1 EOI-ALBA Call for Expression of Interest by Civil Society Organizations (CSO) to collaborate with UNICEF in protecting children from violence and promoting social inclusion of children with disabilities issued by the Explanatory part... 1 Annex I Partner Declaration (to be completed by CSO Applicant)... 3 Annex II CSO Identification Profile (to be completed by CSO Applicant)... 4 Annex III Summary of intended project results... 6 Explanatory part The is launching the present Call for Expression of Interest to identify eligible civil society organizations (CSOs), with expertise and interest to engage in collaboration with UNICEF to prevent/address violence against children and promote inclusion of children with disabilities in Albania. UNICEF in Albania is part of a regional project Protecting Children from Violence and Promoting Social Inclusion of Children with Disabilities in Western Balkans and Turkey, funded by the European Union. The objective of the project is to promote respect for human rights and greater effectiveness and inclusiveness of public services for vulnerable groups - child victims of violence and children with disabilities - by empowering civil society and promoting CSOs cooperation in the region. In Albania, the project will particularly contribute to 1 : --- strengthening the child protection system in the context of important legislative reforms related to child rights, particularly the new Law on Child Rights and Protection, and --- advancing the implementation of the Sustainable Development Goals in relation to social inclusion ( Leave No One Behind ) by improving inter-sectoral cooperation and building broad partnerships between government institutions, international actors, civil society organisations and citizens. In particular, UNICEF is encouraging organizations working with persons with disabilities (DPOs) to express their interest in collaboration. Such organizations are expected to: Be representative organisation of persons with disabilities - more than 50% of the CSO Board members are persons with disabilities or parents/ family members of persons with disabilities; Be representative of children with disabilities in Albania and representative of a range of disability groups; 1 Annex III provides a summary of the intended project results in Albania. 1

2 Have experience in supporting policy advocacy and capacity development, in line with the provisions of the UN Convention on the Rights of Persons with Disabilities; Have relevant technical expertise and experience in working with different range of stakeholders at national and local level in integrating disability perspective across sectors and social inclusion of children with disabilities; Have proven ability (expertise and experience) in cooperating with and/or leading a coalition of DPOs/CSOs for social inclusion of persons/children with disabilities; Have expertise and experience in implementing monitoring/research, advocacy and behaviour change programmes on social inclusion of children with disabilities; Have local presence and community relations; Rely on sufficient management ability in their work; Able to allocate human resources to the partnership with UNICEF; Assign a contact person for this partnership who is sufficiently fluent in English (verbal and writing). Past experience of collaboration with UN/UNICEF and the European Disability Forum (EDF) would be considered as an asset. Please note that this is not a Call for Proposals. The purpose of this Call is to pre-identify a number of partners in Albania, representing civil society organizations, for prospective partnership with UNICEF in the context of the above mentioned project. The interested CSOs/DPOs should complete the Attachments I and II, and provide as much information as possible on their previous experience/work in the area of violence against children and the social inclusion of children with disabilities. If available, please attach any relevant documents (such as research work, reference letters, etc.) to your submission, in order to illustrate the capacity and experience of your organization. 6 Annex III Summary of intended project results Protecting children from violence and promoting social inclusion of children with disabilities in Western Balkans and Turkey EU-IPA funded Project UNICEF in Albania is part of a regional project Protecting Children from Violence and Promoting Social Inclusion of Children with Disabilities in Western Balkans and Turkey, funded by the European Union. The objective of the project is to promote respect for human rights and greater effectiveness and inclusiveness of public services for vulnerable groups - child victims of violence and children with disabilities - by empowering civil society and promoting cooperation in the enlargement region. In Albania, the project will particularly contribute to: --- strengthening the child protection system in the context of important legislative reforms related to child rights, particularly the new Law on Child Rights and Protection, and --- advancing the implementation of the Sustainable Development Goals in relation to social inclusion ( Leave No One Behind ) by improving inter-sectoral cooperation and building broad partnerships between government institutions, international actors, civil society organisations and citizens. UNICEF partnerships with Albania s CSOs are expected to contribute to the following results and activities, in the four areas of legislation, services, data and public mobilization: 1. Improvement of primary and secondary legislation to strengthen prevention from and response to violence against children and promote social inclusion of children with disabilities. - Providing technical assistance to the Government of Albania in implementing the new Law on the Rights and Protection of Children at the municipal level and in developing its related sublegislation, to bring the legal framework fully in line with the international standards and the European Union acquis. - Supporting the work of the Albanian Parliament, to ensure that key child rights and protection issues are envisaged in the Parliament agenda and embedded in national laws, policies and budgets. This includes the organisation of hearing and parliamentary sessions on key child rights issues. In cooperation with civil society organisations, UNICEF will also support the Parliament in institutionalising the participation of children and adolescents in decision-making processes regarding issues that concern their rights, through public hearings and mechanisms that promote an active exchange of information between children and Parliamentarians. 2. Reinforcement of mechanisms to identify, report and refer cases of violence against children, and creation of opportunities for the development of innovative services and solutions to uphold the rights of children and adolescents, including those with disabilities. - Supporting central and municipal authorities to set up and improve inter-sectoral protocols and referral mechanisms to effectively reach and protect children and families in situations of particular vulnerability (including children with disabilities, from Roma communities, and others) with clear mechanisms for holding different actors accountable at the central and municipal level. - Providing services to children with disabilities and their families. - Providing protection, sheltering, counselling, referral, social rehabilitation and other services to children-victims of violence. 6

7 3. Improvement of publicly available data on violence against children and social inclusion of children with disabilities, based on indicators incorporated into sectorial data collection mechanisms. - Technical assistance to the Albanian Government to ensure the country produces, analyses and disseminates high quality data on violence against children and adolescents, and on children with disabilities (with appropriate disaggregation by gender, age, ethnic group, etc.). - Support the State Agency for Child Rights Protection in monitoring and reporting on the situation of children-victims of violence and children with disabilities. 4. Increased public support for protection and social inclusion of vulnerable children. - Supporting behaviour change/communication for development initiatives, in order to challenge attitudes and social norms that encourage violence and discrimination. The aim of this component of the project is to strengthen the protective role of families and communities, to combat unequal societal gender dynamics and discrimination against the most vulnerable groups of children, including children with disabilities. - Development of life skills education materials, to help children develop critical thinking, emotional intelligence, team work, and protect themselves from violence, including on-line abuse and cyber-bullying. 7
