1 (a) Prime Function/Purpose of Job SENIOR SURVEYOR DECK FLAG STATE CONTROL JOB DESCRIPTION The Senior Flag State Control Surveyor Deck is answerable to the Manager Ships Inspection (MSI) in the conduct of Flag State surveys and assist in the conduct of other technical roles when required and as approved by the MSI. The Senior Flag State Control Surveyor Deck is responsible for; (a) Managing the Flag State Survey Unit roles and functions under the Ships Inspection department and reporting regularly the status of the Unit to the Manager Ships Inspection. (b) Coordinating and conducting of Flag State Surveys (c) Coordinating and conducting maritime audit on lifesaving appliances service centers and ship building facilities (d) Conducting underwater survey and compile underwater reports for vessel (e) Coordinating and conducting Valuation Surveys and compile reports (f) Vetting survey reports of Flag State surveyors (g) Conducting compass adjustments for vessels and prepare deviation card (h) Attending to ship owners and seafarers queries on surveys, registration process and seafarer certification (i) (j) Coordinating and Monitoring of survey duties Training and mentoring of trainee surveyors and surveyors (k) Ensuring Flag State functions are carried out and survey and inspection reports are submitted in a timely manner (l) Assisting in the conduct of Marine Casualty Investigations as and when required by the Manager Ship Inspection (m) Assisting in Port State Control Inspections as and when required by the Manager Ship Inspection (n) Conducting oral examination for deck officers from Class 3, Class 4, Class 5, Class 6 Masters, Deck Watch Ratings and boat masters (o) Vetting survey and audit reports submitted by surveyor deck

2 (p) Updating the Maritime Safety Database System for surveys that has been carried out. (b) Principal Objectives and End Results i. Analyse ships documentation to determine: particulars of vessel type of vessel Ships plans sequence of survey type of survey to be conducted sight records of deficiencies to identify areas of common deficiencies and also unattended deficiencies and follow up as required history of past surveys, survey trend and vessel s status. ii. iii. iv. Schedule a meeting with ship owners or agents/representatives to discuss conditions of survey such as: payment of fees type of survey to be undertaken determine the nature of any occurrence or incident that may have happened onboard without the surveyors knowledge scope of work to be carried out repairs and other work to be conducted qualifications of contractors or registered company type of materials used (e.g such as type of steel, type of welding rods, type of antifouling) Discuss and agree to survey timelines Check survey history continuity survey bookings (date, time and location) contact person (mobile phone number and ) Plan the survey in accordance with information gathered from analysis of ships documentation and meeting with ship-owner to: identify dangers existing in the ship especially in areas to be inspected and take preventative measures to ensure safety of surveyors attending to ships surveys determine safety equipment required for the job determine alternative materials or equipment that can be used check against regulations on statutory requirements on equipment s that need to be onboard, which includes lifesaving equipments, fire fighting equipments, and miscellaneous equipments and also, determine areas and items to be inspected in accordance with Fiji Small Craft Code or Fiji Maritime Code (all sections), depending on size of vessels Check feasibility for travel, accommodation and meals before making arrangements. Implement Flag State Inspection which includes the following roles; Conduct periodical inspections and surveys

3 Conduct visual, close up inspection of vessels hull, superstructures, accommodations, navigation / radio equipment, firefighting equipment, lifesaving equipment, miscellaneous equipment s and machinery Inspect and verify ships documentation Ensure drills are conducted, recorded and if need be request for drill demonstration Ensure that all deficiencies issued to ship owners are rectified in a timely manner Maintain a high level of professional judgment Maintain high level of work ethics Maintain professional attitude and show politeness during survey v. Prepare detailed survey report and make recommendations, reports to include; Checklists that is correctly filled and list of deficiencies signed off Ensure that sequence of survey are outlined in detail Prepare written report, accompanied with photographic evidence and illustrations Highlight findings of the survey and include in survey report Ensure recommendations are in line with statutory requirements Discuss extraordinary findings with Manager Standards and Compliance vi. vii. viii. Conduct Valuation Surveys which include the following Review ships file and obtain all relevant information on the vessels type, age, machinery and structure Board the ship and conduct a thorough inspection of the vessel structure, accommodation, its machineries and equipment and valuate its current market value Contact relevant machinery and equipment manufacturers and ascertain cost of new machineries and equipment when new and subtract the number of years the equipment have been in use using the appropriate formula Prepare a detailed report on the value of the vessel which should include all machineries and equipment onboard and include the total value Train and mentor surveyors which include the following; Implement the training program for surveyors during the induction period Ensure that surveyors are instructed during inspections and surveys Ensure that surveyors training program is vetted and assessed Assist in the conduct of Oral Examination: for Watch keeper and Classes 3, 4, 5 and 6 Deck Certificates of Competencies: Ensure that STCW convention and regulation requirements are met before recommending issuance of Certificate of Competency if the candidate has passed his/her oral examination. Liaise with Manager Q&L and Senior Examiner for oral examination bookings. Compile and submit oral examination reports to senior deck examiner for vetting and final endorsement by the Manager Q&L. ix. Assist in issue of spot fines and infringement notices in cases of non-compliance after instructions from Manager Standard s & Compliance

Coordinate and conduct Maritime Audits of lifesaving appliances service center and ship building facilities Assist in the provision of evidence as required for litigation (c) Job Dimensions Give details of staff and total level of costs within the organization under your overall control. 5 Specify the level and kind of knowledge, training, qualifications and experience required to competently perform the job. Also indicate any specialized skills or attributes required. The following are considered essential: A mature person holding a Degree in a Maritime Related Field, a Class 2 Master OR a Class 3 Master with sufficient sea going experience to attend a Class 2 Master course of instruction Sound knowledge of Maritime Legislations and IMO Conventions and Protocols as amended; Sound knowledge of the survey and audit processes Proven ability to perform collaboratively within a multidisciplinary management team which includes such diverse disciplines as standards & compliance, qualification & licensing, port regulatory & emergency response, enforcement & compliance, maritime security/safety, quality assurance and corporate services. Assumes full responsibility for own action and is determined to meet the goals and objectives of the Division. Self motivated Proven ability to undertake research and analysis on maritime technical issues. Well-developed written and oral communication skills, interpersonal skills, and the ability to communicate effectively. Must be computer literate. Have a valid driver s license The following are considered desirable: Class 1 Master; Diploma in Marine Surveying and marine Investigation; Training and Experience in auditing and completion of Lead Auditor Training Course; and Basic and Specialized Training in Port State Control Inspection with TMOU Secretariat. (f) Span of Control Indicate the level of responsibility for section, branch, division, organization, group etc; functions controlled, and involvement in implementing, recommending or setting organization policies. i) Coordinating and conducting flag state surveys ii) Responsible for the implementation of: The survey requirements of the Maritime and Marine Protection Regulations

6 Development of survey procedures and instructions Development of survey forms and documents (g) MSAF Levels and Freedom of Action Tick the appropriate boxes to indicate the level of MSAF exercised. Answerable to Manager Ship Inspection Indicate any other significant constraints imposed on the job-holder s freedom to act and briefly describe those matters, which you must refer to your superior for approval before you, take action. i) Challenging survey situations is referred to the Manager Ship Inspection ii) Challenging Correspondence from stakeholders is also referred to the Manager Ship Inspection iii) Matters with respect to the interpretation of the Marine Act & regulation are referred to the LRAO (h) Problem Solving Indicate the type and complexity of problems encountered in the job, which you are required to solve by yourself or by reference to others, other than you, supervisor, and to what extent detailed research, analysis and investigation is required to arrive at solutions. i) When considering loopholes in the legislation on survey items or issues. Research and analysis of the closest legislation and/or the IMO Guidelines and Resolutions to determine the type of actions. Consultation with the Manager Ship Inspection is necessary before any decision is taken. ii) iii) iv) New technology and new vessel construction such as submersibles creates a challenges to the position holder due to lack of experience in the survey of such vessel. When legal challenges are made by stakeholders against survey decisions, investigation is required to be carried out to determine the legal issues and provide solutions to support the surveyor s decision. Difficulties in securing slipping and docking of vessels, therefore extending the period of survey and causing irregular period of survey (i) Contacts List the positions other than your subordinates/immediate superior with whom you have regular contact and indicate the nature and purpose of that contact. 7 MQL MRE MPR&ER : Report on Audit status on lifesaving appliances service centers and shipbuilding facilities : Report on oral exams conducted : Report on enforcement and compliance issues Report on marine pollution and damage to AtoNs Discuss survey schedule and program and approve by MSC and approve by MSC and approve by MSC Shipowners Discuss survey findings Discuss rectification of deficiencies Daily and as when required Ship agents Discuss vessel survey application Survey date and times Daily and as when required Ship builders Discuss audit of ship builders facilities Operators of LSA service centers Discuss audit of LSA service centers (j) Challenges and Impact on Organization Results Briefly indicate the main challenges encountered and the nature of impact the job has on the organization s success/results. i) The Vision of MSAF is to be a dynamic, internationally respected regulator, provider and promoter of maritime safety, and marine environment protection. ii) The challenges to Senior Flag State Control Surveyor Deck position is: In ensuring that objectives of the Division is continually maintained in ensuring that all flag state surveys are carried out in a timely manner and survey report is submitted accordingly; in ensuring that maritime audits on lifesaving appliances service centers and shipbuilding facilities are carried out in a timely manner and the audit report is submitted accordingly; in ensuring that oral exams for watch keeper/ Class 3 Master to a Class 6 Master/ Engineer is carried out in a timely manner and the exam report is submitted accordingly; in ensuring that any marine pollution incident or damage AtoNs is reported immediately to the Manager Port Regulatory and attended to.

8 (k) Additional Information Relevant to the Position List any further details which you feel are significant and which have not been covered elsewhere in the form, i.e. statutory constraints, special areas of contribution, special projects undertaken etc. The incumbent training needs to be fast tracked to meet IMO qualification guidelines as required for flag state surveyors. Therefore the following is to be noted: i) The surveyor will need to undergo attachment training program with TMOU member countries on Port State and Flag State Control inspections. ii) The surveyor is recommended to undergo Diploma in Ships Surveys or other accredited training provided by Lloyds. iii) The surveyor is required to attain a Class 1 Master certificate. In addition i) The incumbent would be required to assist other technical divisions with oral examination and assessments, investigation of marine oil spills and reports of incidents and accidents. ii) Issue spot fines and infringement notices in cases of non-compliance after instruction from Manager.
