for future funding and potential to build collaboration across the consortium. Please indicate whether you have identified a potential funding opportunity or contacted a grants officer to assess the relevance of the research ideas. e) Letter of support from consortium sponsor (Graduate student RDF applicants only) f) Current and pending support in (Faculty applicants only). Faculty must have one month of effort available for the fellowship. For SMFs and Interns g) Synopsis (up to two pages) identifying Institute project of interest, relevant experience and expertise, and potential ways to improve collaboration on that project. Please include a statement on how the fellowship or internship will advance your career goals. Please also include a statement of commitment to working from the Institute office at Brooklyn College and an explanation of the travel costs associated with trips to and from Brooklyn College. h) Letter of recommendation i) Two additional personal references with contact information Submission Timetable Complete applications must be sent no later than 6:00 pm on April 29,.
