3 Summary of marine accidents and incidents in 9 Very serious accidents in 9 In 9, DIMA of MAL carried out investigations of two very serious accidents with serious consequences. At the end of and at the beginning of 9 two Latvian fishing vessels BEVERINA and UNORA sunk and crew members lost their lives. f/v BEVERINA In this casualty a Baltika type fishing vessel BEVERINA, owned by company Baltic fish Ltd. situated in Liepaja, on nd of December in stormy weather capsized nm from the port of Liepaja, six crew members lost their lives. Main causes of the vessel s loss were vessel s main engine failure in stormy weather, sea water inflow into the ship s compartments, and shifting of cable wire cargo in the cargo hold. The causes of the loss of the crew of f/v BEVERINA were the master s inability to assess the danger of the situation and threats to the vessel and the crew. The master did not require the crew evacuation in ample. The crew members were not ordered to embark the liferaft; crew members did not use lifejackets. SAR activities performed by a Coast Guard vessel A VIRSAITIS were unsuccessful. Cooperation between the Coast Guard and Border Guard structures in order to join the Border Guard vessels for SAR operations in ample time were insufficient. f/v UNORA The second casualty took place on th of February 9 when a Baltika type fishing vessel UNORA owned by a company B Ltd. situated in Ventspils while taking out the trawl in stormy weather capsized and sank. Four crew members were rescued; two crew members lost their lives. Loss of f/v UNORA was caused by offence of ship s Stability Information in connection with the exceeded weight of the cargo of fish in the vessel s hold and on deck, and possible shift of fish cargo in cargo hold after a vessel s list to starboard. During investigation it was established that overweight of cargo in fishing vessels is a common offence. Sometimes the weight of cargo of fish in a fishing vessels times exceeds the allowed weight which is noted in a ship s stability criteria. According to international and national maritime acts of casualty investigation DIMA of MAL developed safety recommendations to eliminate the risk of similar accidents in future.

5 Summary of marine accidents and incidents in 9 Recommendations In 9 safety recommendations were issued to the following organisations and structures: Ship owners Maritime Safety Inspectorate of MAL Marine and Inland Waters Administration Latvian fisheries association Seaman s register of MAL Coast guard Police Ship master s At the time of this annual report safety recommendations were accepted; no response received on safety recommendations and on safety recommendations time limit for answering not yet runed out.

10 Summary of marine accidents and incidents in 9 Analysis After marine accidents analysis it was concluded, that in very serious accidents with heavy consequences (loss of life and vessels) in period from to 9 mostly were involved fishing vessels. As per analyses, main causes of accidents were violance against national and international rules such as exceedence of cargo weight, carriage of inappropriate cargo for fishing vessels, COLREG.
