1 School Discussion and Improvement Planning Guide In the process of creating the Community Healthy Living Index (CHLI), the development team examined numerous previously developed tools and resource documents that support building a healthy living environment. For a list of these tools and resources, visit YMCA association/chli number: DIPG Date: Name of Community team: CHLI point person: CHLI Coordinators assigned to school: School name: Names and titles of individuals participating in the discussion and improvement planning process: INTRODUCTION Having completed your CHLI assessment, you should have a better understanding of your school environment and its level of support for healthy eating and physical activity. You may have gained a new appreciation for aspects of your environment that strongly support healthy lifestyles and noticed some distinctive gaps in how you are serving children and youth in your schools. When we uncover opportunities for improvement, the steps we need to take to turn our ideas into reality are sometimes unclear. However, thoughtful discussion and development of an improvement plan can lead to efficient and effective changes. This Discussion and Improvement Planning Guide, facilitated by a CHLI coordinator, will lead you through a thinking process aimed at formulating actionable suggestions on how to improve and setting you on a course for change. When it is complete, your major concerns, ideas, and recommendations will be used by the community team to develop an improvement plan for the community. 2 CORE ELEMENTS FOR SCHOOLS According to the Centers for Disease Control and Prevention, the prevalence of overweight among children ages 6 11 more than doubled in the past 20 years, going from 6.5 percent in 1980 to 18.8 percent in In the same period, the rate among adolescents ages more than tripled, increasing from 5 percent to 17.4 percent. The good news is that healthy lifestyle habits, including healthy eating and physical activity, can lower the risk of becoming overweight and developing related diseases. In general, children spend over 30 hours per week in school. Based on the time investment alone, schools play a vital role in children s health and well-being, and their influence should be taken into account. Schools, as places of learning, are also perfect places to model and teach healthy lifestyle habits for the benefit of the young generation. Children will perform better academically when they are supported by a healthy school environment that provides physical activity and good nutrition along with formal education. School policies, programs, resources, and practices should intentionally promote physical activity and good nutrition for the health of all students. The core elements listed below by assessment area identify the characteristics of a school that strongly supports healthy eating and active living. Health education: Health education is offered to all students, including K 2 (a minimum of 40 hours per academic year) and 3 12 (a minimum of 80 hours per academic year). All students participate in health education that guides children to develop essential healthy-eating and physical-activity skills necessary to adopt, practice, and maintain health. The class is taught by a credentialed health education teacher. Written guidelines, rules, or policies and funding support health education. Physical education: Students participate in physical education daily in elementary (at least 150 minutes per week) and middle school (at least 225 minutes per week) and during approximately two years of high school (at a minimum). Physical education is taught by a credentialed physical education teacher. Curriculum is consistent with state or national standards and builds on concepts taught in previous years. Students are moderately to vigorously active during at least half of the time spent in physical education classes. Classes emphasize that physical activity is fun and help develop lifelong skills for all students, including students who are less athletically gifted and students with special health care needs. Written guidelines, rules, or policies and funding support physical education. Other physical activity opportunities: Students also participate in supervised (structured or nonstructured) physical activity through recess or open gym. Written guidelines, rules, or policies specify the recess requirements. Teachers do not use physical activity as a punishment or withhold physical education/recess (e.g., as a punishment or to make up missed class time). A variety of extracurricular and noncompetitive physical activities are available, and the school makes every effort to promote and support active commuting so that students can walk and bike to school. 3 Physical environment related to physical activity: The school location makes walking or biking feasible and safe bike storage is available for students who bike to school. The school provides a safe environment for physical activity, inside and outside of school buildings. School meals/food services/nutrition: The School Breakfast Program and School Lunch Program are fully accessible by all students who meet income requirements. Meals served at school meet USDA school meal standards. Adequate time is allowed to eat school meals. The school food service manager is credentialed or certified and has a nutrition-related baccalaureate. Healthy food purchasing and preparation procedures are followed for meals served at school. Withholding food as punishment and rewarding with food are prohibited. Written guidelines, rules, or policies specify school meal and food service nutrition requirements. Funding supports healthy eating opportunities. Physical environment related to food/nutrition: The school promotes healthy food and beverage choices and discourages unhealthy items in the cafeteria, vending machines, and stores and for fundraising and celebrations. The school meets its budget without relying on vending sales. The school provides pleasant, clean, safe, and comfortable eating environments. Educational gardens are planted, cultivated, and enjoyed by students and staff. Written guidelines, rules, or policies regulate the sale of foods and beverages of low nutritional quality on school property. general healthy living: The school or district has a school health and wellness committee that meets regularly and receives funding. Indoor and outdoor school facilities are open outside of school hours for health promotion and education programs. Parents receive written progress reports and information on physical education and activity programs, school lunch menus, and healthy snack options. Staff inform parents of community-based health and safety programs. Staff model positive behaviors related to healthy eating and physical activity. There are regular opportunities for students, parents, and the community to provide feedback and suggestions on physical activity and nutrition programs. 8 IMPROVEMENT PLAN Once your stakeholder team has completed the Discussion Questions section of this guide, you re ready to form the foundation of an improvement plan: a list of concerns and a list of ideas for improvement. In this Improvement Plan section, list the areas where you want to make changes, barriers to supporting healthy eating and active living, and other opportunities for improvement your team identified through the discussion process.
