1 Request for Proposals: 2016 Girls STEM Posting Date: June 8, 2016 Closing Date: August 5, 2016 OBJECTIVE FOR REQUEST FOR PROPOSALS (RFP) This RFP is intended to seek programs in Colorado that provide tools of empowerment to engage, prepare and advance women and girls through experiences in Science, Technology, Engineering, and Math (STEM). The Women s Foundation of Colorado (WFCO) is focused on women and girls achieving their full potential. STEM careers and fields of study are among the fastest growing areas of Colorado s economy, but women are underrepresented in these fields, limiting their opportunities over their lifetimes. Moreover, research shows that early awareness and exposure to these concentrations in academic settings is necessary for girls to enter these industries and develop a sound basis for future education and training. To achieve the goal for all Colorado women and girls to achieve their full potential, WFCO will award grants up to $30,000 to nonprofit organizations in Colorado that serve women and girls through STEM programming. To this end, WFCO has invested in nonprofit organizations and school district-based programs that provide STEM programming for girls elementary through secondary school. The Foundation seeks to award grants to organizations that can clearly identify what they are doing in their STEM programming, their intended goals and outcomes, and a clear plan on how they seek to achieve their goals and measure their success. While WFCO understands that many factors impact girls entering STEM related fields of study and career preparation, successful applicants to this RFP will clearly demonstrate the impact of their implementation of evidence-based best practices for how girls are exposed to and best learn science, technology, engineering and math and may include the following: Programs that support counselors creating awareness, exploration or exposure to job training in STEM related careers among girls; Programs that enhance the STEM pipeline of girls to pursue STEM careers in college or seek STEM job training; Programs that target the integration of how girls learn into teacher education programs for STEM teachers, and; Programs that coordinate STEM activities for girls with other agencies/nonprofits/school district. 1

2 Programs that motivate and inspire girls to see themselves in a STEM career through hands-on and real life experiences. For the purposes of this request experiences must be grounded in STEM practices so that women and girls can experience hands-on, active learning. STEM practices include: questioning and question development, identifying and solving problems, inferring from models and creating models to explain ideas, designing and conducting investigations, analyzing and interpreting data, using mathematics and computational thinking, engaging in argument from evidence, and being able to obtain and communicate information. Programs must also build on critical STEM skills such as critical thinking, problem solving, creativity, collaboration, teamwork, and innovation. Successful applicants will also describe the status of their current STEM programming and explain how this grant will enhance their current STEM programmatic efforts. APPLICATION TIMELINE: Wednesday, June 8, 2016: The RFP will be posted. Friday, August 5, 2016: Closing date for grant applications. August 2016: Staff reviews proposals and issues initial recommendations. September 2016: STEM Subcommittee reviews proposals and staff analysis. October 7 October 21: In-person site visits for finalists, if necessary. Organizations may be contacted to schedule a site visit during this time frame. Flexibility during this period will be greatly appreciated. November 16 th, 2016: CI2 Committee reviews STEM Subcommittee recommendations and recommends grant awards. Mid to Late December 2016: The organization will be contacted regarding the status of its proposal. If awarded a grant, a contract will be issued by late December and grant funds will be disbursed upon receipt of a signed contract. Late December 2017: The grant period will conclude on this date. January 31, 2018: Grant reports for 2016 grants due. GENERAL INFORMATION: The Foundation is focusing on STEM as a key initiative to support enhancing economic selfsufficiency for women and girls. Grant awards will be up to $30,000. Most grants will be significantly lower than this amount. The average grant size will be $20,000. Organizations may be awarded a grant that is less than originally requested. We anticipate that the process will be very competitive. In 2015, The Women s Foundation of Colorado received over 25 applications from organizations committed to advancing STEM, and was only able to support 5 of those. Grants may be used for either general operating or program support. Applicants should specify the time period the funding will be utilized. Activities must be completed by December 2017 and a final report will be required by the end of January

3 Organizations must be located in and serve Colorado communities. All proposals must be submitted online through The Women s Foundation of Colorado website by August 5, 2016, 5 p.m. MST. Late or incomplete proposals will not be accepted. All attachments must be sent in at the same time as the proposal. Foundation staff will not alert the applicant if an attachment is missing. No hard copy submissions will be accepted. PROPOSAL PREPARATION AND SUBMISSION GUIDELINES: STEP ONE: Complete the following check list. The organization should check all boxes in order to be eligible to apply. If you have any questions, please contact Alison Friedman at or You can also find a group of Frequently Asked Questions on our website here. ð Your organization will submit a grant proposal for a project or a program that focuses on one of the best practice STEM areas cited above. ð The grant proposal benefits women and/or girls, has programmatic gender-specific elements and has an evaluation model which targets and tracks its participants. ð The applicant is a 501(c)(3) and/or has a fiscal agent that is a 501(c)(3). ð The grant funds will not be used for promoting religious belief nor will religious belief be a requirement for participation in the program, although faith-based organizations are eligible for these grants. ð To the best of your knowledge, the organization is in good standing with The Foundation and has turned in all final reports and financial information from past granting programs, if applicable. ð If necessary, the organization is willing to participate with Foundation staff in a phone interview or site visit during the application review process, as well as a six-month check-in if awarded a grant. STEP TWO: Complete Organizational Information and Upload Attachments. Please go to to access the online requirements in CyberGrants. All proposal information must be complete in CyberGrants by 5pm MST on Friday, August 5, Late or incomplete proposals will not be accepted. All attachments must be submitted at the same time as the proposals. Foundation staff will not alert the applicant if an attachment is missing. Please adhere to the space and character limitations for each question. Proposals should not exceed character count guidelines and should answer all questions within the online application. You must answer every question in the order in which it is presented below within the online application, however please note the following: The detail cited in this RFP does not appear throughout the online application. Please use this document as a reference while you complete the online application. Please note that formatting, such as indents and bullet points, do not transfer into the online application. Please use narrative format when possible throughout the application. You cannot edit your proposal after it has been submitted. 3

Please note that CyberGrants will allow you to exceed the character limit; however, WFCO staff will not be able to see the excess characters. What compelling need does your program address? b. What are the goals of your program? c. How does the program address the needs of women and/or girls? -Describe the women and/or girls served by the project, and how they will benefit. -Describe the elements of the project that specifically address the needs of women and/or girls. Cite any relevant research upon which your program is based. d. Are there any other underrepresented groups that the program serves? If so, please describe them. e. What strategies are used to implement program activities to address the goals identified? f. How are you avoiding duplication of existing efforts? g. Describe your approach to inclusiveness and diversity, including how your constituents provide feedback and leadership. Please also describe the demographics of your staff, board, and volunteers in relation to your community and constituents. Section 2: STEM Preparation (Up to 2,000 characters per subsection) a. Describe the STEM content of the program. How is the STEM content stimulating and relevant for your target audience? b. How does the program incorporate and encourage STEM practices? STEM Practices: Ask questions; define and make sense of problems, develop and use models; plan and conduct investigations; analyze and interpret data; use mathematics, computational thinking and abstract reasoning; construct explanations and/or design solutions; engage in argument from evidence; obtain, evaluate, and communicate information; and attend to precision. Note: While it is not necessary to focus on all STEM practices, select the one/s that are most relevant to your project and explain how the girls will experience the practice/s. c. Describe the activities planned to accomplish the goals along with a timeline for implementation. Section 3: STEM Inspiration (Up to 500 characters per subsection) a. What strategies are used to inspire interest and engagement in STEM? 5

6 Section 4: Collaboration (Up to 500 characters per subsection) a. Describe the organization s most significant interactions with other organizations to implement the program. Section 5: Evaluation (Up to 2,000 characters per subsection) A. Identify the evaluation questions you wish to answer including how your evaluation plan will specifically address gender. B. Describe the evaluation design planned to answer your questions (goals and objectives should align with your evaluation plan). C. Indicate the type of metrics that will be used to collect the data (quantitative and/or qualitative). If applicable, share results from previous data collection. Section 6: Project/Program Budget Narrative (Up to 1,000 characters per subsection) a. Describe the primary budget expenditures this grant will support. b. What percentage of your project or program s total budget is this grant request? c. Does your project/program budget include costs for evaluation of this project, or is it built into your organization's overall budget? d. Address how the project would change if your request were not fully funded. Section 7: Program sustainability (Up to 1,000 characters) a. Include a brief summary of the organization s plans for the next three years, including plans for this specific project and efforts to ensure its sustainability. b. What key personnel will be involved in the implementation of your proposed plan? Sustainability is defined as your organization s commitment to dedicate enough time for the project to have substantial impact, and careful consideration to avoid incurring ongoing costs or leadership demands that have not been accounted for. This also included a thoughtful plan to be able to continue the program after this grant ends. Section 8: Replicability & Scalability (Up to 1,000 characters) a. Does your program demonstrate the potential for replicability and scalability? Replicability refers to the opportunity to replicate, or repeat the program at your site, or at another site. Scalability refers to the program growing at a new site by working with local partners to adapt to local conditions. b. What steps, if any, are you taking to be able to replicate and/or scale your program? c. If your program is based on a national model, explain how and why it was selected. Section 9: Demographic Information What is the total number of participants served by the program/project each year? Number of girls served by the program/project each year. Number of girls served by the funds requested in this proposal. 6

Upload the Following Attachments Instructions: When uploading attachments, please note The Women s Foundation of Colorado prefers PDFs and the following naming convention: year, name of organization and attachment type. i.e ABC Org-Trustees List List of Board of Directors/Trustees including number of years on the Board, designation of officers, and each member s community affiliation, if applicable. Description of key staff members leading the organization and involved with the program and their qualifications Most recent year-end financials, preferably audited. If audited financials are not available, please provide year-end financial statements approved by the Board, including both Statement of Financial Position and Statement of Activities A current year-to-date financial statement, including both Statement of Financial Position and Statement of Activities Current agency budget, including both revenue and expense Program-specific budget, including both revenues and expense 501(c)(3) Letter of Determination for the organization or for the fiscal agent Organizations must be designated as tax exempt under 501(c)(3) of the Internal Revenue Code Partnership agreement or memorandum of understanding with school(s), if available Program evaluation report, if available Anti-discrimination policy. The policy must apply to both the organization (or fiscal agent) and the project for which funding is being requested.
