2 Project Information Title: Project Number: BUILDOUT: ONLINE SUPPORT FOR EU CONSTRUCTION WORKERS AND TRAINEES MOBILITY ES1-LEO Year: 2012 Project Type: Status: Country: Marketing Text: Summary: Transfer of Innovation completed ES-Spain The main aim of this project was to develop an innovative information tool specialised in the construction sector to facilitate qualification and mobility of trainees and workers around Europe. The main outcome of BuildOut was a multilingual website containing: - an online database with updated comparative information regarding qualifications and skills, training paths, accreditations and certifications - a practical information kit for constructions workers/trainees in the move - a transnational advertisement section where positions for jobs/placements/courses for target groups This project had impact the VET systems improving qualification transparency with an innovative resource to promote contact between labour market and VET and to enhance mobility. Statistics show that many workers are looking forward to moving to other EU countries and employers are glad to receive this foreign workforce, but both groups experience problems in terms of insufficient harmonization of training and lack of knowledge regarding specific equivalences. The main aim of this project was to develop an innovative information tool specialised in the construction sector to facilitate qualification and mobility of trainees and workers around Europe. The specific objectives of BuildOut were: - Providing updated comparative information regarding qualifications and skills, learning paths, accreditations and certifications, administrative and cultural information in a simple manner for foreign workers/trainees in the construction sector - Enhancing information flow between employers, training institutions and potential employees and trainees among the project partners - Creating and innovative online tool to facilitate access to information mentioned in the items above - Achieving maximum acceptance and use of the tool among potential users Target groups of the project are therefore people enrolled in the Construction vocational training system, as well as people in the Construction labour market, and also tutors, trainers, teachers, guidance counselors who supply training, guidance and placement services to subjects who are part of the educational and vocational training system and who intend to enter the construction labour market and who envisage the need for mobility. Consortium comprises partners from Germany, Malta, Netherlands, Spain, Turkey and UK with direct access to BUILDOUT target groups and potential users at their national level during their regular activities. The developers of he products transferred are in the consortium. BuildOut produced a multilingual platform containing: - an online database with updated comparative information regarding qualifications and skills, learning paths, accreditations and certifications - a practical information kit for constructions workers/trainees in the move - a transnational advertisement section where positions for jobs/placements/courses for target groups BuildOut impacted the VET systems improving quantity and quality of mobility among trainees and workers, qualification transparency and contact between labour 2

3 Project Information Description: market and VET in construction sector. BUILDOUT aims was at developing an innovative information tool specialised in the construction sector and its specific professions to facilitate qualification and mobility of workers around Europe. In order to achieve this aim it was very important to achieve the involvement and hold direct contact with stakeholders, basically employers of each project partner, as well as to involve trades association, professional bodies and training centres. Objectives of BUILDOUT were: - Providing updated comparative information regarding qualifications and skills in the construction sector in the project partners in a simple manner - Providing updated practical information for foreign workers/trainees about training paths, accreditations and certifications - Providing updated administrative and cultural information for foreign workers/trainees in the construction sector in the project partners - Enhancing information flow between employers, training institutions and potential employees and trainees among the project partners - Creating and innovative online tool to facilitate access to information mentioned in the items above - Achieving maximum acceptance and use of the tool among potential users There was a need for understandable information from both employers and employees and trainees that was an obstacle to achieve the quality and quantity desired in the construction sector. Making available online precise, concise and easily accessible information in a multilingual way and using an understandable language for trainees or workers, but also public to other potential users (tutors, trainers, employers, agencies) from the construction sector will increase the quantity of quality of mobility. It improved the preparation ( know before you go ) and therefore avoid misunderstandings and increase the chances of success. In addition there was a specific section dedicated to promote contacts with the employers, where interested candidates can check for postings of job/placement offers. These are the main activities carried out: 1.1CONTRACTUAL ISSUES: SIGNING BETWEEN LdV AND COORDINATOR, CONSORTIUM AGREEMENT. 1.2 COORDINATION AND INTERNAL COMMUNICATION. 1.3 PROJECT MEETINGS There were 2 meetings; the kick off meeting and the 2º international meeting. 2.1 CREATING A TEMPLATE TO BE COMPLETED BY EACH PARTNER COUNTRY Before the kick Off Meeting the project coordinator asked all the partners that sent a few job profiles proposal, and during the kick off Meeting between all partners agree to choose 5 job profiles, one proposed by every partner. A form was designed by the WP coordinator (BFW) and was filled in for each job in each country including all the information necessary to feed the data base: - Skills and competences. - Learning paths. - Centres offering the training and certification services. 2.2 CREATING A COMMON DATA BASE Partners sent their completed form to the WP coordinator. So we have the five Job profiles developed: BFW-NRW: Brick Layer (Germany). AIDICO: Welder (Spain). INFRA-COLLEGE: Road Worker (Netherlands). WC: Electric Contractor (United Kingdom). IZODER: Insulation Worker (Turkey). 3

4 Project Information 2.3 COMPARATION JON PROFILE TEMPLATE A form was designed to do comparison between all the different job profiles. So partners P0 AIDICO, P2 WC, P3 INFRA COLLEGE, P4 BFW-NRW and P5 IZODER sent to AIDICO 4 Job Profile Comparison Templates fulfilled. 3.1 DEVELOPING A COMMON TEMPLATE TO BE COMPLETED BY EACH PARTNER COUNTRY A form was designed by the WP coordinator filled for each country with common sections. It should cover basic useful information for people moving to work or study from one of the project countries to other. Partners sent their information to the WP coordinator in English. 3.2 CREATING A PRACTICAL INFORMATION KIT This document contain practical information, including administrative procedures and intercultural information interesting for the target groups. The website developed in his initial window a description of each job profile: brick layers, electric contractors, welders, road builders and insulators, depending on the level SQF-Con referenced 3, 3a, 4 and 5. 5 Job Profiles developed by each partner country Also was included in their individual development a comparative from each profile with the same profile respect to each of the partner countries. 4 Comparative Job Profile by each country 4

5 Project Information That means, the total result of 5 Job profile and 20 Comparative Job Profile Was included a database based on each country in which is facilitated a practical kit of information for workers or apprentices in the construction interested in working outside their hometowns. 5 Information Kit on by each country for people who With a confirmed job placement Looking for a job placement Looking to study At the same time, was enabled a section where transnational advertisement where provide to stakeholders information about job vacancies, courses related to vocational courses offered. The final project is an innovative tool for consultation and practical information for learners and professionals in the construction sector, where the transparency of qualifications is improved with the firm objective to improve mobility, promoting contact between the market labour and VET centres. The project was based on the transfer mainly of YESProject result TEEMPASS, but will also apply results and methodology of SQFCon and InterCom-e-SWOT. Malta exported TEEMPASS (output of YesEmployability) to the consortium, which is composed of organizations from the construction sector and will adapt the idea and methodology from the Tourism and Hospitality sector to the Construction sector. To ensure the product is transferred correctly ITS (Malta) was a partner of the BUILDOUT consortium. In addition to TEEMPASS adaptation, the project used the results of two other products developed for the construction sector: SQFCon and InterCom-e-SWOT. SQFCon was developed in a German former Project and its contents and methodology were transferred to all the project countries. InterCom-e-SWOT was developed by a consortium from Germany, Netherlands and Sweden and its conclusions will be considered when developing INBUILDOUT in the project countries. It will also constitute very useful source of information for other potential users such as trainers, tutors, counselors, intermediary posting, job or placement agencies, etc. to improve design of training programs, mobility activities and daily work. This will lead to optimizing mobility and quality in VET. The main aim of this WP is to provide construction workers or trainees resident in or wishing to move to other countries with practical information about their destination. Description: The objectives set for this WP will be: - Compiling most relevant information of each country regarding steps to work/study/do a placement in that country, cultural particularities, useful links, accommodation, legislation, administrative paperwork, etc. - Presenting this information in simple and accessible way, summarized and expressed in a plain language. All this information is available in other websites from different sources but not so easy to find, especially if you do not speak the language. Therefore it is vital that each partner compiles the information especially for the target group, summarizes it following a common structure and translates it into English. The main aim of this WP is to develop the BUILDOUT PLATFORM, an innovative information tool based on some aspects of TEEMPASS and some new elements. This tool should have the right structure to be fed with contains develop in other WP specialised in the construction sector and its specific professions to facilitate qualification and mobility of workers around Europe. Description: BuildOut Platform will host the online database, the practical information kit and the adverts section. The product developed will be multilingual and presented in an accessible easy to use interface. This is one of the most important work packages as it is the core of the project and it has been allocated to the ICT department of AIDICO, the project coordinator. In order to ensure maximum usability of this innovative tool, the platform will be accessible from smartphones and connected to social networks. Description: A good dissemination strategy has to be developed to achieve the endorsement needed to allow the sustainability of the project after its end. It is necessary that key actors in the different countries get to know about the project and benefits and added value that it can involve for their own. In addition, dissemination and endorsement activities should ensure sustainability; therefore it is important to care for relations with all organizations interested in BUILDOUT and its results, both from already participating countries and from other countries not initially included in the project for further developments. A dissemination strategy will be designed and carried out throughout the project's lifecycle.
