Purpose. To establish policy on use of Navy barges assigned to Commander, U.S. Pacific Fleet (COMPACFLT) by Distinguished Visitors (DV) to U.S. Pacific Command (USPACOM). 2. Cancellation. USCINCPACINST Applicability a. Pearl Harbor barge tours. Pearl Harbor barge tours can provide a unique historical perspective and setting to enhance the outcome of official visits, however these barges are tax limited resources. Barges should be used judiciously, and never as a time-filler. It is appropriate to include barge tours in DVs itineraries under the following conditions: (1) The DV is a 4-Star Officer or civilian equivalent (O7s through O9s can be accommodated when recommended by the director responsible for the DV visit) and (2) The director responsible believes the barge tour will significantly enhance the outcome of the DV visit. (3) J02 will adjudicate any requests that do not meet these criteria.

Hosting high-level national, local and/or foreign government military dignitaries in an afloat setting, and hosting U.S. and foreign visitors in support of diplomatic and community relations goals. Additional authorized uses include the hosting of award, promotion, frocking, reenlistment and retirement ceremonies; however, non-official social events such as hail and farewell parties are not authorized use. COMPACFLT provides barges for use by USPACOM and Component Command senior leaders on a case-by-case basis. 4. COMPACFLT Policy. COMPACFLT policy on use of barges is summarized as follows in accordance with reference (a): a. PACFLT Commander s Barge. Maximum capacity is 22 guests, 16 if meals are served. The host must be a 4-star officer or the civilian equivalent. b. PACFLT Deputy Commander s barge. Maximum capacity is 12 guests, 10 if meals are served. The host must be an O7 or above or the civilian equivalent. c. The Remembrance Barge. Maximum capacity is 34 guests. The Remembrance Barge is not considered a flag officer barge, and is used primarily to conduct historical tours of Pearl Harbor. Authorized users include active duty, retired and reserve military personnel, Department of Defense (DoD) employees and their accompanying family members and guests. It can also be reserved for unit functions and hosted DV tours on a case-by-case basis. d. Barge tours. Barge tours can be tailored to the needs of the visitor, but generally require a total time of one and one half to two hours and include the following: (1) Welcome by host upon arrival with Navy side boys provided by the boathouse. A group photo opportunity and brief historical explanation of the Aiea Landing (10 minutes). (2) Tour of the small Aiea Landing museum (10 minutes). (3) A video recreating the 1941 attack on Pearl Harbor (22 minutes). e. Barge tour of Pearl Harbor. The Pearl Harbor Barge tour to include a visit to the USS ARIZONA Memorial. This may include a wreath laying Ceremony when appropriate. The 2

3 USPACOMINST Jun 07 boathouse crew will provide complete or partial tour narration as requested by the host. It is the responsibility of the hosting command to provide and deliver the wreath and stand (a short stand is required). 5. Responsibilities a. USPACOM Protocol (J01P) (1) Will be the focal point for requesting use of COMPACFLT barges for USPACOM visitors. The assigned directorate Action Officer (AO) will submit to J01P the appropriate request form (enclosure (1), (2), and (3)) a minimum of five days in advance. (2) All requests for non-dod sponsored USS Arizona barge tours will be coordinated through the USPACOM protocol office a minimum of two weeks (14 days) in advance. Barge tour requests for non-dod sponsored DVs must fall in the 4-Star plus equivalent category (President, Vice President, Chief of Defense, or the top five leaders of a country). (3) Protocol will ensure that only flag level guests of USPACOM are extended USS ARIZONA ticket expedite courtesies. Protocol will pursue ticket expedites for groups only when the majority of the guests are flag level visitors. USS ARIZONA is final authority on supporting expedited tickets. (4) Light refreshments should be served on barge tours (drinks at minimum, snacks or meals when appropriate). The introduction, possession, or use of alcoholic beverages on board barges must comply with policies contained in reference (a) and (b). Alcoholic beverages are limited to sherry, wine and beer. The AO will coordinate with the flag mess to provide this support. Personal staff usually does so when J00 or J01 host; however, it is the responsibility of the AO to confirm this. The host s office or directorate is responsible for providing adequate Official Representation Funds (ORF) to pay for refreshments. (5) Alternatives such as regularly scheduled Remembrance Barge (four times per week) and daily public tours of the USS ARIZONA Memorial should be considered when all of the criteria above are not met. J01P will coordinate specific tour dates and times for DVs at these venues upon request. An appropriate directorate representative should escort the DV on these tours. 3

4 USPACOMINST Jun 07 (6) A wreath laying should be included in DV itineraries only when it adds significant value to the visit. Wreath laying at the USS ARIZONA Memorial is manpower-intensive, requiring a general/flag officer host, two protocol staff members, and two Marines. It also impacts the scheduled public tours. A wreath laying is most appropriate for very senior U.S. and foreign officials such as heads of state, cabinet members, foreign ambassadors, and Chiefs of Defense. Wreath laying for other DVs will be as recommended by the hosting director subject to final approval by J02. When a wreath laying is scheduled, the visitor laying the wreath is responsible for purchasing the wreath. Protocol will develop a wreath laying script, coordinate with a local florist for memorial wreath, and coordinate with components for honors ceremony support. For non-dod wreath laying ceremonies, protocol will coordinate all of the above with the exception of the purchase and delivery of the wreath to the boathouse. b. USPACOM Staff Judge Advocate. Will review all barge requests for USPACOM sponsored events to ensure compliance with references (c) and (d). c. COMPACFLT Protocol Office. Will coordinate all barge requests with the Boathouse staff. d. Component Protocol Offices. Will coordinate Commander and Deputy Commander barge tour requests with COMPACFLT Protocol. e. Boathouse Staff. COMPACFLT Boathouse staff will maintain and man barges, with assistance as needed from sponsor commands. Staff will facilitate review of the USS ARIZONA Memorial film and museum. Staff will facilitate narration while on barge. f. Hosting Directorate/ Escort Officer. Will ensure that proper uniforms, etiquette, honors and services are coordinated and reserved. The responsible director will provide an appropriate host from within the directorate, or if appropriate and an effective use of time, he/she may recommend that J00, J01, or J02 host the tour. The requesting directorate is responsible for coordinating J00, J01 or J02 involvement. 4
