1 AIM OF CREDIT To encourage and recognise developments that facilitate the use of bicycles by occupants and visitors. CREDIT CRITERIA Up to three points are awarded where as follows: One point is awarded where the following are provided; - Secure bicycle storage for 5% of building staff (based on one person per 15m 2 of NLA); - Accessible showers (based on one per 10 bicycle spaces provided or part thereof); - Changing facilities adjacent to showers; and - One secure locker per bicycle space in the changing facilities. Two points are awarded where the following are provided: - Secure bicycle storage for 10% of building staff (based on one person per 15m2 of NLA); - Accessible showers (based on one per 10 bicycle spaces provided or part thereof); - Changing facilities adjacent to showers; and - One secure locker per bicycle space in the changing facilities. An additional point is awarded where: - The requirements for either one or two points have been met; and - Visitor bicycle parking is provided and meets the following criteria: One space per 750m 2 NLA or part thereof; and - Provided in an accessible location, signposted and close to, or adjacent to, a major public entrance to the building COMPLIANCE REQUIREMENTS Ensure that the submission also adheres to all provisions of the Submission Requirements document found on the GBCA website. The Certified Assessor(s) will not award the credit unless it is demonstrated that the cyclist facilities are provided by the base building owner/developer.
2 Bicycle Storage Secure bicycle storage for staff is to be protected from the elements and be provided in maximum proximity to the entrance to the car park or office area, in a location that is highly visible, well lit, well signposted and with good passive surveillance. Secure tenant bicycle storage can be achieved by one of the following two methods: OR Racks/rails which are covered and protected from the elements, and designed to allow both a wheel and the frame to be locked securely to the structure in accordance with AS2890.3; A locked bicycle shed, with access for staff only. Sufficient space must be provided to store all bikes without having to move other bikes or rely on a bike s integral stand must be provided. Fixtures to lock bikes in this case are not required. Secure bicycle storage The following requirements must be met for a bicycle parking space to be considered secure: Security - The parking spaces must be designed to allow both a wheel and the frame to be locked securely to the structure in accordance with AS Bicycle Parking Facilities. Protected from the elements - The Secure bicycle parking spaces must be protected from precipitation. Convenient location - The Secure bicycle parking spaces must be located in a convenient location, i.e. either inside the building or outside on the site. The location must be clearly signposted, with directions from the main entrance of the building to the bicycle parking spaces. - Refer to AS Bicycle Parking Facilities for further guidance. Lighting - Bicycle parking spaces located outdoors must be lit in accordance with AS1158 Lighting for Roads and Public Spaces, part 3.1 Pedestrian Area Lighting.
3 A bicycle shed or similar locked area with an impermeable roof and walls with access for staff only is deemed to comply with the safety and weather protection provisions, but must meet the provisions for convenient location outlined above. Refer to AS Bicycle Parking Facilities for further guidance. Visitor Bicycle Parking Visitor racks must be located near a major public entrance (they are not intended for sole or primary use by couriers) and comply with AS if the additional point is claimed. A major public entrance is defined as a public entrance to the building that is accessible from a public plaza, main street or avenue (e.g. not the entrance from a side street unless the side street is the only entrance to the building). Furthermore, the entrance to a multi-storey carpark will also be considered to be a major public entrance if the visitor's cyclist facilities are clearly signposted at the entry to the carpark and the designated parking is no more than one split level away (in either direction). Visitor bicycle parking which is more than a split level away i.e. located on the third level of a basement will not be accepted as locations such as this are not deemed suitable for visitor parking. In order for visitor bicycle facilities to be considered near a major public entrance, they must be located in direct line of sight from a major public entrance of the building and no more than 50 metres away. Where the visitor bicycle facilities are not located within a direct line of sight from the major public entrance, then: A sign indicating where the visitor bicycle parking spaces are located must be posted at the major public entrance of the building; and The visitor parking spaces must not be located more than 50 metres away from a major public entrance. It is noted that visitor bicycle parking may be provided in multiple locations on the condition that the project can demonstrate that all the nominated locations individually meet the Compliance Requirements. Railings, lampposts and other non-purposeful bicycle parking facilities do not comply. Due to the large number of variations within this credit and the large number of constraints that may exist, projects that cannot achieve these criteria may choose to submit a CIR delineating their specific situation.
4 Showers and Changing Facilities Showers and changing facilities must be protected from the elements and available for both male and female users. They can be available for other uses as well as for cyclists. Unisex facilities can meet the requirements for the Credit Criteria for this credit. Projects must demonstrate that a level of privacy is provided for the showering and changing of the users (i.e. opaque partitions, private changing facilities adjacent to the showers). Please note, while projects are not required to demonstrate compliance with the BCA to be awarded this credit, project teams are advised to seek professional advice about whether unisex change facilities are compliant with the BCA. The total required number of showers and lockers does not have to be provided in one area. However, all cyclist facilities must be accessible to all staff, i.e. guaranteed and convenient for all staff, and not accessed through another tenancy. Alternatively, if changing/shower facilities are located within tenancies rather than in a common area, they must be adequately sized for each tenancy based on the default occupancy rate of one person per 15m 2, and each location must individually meet the Credit Criteria (e.g. providing excess facilities within one tenancy will not compensate for insufficient facilities in another). Secure lockers must be adequately sized to accommodate normal office clothing, i.e. should not be significantly smaller than 80cm tall by 25cm wide (for box lockers) or 180cm tall by 40cm wide (for 'L-shaped' double lockers). Projects may comply with the requirement to provide lockers in the changing facilities by installing pigeon holes and day lockers in the change rooms in addition to providing permanent secure lockers in the areas adjacent. The permanent secure lockers must still be provided in the number and size required by the Compliance Requirements. Toilets do not count as changing facilities unless there is sufficient private space and lockers. Even if they are fitted out as changing rooms, the minimum number of disabled toilets mandated by statutory requirements cannot contribute to the total number of changing facilities provided, as doing so may detract from their availability for use by disabled persons. Disabled showers do contribute towards the total number of showers provided when they are not stipulated in statutory requirements for the project. To be deemed adjacent, changing facilities must be immediately adjacent to the showers or for refurbishments, be located on the same floor with direct access that avoids crossing of public spaces such as lift lobbies, reception areas or primary circulation space.
5 DOCUMENTATION - DESIGN RATING Submit all the evidence and ensure it readily confirms compliance. Short report Tender drawings Short report prepared by a suitable professional that describes how the Credit Criteria have been met by: Describing the location and provision of the cyclist facilities and referencing the cyclist facilities drawings; Demonstrating that the spaces are weather protected and have good natural surveillance (or are in a secured area); Stating what proportion of NLA is assigned, and how access is provided, to each bicycle space, shower and locker facilities; Confirming that the racks/rails provided comply with the security requirements of AS2890.3; and Where the additional point is being claimed: Describing the number and location of the visitor cyclist facilities; Showing that the spaces provided are signposted in an accessible location near a major public entrance; and Demonstrating that the visitor spaces are provided with good natural surveillance. Tender drawing(s) of the cyclist facilities showing: The number and location of bicycle racks/rails/storage facilities; The number and location of shower and locker facilities; and Where the point for visitor spaces is claimed, the number and location of visitor bicycle parking. DOCUMENTATION - AS BUILT RATING Submit all the evidence and ensure it readily confirms compliance. Short report As-built drawing(s) Short report prepared by a suitable professional that describes how the Credit Criteria have been met by: Describing the location and provision of the cyclist facilities and referencing the cyclist facilities drawings; Demonstrating that the spaces are weather protected and have good natural surveillance (or are in a secured area); Stating what proportion of NLA is assigned, and how access is provided, to each bicycle space, shower and locker facilities; Confirming that the racks/rails provided comply with the security requirements of AS2890.3; and Where the additional point is being claimed: Describing the number and location of the visitor cyclist facilities; Showing that the spaces provided are signposted in an accessible location near a major public entrance; and Demonstrating that the visitor spaces are provided with good natural surveillance. As-built drawing(s) showing: The number and location of bicycle racks/rails/storage facilities; The number and location of shower and locker facilities; and Where the point for visitor spaces is claimed, the number and location of visitor bicycle parking.
6 ADDITIONAL GUIDANCE External Cyclist Facilities As Green Star assesses inherent attributes of buildings, external amenities can only be rewarded if they are provided for the life of the building to the same degree of service and certainty as internal facilities. As a result, the following applies to amenities (such as cyclist facilities) that are located on separate premises and not within the assessed building: The scope of assessment is not extended beyond the assessed building, i.e. the building within which the amenities are housed does not need to meet the Credit Criteria of any claimed credits; only the amenities will be assessed against the Credit Criteria of the credit towards which they contribute; The assessed building and the amenities are under the same ownership and cannot change ownership separately (i.e., they are on the same title or equivalent); The assessed building and the amenities are under the same management and cannot change management separately (e.g., the same facility management to ensure recycling waste storage is processed as designed); The cyclist facilities are in close proximity to the assessed building and the access route is clearly marked and sign-posted, convenient, guaranteed and secure; The amenities are completed by the date of practical completion of the assessed building; That the amenities fully meet the Credit Criteria and are documented in strict accordance with the Technical Manual, including weather protection. Projects may provide one centralised cyclist facility to accommodate the users of multiple office towers to accommodate the users of all on the condition that the facility is in close proximity to at least one major public entrance of each office tower that is will service. Compliance with all other credit requirements must be demonstrated. This methodology only applies to buildings that are on the same title, and registered together for one Green Star certification (i.e. it will not apply to buildings registered for separate Green Star ratings). Additional Facilities If a project provides additional bicycle storage above that required by the Credit Criteria, based on the concept of good design, additional shower and changing facilities must be provided to eliminate congestion of the provided amenities and ensure user satisfaction. However, additional
7 facilities provided above and beyond the requirements of the credit are not subject to the Compliance Requirements. Green Star - Office Interiors Rating Whenever owner-occupier (or single, long-term tenant) projects intend to undergo assessment using both Green Star Office and Green Star Office Interiors, cyclist facilities can only be claimed for Green Star Office Interiors if the project wishes to claim the Additional Point. BACKGROUND The practice of cycling to work benefits the Australian environment by reducing levels of potential pollutants from other means of transport, provides substantial health and economic benefits to the cyclist, and helps reduce road congestion. According to the Bureau of Transport and Regional Economics Greenhouse Policy Options for Transport report (2002) an estimated one-third of day-to-day car trips are 3km or less in length, which usually represents an easy cycling distance. The average length of each bicycle trip is 2.5km. A cold car motor produces more pollutants more than a hot one, especially when equipped with a catalytic converter. It can take 5km or more before pollution control devices such as catalytic converters start to become effective. Short trips in cars are therefore seen as relatively more environmentally damaging whilst being the length of journey most attractive for walking and bicycling. Bicycling and walking are promoted as efficient, low cost and low impact modes of travel that can be particularly effective in maximising the effective use of local roads and mass transport services. A number of Australian cities are adopting programs to encourage increased use of non motorised transport. Most cities have ongoing programs to improve walking and cycle paths. Research in Australia and abroad has consistently found that people are more willing to cycle when the appropriate facilities are provided at the destination.
